MOTORCYCLE TECHNICAL REVIEW COMMITTEE
DRAFT MINUTES
JANUARY 8, 2014 12 NOON

LICENSING BOARD:
Present: J. Rogato, Chair; M. Canfield, LFD; Absent: K. Erickson, LFD
Fireworks: There was a private fireworks display on 12/31/13 at 1420 Old N. Main St.
Motion: The motion to accept this, after the fact, was made by M. Canfield, and seconded by J. Rogato, with
both voting in favor.
Junk Yard Renewal: Junk Dealer Renewal: Both of the renewals are for Reed/s located at 89 Frank Bean
Road.
Motion: M. Canfield moved to accept the renewal for both; J. Rogato seconded. Both voted in favor.
Pawnbroker Renewal: Capital City Pawnbrokers at 570 Union Avenue is asking to be renewed for the 2014
calendar year.
Motion: M. Canfield voted in favor with J. Rogato seconding. Both voted in favor.
Discussion: S. Saunders mentioned that they had asked for a variance to sell sexual paraphernalia and asked
that the Laconia Police Department continue to watch the business.
Taxi Driver: Tracey Maclean is looking for a renewal for Dave’s Taxi Service.
Motion: M. Canfield moved to approve, with J. Rogato seconding. Both voted in favor of renewal.

1) Application # 2013-0136, City Wide
Renewal: Dog Sled Race
J. Rogato let the committee know that the City Council waived the fees. M. Canfield asked if this is a
non-profit organization and was told yes by J. Lyman. S. Saunders asked if the sleds will follow the
same route as previous years and was told yes by the applicant. She asked M. Canfield if a detail
officers was needed and he said no, but he will work out the details with the applicant.
J. Lyman said they would have their own merchandise vending, with food sales by The Village Bakery,
and Sharkey’s Dogs. Sharkey’s was not included with the original application but they got approval for
the 3 vendors from the City Council. Sharkey’s is located in a vending truck, and The Village Bakery
will be under a tent. S. Saunders asked if they will need water and was told no, they are self-contained.
C. Roffo said they must meet the requirements of Chapter 195 and Appendix A.

Discussion: J. Rogato asked the applicant her opinion on the new application and she said it was
fairly easy to fill out, but she did get confused on the different people involved but Nancy Brown and
Kris Snow helped her a lot. K. Walsh said she is one of the first to follow the new application and
things will be smoother as we go along.
K. Dunleavy said that parking is in a vacant field which the city leases and they submitted the
application for the use. A certificate of insurance is required. They have submitted that in the past,
and they can forward that right to the Parks and Rec office per K. Dunleavy.
S. Saunders asked the applicant if they do their own plowing and was told yes. They provide porto
potties and trash removal. They will submit those contracts. They will provide a can at each food
vendor.
Licensing: Motion: M. Canfield moved to accept the application and J. Rogato seconded, with both
voting in favor.
SERC: S. Saunders said the conditions would be set forth for traffic, Appendix A and Chapter 195,
and submitting trash and porto potty contracts.
Motion: L. Adorno moved to accept with the second by C. Roffo. All voted in favor of approval.
MOTORCYCLE TECHNICAL REVIEW COMMITTEE
PUBLIC HEARINGS: RENEWALS
Present: S. Saunders, Chair; M. Canfield, LPD; C. Roffo, LFD; B. Swan, DPW; L. Adorno, Water; K.
Walsh, Licensing, K. Dunleavy, Parks & Rec; J. Rogato, Licensing Chair;
Absent: S. McCusker, Code
S. Saunders let the committee members know that all of the following applications are straight
renewals and that we are trying the “fast track” option this year, where no one has to appear for the
application if there have been no changes and no issues with the site for at least two years. If there are
questions the applicant would have to appear at the next meeting.
If there is no discussion on the application, we can just make the motion to accept with previous
conditions.
1) Application # 2013-0137, 1192-1198 Weirs Blvd
Renewal: Vendors, Up to 10
Motion: L. Adorno moved to approve the application, with all previous conditions. M. Canfield seconded and all
voted in favor of approval.
2) Application # 2013-0138, 12-14 Foster Avenue
Renewal: Parking 50+ motorcycles
Motion: K. Walsh moved to approve the application with all previous conditions remaining in effect. L. Adorno
seconded and all voted in favor.
3) Application # 2013-0140, 76 Lakeside Avenue, Krahulec
Renewal: Vendors: Up to 7
Motion: L. Adorno moved to accept the application with all previous conditions. M. Canfield seconded and all voted
in favor of approval.
4) Application # 2013-0141, Endicott Park, WAC
Renewal: Parking

Discussion: S. Saunders let the committee know that the applicant was not able to submit a plan but will be brining
that in shortly. In the meantime there have been on changes to the site and we do have the previous plans if anyone
has any issues. This site has had no changes and no problems. The committee members said they felt we could move
forward.
Motion: M. Canfield moved to accept the application as presented with the previous conditions in effect. The second
was made by L. Adorno and all voted in favor of approval.
5) Application # 2013-0139, Lakeside Ave, NHVA
Renewal: Vendors, 11-25
Motion: K. Walsh moved to accept the application with the same conditions as previous. L. Adorno seconded, with
all voting in favor of approval.
6) Application # 2013-0142, Veterans Ave/Rte 3
Renewal: Parking 50+ Motorcycles
Discussion: K. Snow mentioned that this site had issues with another site that parks vehicles in the same area. It was
determined that the issues were not with this site so the members felt they could move forward with the approval.
Motion: L. Adorno moved to approve the application with the same conditions as previous. B. Swan seconded the
motion and all voted in favor of approval.
7) Application # 2013-0143, 12 Normand Circle/White Oaks Road
Renewal: Parking, 50+ Motorcycles
Motion: K. Walsh moved to approve the application with all existing conditions remaining in effect. L. Adorno made
the second and all voted in favor of approval.
No members from the public were present to speak for or against any of the above applications.
Licensing Minutes: M. Canfield moved to accept the minutes from the December 4, 2013 Licensing Board meeting. J.
Rogato seconded and both voted in favor.
New Business, Licensing: There was no new business.
SERC Minutes: K. Walsh moved to accept the minutes from the November 6, 2013 meeting. B. Swan seconded and all
voted in favor or approval.
New Business, SERC: S, Saunders said that the Timberman Triathalon came in for their license today and said that only a
portion of the race goes through Laconia. She asked if we should have them attend a meeting or give them the license and
move on. The board determined that they should be given their license but K. Dunleavy did ask if we require a certificate of
insurance. S. Saunders said she will check with legal as she is unsure this since is a scheduled event.
She let the committee know that the Water Slide submitted a demo permit yesterday and she did speak to the owner. He
said he is talking to the Lobster Pound about leasing this for Bike Week. They will level the slide area and put in vendor
sites. She told them they would need a full layout as we have had issues here with wash out of dirt and gravel. L. Adorno
asked about their long term goal for the site and S. Saunders said she had been unable to pin him down but he did say he
was speaking to someone. It would be a building.
K. Snow asked if this might be a site that Harley Davidson could consider for Bike Week as well, as it would put them right
in the center of things. S. Saunders said she could mention this to the City Manager and he could contact the property
owner and make that suggestion.
MTRC Minutes: L. Adorno moved to accept the minutes from the May 22, 2013 MTRC meeting. K. Walsh seconded and
all voted in favor of approval.
M. Canfield moved to accept the minutes from the Post Bike Week June 2013 meeting, with L. Adorno seconding. All
voted in favor of approval.

New Business, MTRC: L. Adorno asked about the issues with the Scenic Road closing and S. Saunders said we need to
clarify who will be dealing with this. It was determined that Planning and LPD would handle this. M. Canfield and S.
Saunders will discuss the issues and the temporary traffic order and bring their findings to SERC/MTRC to discuss.
M. Canfield mentioned the signage that had been posted on Watson Road and L. Adorno said the restaurants further down
lost revenue and there are more condos here now that will need access.
S. Saunders said it is just the language and maybe the signs could say road closed ahead at Foster Avenue. They will discuss
this and bring it to the committee.
Adjournment, Licensing: M. Canfield moved to adjourn the Licensing portion of the meeting with the second by J.
Rogato. Both moved to adjourn.
Adjournment, SERC/MTRC: L. Adorno moved to adjourn with K. Walsh seconding. All voted in favor.
The meeting was adjourned at 12:30.
