CITY OF LACONIA HISTORIC DISTRICT COMMISSION 6:30 PM City Hall - Armand A. Bolduc City Council Chamber Accepted November 24, 2020 10/27/2020 - Minutes 1. Call to order Chair T. Shore called the meeting to order at 6:31 PM 2. Roll call Members present: Sonya Misiaszek, Hillary Martin, Mark Haynes, Laurel Briere, Tara Shore, Charlie St. Clair, Karl Reitz 3. Recording secretary Kalena Graham 4. Staff in attendance Planning Director Dean Trefethen 5. Acceptance of Minutes from previous meeting 5.I. Acceptance of minutes from September 22 Motion to accept the minutes from September 22 made by K. Reitz, S. Misiaszek seconded. All voted in favor. 6. Public comment Pat Tierney thanked the members of the Commission for their service. He invited the Commission to a walk event happening November 3 for the 400th anniversary of the New England Charter. They will be meeting at the Riverwalk behind Walgreens at 11:15 am to the Belknap Mill and will be no longer than an hour. 7. New business 7.I. Rules and procedures Planning Director D. Trefethen mentioned that he had not heard from anyone regarding any changes to additions to the rules and procedures. He asked that the Commission take a look and get feedback so it can be incorporated for the next meeting, November 24. 7.II. Questions on the HOD ordinance There were no question on the ordinance. 7.III. Share and discuss training/learning materials and options Chair T. Shore went over the handouts: Historic Preservation Plan from LRPC and Revitalization Tax Relief Incentive. She noted that the ordinance was built off the plan from LRPC for the downtown area. She urged others to share any information they might find helpful to share with the Commission. Chair T. Shore mentioned the NHPA (NH Preservation Alliance) is creating a project advocacy group and explained the program.  Chair T. Martin asked if the focus for the overlay district was only Downtown and Chair T. Shore noted that is something to think about over the next year. Whether the district should be expanded and where to expand. After some discussion Chair T. Shore suggested the Commission come up with buildings they think is significant throughout the City. Planning Director D. Trefethen brought up Mae Williams' project with the Heritage Commission and that will be a start as well. He reminded that any changes will need to go before Council and explained the process. M. Haynes gave a brief background on how this all came about. He also noted that as of Monday, the City owns the Rectory Building of former St. Joseph's church. Chair T. Shore suggested the Commission look through all the materials over the next few months and start creating a list for expansion. She would like to see M. Williams' report prior to actually moving forward. The Commission brainstormed ideas on how to publicize what the Commission does. One idea was to partner with the Historical Museum another was to have programs at the Belknap Mill. 8. Other business 9. Adjournment The meeting adjourned at 7:32 PM Respectfully, K. Graham
