CITY OF LACONIA HISTORIC DISTRICT COMMISSION 6:30 PM City Hall - Armand A. Bolduc City Council Chamber Accepted October 27, 2020 9/22/2020 - Minutes 1. Call to order Planning Director Dean Trefethen called the meeting to order at 6:03 PM 2. Roll call Members in attendance: Sonya Misiaszek, Charlie St. Clair, Mark Haynes, Karl Reitz, Tara Shore, Laurel Briere Absent: Hilary Martin 3. Recording secretary Kalena Graham 4. Staff in attendance Planning Director Dean Trefethen introduced himself and the recording secretary and stated that he will be the primary staff support for the Commission. 4.I. Introductions of members and staff Each member introduced themselves and gave a brief background as well as the reason for joining the Commission. 5. Acceptance of Minutes from previous meeting 6. New business 6.I. Introduction to Rules of Procedures Planning Director D. Trefethen went over the rules of procedures and asked the Commission to look them over and suggest changes 6.II. Review of Right to Know Law: 91-A Planning Director D. Trefethen went over the key points of the law. 6.III. Nomination and Election of Chair and Vice-Chair C. St. Clair nominated Tara Shore for Chair of the Commission. S. Misiaszek and M. Haynes agreed and seconded the nomination. All voted in favor. S. Misiaszek and T. Shore nominated K. Reitz as Vice Chair. C. St. Clair seconded the nomination. All voted in favor. 6.IV. Set meeting schedule The Commission set the meeting schedule to be the last Tuesday of each month, time start at 6:30 PM. The next meeting will be October 27 and the following set to November 24, 2020. 7. Public comment The Commission set the meeting schedule to be the last Tuesday of each month, time start at 6:30 PM. Public comment The public comment section of the agenda was agreed to be moved up after the acceptance of minutes. 8. Other business C. St. Clair clarified his address. Planning Director D. Trefethen stated at the next meeting they would finalize the rule and procedures of the Commission. M. Haynes noted that there were some things in the Historic Overlay District that Council was looking for clarification on. Future agenda items will include any questions on the ordinance, rules and procedures and possibly "hot" items the commission should be aware of. T. Shore noted that the Preservation Alliance has some great training and will get options to the Commission. C. St. Clair asked if the commission wanted to add new lots to the district if it would go before the Council and was told yes. T. Shore is afraid of the structure that are no located in the HOD could come down without a thought. C. St. Clair hopes the board can look at other parcel to be included in the district. M. Haynes brought up that three districts for the three main areas of Laconia were discussed as well. S. Misiaszek noted that is is exciting and because it is new there is no background. She takes preservation seriously an not just to be a savior of buildings, but would like to help development by saving and reusing buildings. Planning Director D. Trefethen mentioned that the Heritage Commission hired Mae Williams as a consultant and that might be a good starting point reference for this Commission. He added that there may be some overlaps between the two Commissions which should be sorted out. 9. Adjournment The meeting adjourned at 7:48 PM Respectfully, K. Graham
