Airport Terminal Conference Room
65 Aviation Drive, Gilford, NH
_________________________________________________________________________________
PRESENT: Chairman, Mayor Edward Engler; Treasurer, William Moran; Clerk, Robert
Glendening; Authority Member, Karmen Gifford; Authority Member, Paul Gaudet, Jr.;
Authority Member, Eric Tierno; Authority Member, Dale Crumb; and Belknap County
Commissioner, David DeVoy
ABSENT: Vice Chairman, Gilford Selectman, Dale Chan Eddy
GUESTS: City of Laconia Mayor-elect, Andrew Hosmer; John Gorham; James Murphy;
Linda Emerson; Richard Hawley
Meeting Minutes:
Chairman Engler called the meeting to order at 12:30 pm.
After making introductions of all members for the benefit of Mr. Hosmer, the Chair stated
the need for entering into a brief non-public session. (Mr. Hosmer, as Mayor-elect, will
become the Chairman of the Laconia Airport Authority in January, 2020.)
I. NON-PUBLIC SESSION: According to RSA 91-A: 3, II, (a) the dismissal, promotion or
compensation of any public employee.
II. Action on approval of November 21, 2019 meeting minutes: Without objection, the
Chair declared the minutes approved as submitted by the recording secretary.
III. Public Input: There was none.
IV. Finance Report: Treasurer Moran led a discussion regarding the current status of
the Authority’s finances.
V. Operations Report
A. Some of the Apron lights were replaced/repaired.
B. The Ry/Txy lights are currently all operating prior to cold weather.
C. We need to replenish our supply of shear bolts – two different sizes - for the
snow blower.
D. The remaining flooring – manager’s office, resource room, bookkeeper’s
office, and flight planning/vending machine room - is scheduled to be replaced
Jan. 2-4 & 13-15. Work remaining is to finish painting, replace the baseboards in
those areas, replace the ceiling tiles in the restrooms, and install a kitchenette.
VI. Old Business
A. Questions had been raised regarding the restoring of Night Ops IFR for Ry
26: The response from the FAA is that when the existing obstructions (trees) are
removed, night restrictions can be removed also. The removal of the trees is due
to be addressed in a “not-to-distant” future AIP project. In the meantime, we will
explore the possibility of changing the wording on the Terminal Instrument
Approach Chart to remove the confusion regarding night landings on Ry 26.
B. Snow removal contract; even though we had a signed contract, Dave Emerson
was willing to work with us to bring the contract amount within the budgeted
amount.
C. Traffic pattern; the application has been re-submitted to the FAA via registered
mail.
D. Non-aeronautical use of hangar; the NHDOT BA has responded with a “DNO”
(does not object), so we can move forward with the sublease agreement with
ePropelled.
VII. New Business – There was none.
VIII. Next Meeting: January 16, 2020
IX. There being no further business to discuss, the meeting was adjourned at 1:18 pm.
