6/28/2018 6/20/2018 - Minutes 6/20/2018 - Minutes 1. Call To Order Chairman D. Anson calls the meeting to order at 6:10 PM. Members present: Chairman D. Anson, L. Morin, D. Christopher, M. Foote There are not alternates. Staff/recording clerk: Evan Rathburn Guests: Michael Bemis of Steven J. Smith and Associates. There is no one in the audience. 2. Pledge Of Allegiance/Handicap Exits/Silence Cell Phones 3. Establish A Quorum A quorum was established with the members present. 4. Review Of The Previous Meeting's Minutes M. Foote makes a motion to accept the 6.6.2018 meeting minutes as amended. R. Christopher seconds. All in favor. The motion passed. M. Foote makes a motion to accept the 5.15.2018 meeting minutes as amended. L. Morin seconds. All in favor. The motion passed. 5. New Business 5.I. PL2018-0071SP, 0074CUP(Wetland Buffer) 174 Province Street MBL 463-188-1 Grace Presbyterian Church M. Bemis begins his presentation of the 174 Province Street, Grace Presbyterian Church, Wetland CUP application. For the main application to add 32 parking spaces the applicant will need to impact parts of the 50 foot wetland buffers on the property. The wetlands are both small wetlands. M. Bemis gives a brief overview of the property and that they have spoken with the neighbors about the proposed project and they are in support of it. The proposed project is to add parking spaces to the already existing parking lot for the church to support the 100 members that currently are there. The current parking situation is not very effective as the members are parking in the travel lanes for the lot. M. Bemis explains that the improvements they will be adding to the property are two drainage swales which will catch the runoff from the lot and eliminate the sheet flow from the parking lot. E. Rathburn gives his site visit report. The commission has no questions for the applicant at this time. M. Foote makes a motion to support the wetland CUP application for 174 Province Street, Grace Presbyterian Church, 0074 CUP, with no comments. R. Christopher seconds. All in favor. The motion passes. 5.II. 6/5/2018 Planning Board Meeting D. Anson gives a brief overview of what went on at the previous planning board meeting in relation to the 30 foot stream buffer. He confirmed that it was voted to be referred to the City Council. 6. Old Business 6.I. Milfoil Management Dean has consulted with Lisa Eggleston about creating a 501-C3 nonprofit for the milfoil effort. He still wishes to discuss it with the City Manager before taking any action. Discussion is held about contacting various property and business owners around the lake and spreading milfoil awareness. L. Morin reaffirms that an article in the newspaper would be a good route to get the word out around the city since people read it. 6.II. Lake Cleanup The commission discusses what they can do to encourage lake cleanup and management. It is agreed upon that when a letter is drafted to go to businesses and HOAs about milfoil control that there should be a section of the letter that will contain information about lake cleanup and management. 7. Liaison And Subcommittee Reports E. Rathburn participated in the water quality training session held by Pat Tarpey. L. Morin reports that a group of people from Laconia (including her) will be participating in the Sustainability Summer Institute. She has also gone to the previous State School parcel meetings. Discussion is held about the various proposals that the commission has heard from the State School commission in relation to what the State School parcel could be used for. 8. Other Business E. Rathburn has received calls from a property owner that abuts Durkee Brook and is fearful that fallen trees that are in the brook will dam up water and create a flood once the tree breaks. E. Rathburn has explained to the property owner that the City does not have the resources to remove these trees and that the trees are benefitting the brook by being in them. L. Morin says that if the person calls in the future then E. Rathburn will refer them to the Belknap County Conservation District and she will see how she can assist them since the land the brook runs on is not City land. 9. Adjournment M.
