CITY OF LACONIA HISTORIC DISTRICT COMMISSION 6:30 PM City Hall - Armand A. Bolduc City Council Chamber Accepted December 29, 2020 11/24/2020 - Minutes 1. Call to order Chair Tara Shore called the meeting to order at 6:35 PM 2. Roll call Kalena Graham called the roll with the following members present: Charlie St. Clair, Hillary Martin, Sonya Misiaszek, Tara Shore Absent: Laurel Briere, Mark Haynes, Karl Reitz 3. Recording secretary Kalena Graham 4. Staff in attendance Planning Director Dean Trefethen 5. Acceptance of Minutes from previous meeting 5.I. Acceptance of minutes from October 27 With no objections, Chair T. Shore stated the minutes accepted. 6. Public comment 7. New business 7.I. Review information from Mae Williams - explain National Registry District Chair T. Shore spoke with Mae Williams regarding the project she has been working on. Chair T. Shore explained the project and referred to the Lakes Region Planning Commission’s 1982 Historic preservation plan. That is the current area that Mae Williams has been working with the addition of Water Street and the Mills. There is an old church on Water Street that she has been researching to see if it matches the criteria. 7.II. Discuss possible expansion area and next steps for expansion The Commission discussed the 1982 map and possible expansion areas. They also discussed how much of the Commission is in favor of reuse or restoring structures and the different ways renovations or upgrades on structures in the overlay district can be done. The Commission decided to use the 1982 map as a beginning with the addition of 719 Main Street and in the south end have the line at the pedestrian way between 40 Beacon and 523-571 Main and Water Street. Planning Director D. Trefethen suggested he and Chair T. Shore sit down and formalize map. After clarification it was decided that the historical overlay district should be continuity with the National Register District. Planning Director D. Trefethen noted that M. Williams’ contract is to create the inventory and suggested starting the process with 1982 map until M. Williams’ report then finalize the map. in the south end have the line at the pedestrian way between 40 Beacon and 523-571 Main and Water Street. Planning Director D. Motion to recommend expansion of the current Historical Overlay District according to the LRPC Historic Preservation plan from 1982 as a guide, to City Council made by H. Martin, C. St. Clair seconded. All voted in favor. 7.III. Decide on/create an educational program option with the Historical Society in collaboration with the Heritage Commission and NHPA (commissioner to lead this) Chair T. Shore would like to collaborate with the Heritage Commission and Historical Society and work with NH Preservation Alliance to get on the right path of education out to the public. This will give the opportunity to roll out a full process and share what each group does. H. Martin suggested not reinventing the wheel and looking at what other towns have done that seems to be working. Less words and more pictures. Chair T. Shore suggested a subcommittee with someone from each of the three groups since they all will be collaborating together and asked H. Martin to get that going. Planning Director D. Trefethen agreed and will contact the Heritage Commission on a volunteer. Facebook was also a suggestion to get information out. Chair T. Shore noted that the Historical Society will be looking to expand a small education portion as well. 8. Other business The Colonial Theatre is now on the National Register. 8.I. Rules and procedures Planning Director D. Trefethen went over the Rules and Procedures. He asked the Commission to look over the draft and get Staff changes or additions to have a final draft at the next meeting. Planning Director D. Trefethen went over the budget report and explained what each line would be for. 9. Adjournment With no other business, Chair T. Shore adjourned the meeting at 7:43 PM Respectfully, K. Graham
