CALL TO ORDER Chair Dean Anson called the meeting to order at 6 PM 2. ROLL CALL Dean Anson, Deb Williams, Mike Foote, Dick Christopher, Marnie Schulz Absent: Lisa Morin, Wes Bates Staff: Dean Trefethen and Rob Mora The Commission said the Pledge of Allegiance 3. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS Motion to accept the minutes with the corrections submitted made by D. Williams M. Foote seconded. All voted in favor. 4. NEW BUSINESS 4.I. Pickerel Pond Easement Walk This item will be kept on the agenda for the next meeting. The Commission wants to look for any structures that may need to be removed because of their condition. D. Christopher thinks the boundaries should be marked. D. Williams asked if when D. Anson goes out to the site to ask others if others wanted to join. 4.II. Take Aways From Lakes Congress Meeting D. Williams attended Lakes smart and Tools and Technology for aquatic/invasive species workshops. She discussed a portable wash station that will be going to ramps across the state through the summer for exposure. The stations have minimal maintenance and cost about $12,000 and up. M, Schulz noted that some states are very strict about cleaning boats. The other work shop D. Williams went to was on the climate change and how that is effecting the loons. 4.III. Lake Smart D. Williams said a new program been developed from some new grants that are available to home owners where they will receive a certificate if they have the criteria: driveway and parking, structures and septic, yard recreation and foot paths and water access. If criteria is met, a placard would be shown in the yard. D. Anson noted it’s just for waterfront properties. D. Anson went to cyanobacteria workshop and suggested that it be looked with the milfoil. It is a greenish material in the water or on the surface. 4.IV. Stormwater Regulation Planning Director D. Trefethen said he looked at it but it hasn’t gone very far. The new conservation tech will have a goal to get that finished. 4.V. Tree Regulation The Commission discussed trees that were cut at 575 Endicott East 5. OLD BUSINESS 5.I. Lake Hosting Training For Volunteers And Sign Up For Volunteering The commission will start the meeting at the Messer Street ramp, June 19 at 5:30 pm and end at city hall. 5.II. Perley Pond Update Planning Director D. Trefethen stated the family that donated the parcel is not happy with how the parcel is being maintained. There was a meeting with Parks, City Manager Scott Myers and Rist Frost Shumway (RFS) and the family. Runoff from the street has run into the pond and is the primary responsibility for the brush at the water’s edge and it was asked if just the first section of the shore line could be dredged and RFS said it is not in the 250 ft shoreland but would still require a DES permit. The family has reached out to DES on what they could do. The permit will be pursued eventhough DES didn't have much to say. There were concerns from the commission and Planning Director D. Trefethen will relay the concerns. An arborist would need to do some major pruning which will leave the tree very different. M. Foote would like to have an overlay on the GPS for easements and where the water testing and deep water testing is, as well as boundaries of protected areas. NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES APPLICATIONS 6.I. 231 Weirs Blvd MSL 254-248-3 NHDES Permit (PDF) Motion to sign off on the permit for 231 Weirs Blvd to repair an existing dock but add a comment to have as much material as possible be composite as opposed to pressure treated wood made by D. Williams, M. Foote seconded. All voted in favor. 6.II. 311 Court St MSL 454-54-11 NHDES Permit (PDF) Motion to sign off on the permit for 311 Court Street to repair the dock with no additional comments made by M. Foote, D.
