LACONIA DOWNTOWN TIF ADVISORY BOARD
MINUTES
CALL TO ORDER: Tuesday, June 19th, 2018 @ 10:00 am @ Laconia City Hall Room 200B.
Present: Pat Wood, Breanna Henderson, Robert Sawyer, Chris Condodemetraky, Charlie St.
Clair

REVIEW AND APPROVAL OF MINUTES
May 15th, 2018 Minutes - Patrick Wood stated that no changes were presented and the
minutes are accepted as written.
OLD BUSINESS
3.1 Riverwalk
3.1.1 Landmark Inn and 3.1.2 City Hall to Church Street
Kevin Dunleavy said that the original low bidder defaulted on the bid and withdrew from the
project. Kevin said that Busby Construction has been awarded the bid as the next lowest bid.
Kevin said that the City has been able to reduce the cost of the project to fit with the available
budget by working with Busby Construction on some change orders. Kevin said the change
orders include some changes to the pedestrian bridge, delivery of granite for the retaining wall
by City forces, the City taking responsibility for the removal of the existing bridge at the Perley
Canal and some reduction in the coffer dam needs. Kevin said construction has been delayed
due to the bid process issues and is expected to start this summer. Kevin said that the City Hall
parking lot to Church Street segment is still on target for construction after Columbus Day.
3.2 Parking Garage
Patrick Wood said he spoke with Sonya Misiaszek of Misiaszek Turpin Architects about the
possibility of a parking garage in the central parking lot between Main Street and Pleasant
Street. Sonya told Pat that the site would not work for a parking garage because of the
configuration and the private properties. Pat said that he and Sonya looked at other options
and Sonya suggested looking into the St. Joseph’s Church property. Pat said the site might have
some potential with the rectory, church and school building being renovated for other uses and
the parking lot providing possible opportunity for public parking. Pat said this is just a concept
at this point and further discussion with City leadership and the City Council would be the next
step.
Robert Sawyer said the vision has merit and should be look into further.
Pat Wood said that he will look to get an item on the City Council agenda for an upcoming
meeting to discuss the parking garage and Downtown Parking with the Land and Buildings sub-
committee.
3.3 Wayfinding Signage
Kevin Dunleavy said he has not made progress on this item.
3.4 Master Plan for Downtown
No discussion took place.
3.5 TIF Director
No discussion took place.
3.6 Banner Poles
Kevin Dunleavy said a request for TIF funding for a set of banner poles near the Main Street
bridge has been placed on the City Council agenda and was tabled at the last meeting. Kevin
said it will be on the agenda for the June 25th City Council meeting. Patrick Wood asked Kevin if
the pictures of Concord’s banner poles are in the information for the City Council. Kevin said it
is. Patrick Wood and Charlie St. Clair said they are planning on being at this meeting.
3.7 Colonial Theater Project Impacts on Canal Street
Patrick Wood said there is disappointment and frustration with many in the Downtown in
response to the news that the Colonial Theater project has been delayed. Patrick said that it is
unfortunate that the building will continue to look un-kept until work will begin next year.
Charlie St. Clair said it would be nice if they could paint the exterior in the short term. Breanne
Henderson said it is likely difficult to do any work on the theater with all the stipulations and
historical regulations that the project is faced with.
4. NEW BUSINESS
Patrick Wood said there is no Thursday evening Downtown Marketplace this year.

The next regular meeting is scheduled for July 17th at 10:00am at Laconia City Hall, Room 200B.

Bree Henderson made a motion to adjourn, Robert Sawyer seconded. All were in favor.
