CITY OF LACONIA LICENSING BOARD & SPECIAL EVENTS REVIEW COMMITTEE ROOM 200A, 12 PM DRAFT MINUTES MEETING OF FEBRUARY 12, 2O14 LICENSING: Present: J. Rogato, M. Canfield Absent: K. Erickson USH- Timberman Triathlon on 8/17/14 from 7:20 am- 2:30pm Route: Hounsell Ave, Route 107, Frank Bean Rd & Province Rd Motion: M. Canfield moved to approve as there is no change. J. Rogato seconded and both voted in favor of approval. S. Saunders asked the other members if they feel the applicant should appear before the SERC and M. Canfield said that the only thing that takes place in Laconia is a portion of the race; there are no vendors. All agreed that they do not need to appear before the SERC. Taxi Company Renewal: J. Rogato said Dave’s and Mr. C’s Taxi are asking for renewals. Dave’s Taxi Mr. C’s Taxi Craig’s Taxi Steven’s Taxi Motion: M. Canfield moved to approve and J. Rogato seconded. K. Snow asked about Craig’s and Steven’s Taxis and J. Rogato said he only had the two on his agenda. M. Canfield revised the previous motion to include Craig’s and Steven’s with J. Rogato making the second. Both voted in favor of approval. Taxi Driver Renewal for Dave’s Taxi: David Noonan Taxi Driver Renewal for Mr. C’s Taxi: Sherri Sawyer Douglas Wentworth Linda Sinclair John Jones Thomas Edwards Cindy Carroll Thomas Carroll III Daniel Carroll Taxi Driver Renewal for Craig’s Taxi: Craig Barkal Taxi Driver Renewal for Steven’s Taxi: Steven Poehler Motion: M. Canfield made the motion to approve the drivers’ renewals for the above drivers and J. Rogato seconded. Both voted in favor and all were approved. Licensing New Business: J. Rogato asked how to handle complaints for taxi cabs and drivers. He wondered how we can enforce this. M. Canfield said they do spot checks, but this depends on what you are checking on. J. Rogato asked if this should be re-written, and M. Canfield said right now this is almost unenforceable. J. Rogato suggested we take a look this at a later time and see if changes can/should be made. M. Canfield asked K. Walsh to research how other cities handle this and K. Walsh said there is no enforcing in area towns; she would need to check with Concord, Manchester, others in that area. J. Rogato said the Licensing members will get together and talk this over in the future. Licensing Regular: Laconia Police Department: Presenting Changes to Chapter 173 Pawnbroker Ordinance: K. Butler appeared. It was Page 1 of 5 decided to have K. Butler do the presentation after K. Erickson arrived at the meeting. SPECIAL EVENTS REVIEW COMMITTEE: 1) Application # 2014-0011, Opechee Park Renewal: MS Walk-a-ton Applicant: Kim Blanchard stated she is the coordinator for NH for the MS Walk-a-thon, which will be held on May 10. This is their 5th annual walk. Set up will begin at 7:30 am. They expect around 200 walkers who should begin to arrive around 9. The walk begins at 10 and they expect to be done by 2. They are also asking for either a DJ or radio station. That is their only new feature. Discussion: L. Adorno asked if they put marks on the street for the walkers to follow as someone is using blue paint, which is the same the Water Department uses. K. Blanchard said no, they don’t use blue paint. K. Dunleavy said the Parks Commission has approved this. He let Blanchard know that there is a smaller Walk-A-Thon the same day, who will be using the WOW Trail. It is a walk for autism. He said they have not received approval yet from Parks. The rest rooms will be open. S. Saunders asked if water is being passed out and was told they will have a station at the end of the WOW Trail and one at the Bank of NH. K. Dunleavy said the autism group is asking for a porto potty at the end of the WOW Trail and feels both groups could use them. S. Saunders asked if they need City Council approval for the rest stop at the Fire Station and was told no. C. Roffo said if they use the pocket park, they don’t have to cross Elm Street. S. Saunders asked if they would provide recycling bins for the water containers and was told yes. R. Rogato suggested they discuss the loudspeaker for Licensing now while the applicant is available. K. Walsh said that would all be included on the event license that she will issue. K. Blanchard said she has a check for $100.00, and asked where that goes. K. Dunleavy said that was for Parks. She gave him the check to process. LICENSING MOTION: J. Rogato moved to approve the licensing portion for the loudspeaker. M. Canfield seconded and both voted in favor. SERC MOTION: K. Dunleavy moved to approve the Walk-A-Thon, with the standard conditions of approval. M. Canfield seconded and all voted in favor of approval. LICENSING MINUTES: The motion to approve the minutes of the Licensing portion of the January 8, 2014 meeting was made by J. Rogato and seconded by M. Canfield. Both voted in favor of approval. J. Rogato suggested postponing the presentation by K. Butler until the March hearing since K. Erickson was not in attendance today. S. Saunders asked if he could go over the ordinance and the new criteria both. LICENSING ADJOURNMENT: M. Canfield moved to adjourn the Licensing portion of the meeting and J. Rogato seconded. Both voted in favor of adjournment. SPECIAL EVENTS REVIEW COMMITTEE/MTRC: Present. S. Saunders, M. Canfield, K. Walsh, L. Adorno, B. Swan, C. Roffo Absent: Code Motorcycle Week Applications: 1) Application # 2014-0002, 104 Endicott St E, G&R Go-Karts Renewal: Parking, Over 50 Discussion: S. Saunders said bathrooms would be available inside; there will be 2 parking attendants, entry points will be 18-19’ wide. All other conditions will remain the same. Public: No one spoke for or against the proposal. Motion: M. Canfield moved to approve the application, with the conditions the same as last year. K. Walsh seconded and all voted in Page 2 of 5 favor of approval. 2) Application # 2014-0003, 36 Endicott St E, Leisure Time Renewal: Parking, Over 50 Discussion: S. Saunders said they would have 2 security people, will provide trash barrels, and restrooms are located inside the C. Roffo pointed out that the Waste Management contract is for 2012 and it was determined to make that a condition. K. Snow said she contacted Waste Management, after Roffo alerted her, and she received the contract so that condition is not needed. Public: No one from the public spoke for or against the application. Motion: L. Adorno moved to approve the application with the second by B. Swan. All voted in favor of approval with the previous conditions. 3) Application # 2014-0004, 1207 Weirs Blvd Renewal: Vendors, up to 25; Parking, Over 50 Discussion: S. Saunders said the applicant shall use only bio degradable soap if there is a bike wash. If the vendors change they must come back for approval. Fire needs a plan for the placement of the temporary propane tanks. They will also approve the traffic flow and Code will do an electrical inspection. Public: No one spoke for or against the application. Motion: M. Canfield moved to approve the application with the previous conditions. K. Walsh seconded and all voted in favor of approval. 4) Application # 2014-0005, 211 Lakeside, Winnipesaukee Flagship Renewal: Vendors, Up to 10 Discussion: S. Saunders said we need to check to make sure vendor 1 is in compliance. Public: No one spoke for or against the application. Motion: The motion to approve was made by M. Canfield, with the previous conditions. L. Adorno seconded and all voted in favor of approval. 5) Application # 2014-0006, 554 Endicott N, Looney Bin Renewal: Entertainment Discussion: S. Saunders said the applicant will install temporary fencing in the rear of the beer tent. They will provide 4 porto potties. A place of assembly permit is required. Flame proofing of the tent is required. Public: No one from the public spoke for or against the application. Motion: L. Adorno moved to accept the application, using the same conditions as the previously approved application. K. Walsh seconded and all voted in favor. 6) Application # 2014-0008, 112,122,132 Lakeside, Beachview Bazaar Renewal: Vendors, Up to 10 Discussion: S. Saunders said Veterans Avenue will be open. The stairs will require a building permit. They can have 5 self-contained RV’s for vendors. Space #9 is for food. Applicant: R. Ames said space 8 is for food, not # 9. Public: No one from the public spoke for or against the application. Motion: K. Walsh moved to approve the application with the same conditions as the previous years, and changing item # 8 to read Vendor 8 is designated for food, and re-numbering the conditions. L. Adorno seconded and all voted in favor of approval. 7) Application # 2014-0009, 21 Weeks St, Winnipesaukee Marketplace Renewal: Vendors, Up to 10; Entertainment Page 3 of 5 Discussion: S. Saunders said that overnight camping is permitted only if staff is informed ahead of time. The performers must stop by midnight. The 5’ aisle width must be maintained. C. Roffo asked if the temporary fencing mentioned in item # 8 will still be required. S. Saunders said yes, and C. Roffo said he will have to take a look at the fencing. Public: No one from the public spoke for or against the application. Motion: L. Adorno moved to accept the application, with the same conditions. The second was made by B. Swan, with all voting in favor of approval. 8) Application # 2014-0010, 240/260 Lakeside, Half Moon Renewal: Vendors, Up to 10 Discussion: S. Saunders said we just received new plan prior to the start of the meeting. K. Snow said she was able to bring along 2 plans from the previous year but had not had time to review the new plans to see where the changes are. She passed out the plans. S. Saunders said the sidewalk must be kept clear. The 6’ aisle must be maintained. A life safety inspection will be done 1 week prior to the start of Bike Week as well as the electrical inspection. Applicant: R. Ames said he changed the configuration. Last year they had the tattoo artist in the rear of the building. He used spaces 4 and 5; this year he is moving to space 6. His former space is now labelled 2. L. Adorno asked if there is a standard square footage that is required for a tattoo artist and S. Saunders said she is not sure. Health would have to speak to that. Kirk Beattie handles this now and would have to review this. We can condition this that the health office must review and if he has issues the applicant would have to return. C. Roffo asked that the plan be changed to reflect there are 7 vendors, not 6. S. Saunders asked R. Ames to also label the tattoo area. Public: No one from the public spoke for or against the application. Motion: L. Adorno moved to approve, adding the condition that Health must review this and the applicant return if needed, and that the requested changes be made to the plan. M. Canfield seconded and all voted in favor of approval. 9) Application # 2014-0012, 51 Endicott St E Renewal: Parking, Under 50 Discussion: S. Saunders said restrooms will be available inside the building. The parking in the rear is for 4 wheel vehicles only. There is no camping or overnight parking and the applicant will put up signage asking the vehicles exiting to make right hand turns only. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve with the same conditions as last year. L. Adorno seconded and all voted in favor of approval. 10) Application # 2014-0013, Rt 3, Hayes Rd Renewal: RV Parking, Camping Discussion: S. Saunders said this is the Lukatch property on the corner of Hayes and Endicott N. The first entrance is for RV’s only, with the Watson portion reserved for peak times. There will be orange snow fencing in place along that portion. They will put up signage asking the vehicles existing to make a right hand turn only. 24 hour security will be located on site. Public: No one from the public spoke for or against the application. Motion: The motion to approve the application, with the same conditions as previously, was made by L. Adorno and seconded by K. Walsh, with all voting in favor of approval. SERC NEW BUSINESS: K. Dunleavy said that there are various charity walks using the WOW trail, and asked how to determine who goes to before the Special Events Review Committee; is there a need or is this overkill? S. Saunders said she feels for the first year it will be good to have them come in, meet us, put a face to the name, and see what happens. She suggested setting a participant number level – maybe if 200 or over they have to come before SERC. 200 is a lot, 30-40 is small so maybe we could fast track them. SERC OLD BUSINESS: There was no old business. SERC MINUTES: K. Dunleavy moved to approve the minutes of the Special Events Review Committee from the January 8, 2014 meeting. C. Roffo seconded and all voted in favor of approval. Page 4 of 5 SERC ADJOURNMENT: M. Canfield moved to adjourn the SERV portion of the February 12, 2014 meeting. The second was made by C.
