Minutes Meeting of November 5, 2014

LICENSING BOARD & SPECIAL EVENTS REVIEW COMMITTEE
Present: Licensing: M. Canfield, LPD;
Absent: J. Rogato, K. Erickson
M. Canfield opened the meeting in the absence of J. Rogato.
Tom O’Brien, of New Hampshire Lakes Association, appeared to thank the committee and the city for
approving their proposal. They made the Guinness Book of World Records and are in competition with
Tasmania now. He has a certificate that they want to have presented at the City Council meeting on Monday,
November 10, 2014.
He said the event was a great success, and it also has the educational goal of teaching people about invasive
species. He said that the entire city was very helpful but Parks & Recreation, and Director Kevin Dunleavy in
particular, were of great assistance. He said they are probably not going to do this in 2015.
The Licensing portion of the meeting was closed due to the lack of a quorum. The items below will
be continued until the next hearing:

SERC New Business:
Renewal: Application # 2014-0125
Opechee Park, MS Walk
Walk: May 9, 2015; Loudspeaker
S. Saunders asked if the park house will be opened for rest room use and was told yes. They are all set for
trash as well. M. Canfield said he has no issues; they hold this event every year.
Public: No one from the public spoke for or against the proposal.
K. Dunleavy said that the parking at Opechee can be tricky and asked M. Canfield if there had been any
issues that he was aware of. M. Canfield said no.
Motion: M. Canfield moved to approve application # 2014-0125 for the MS Walk at Opechee Park on May
9, 2015. They must go to Licensing for the loudspeaker permit. K. Dunleavy seconded, and all voted in favor.
SERC Other Business: S. Saunders said that the folks holding the Christmas Parade on November 29 did
not submit an application. She said they were not willing to submit so she hopes to talk to them and get the
needed information in order to approve this administratively. She asked if there are any major issues with the
parade.
They submitted the traffic order to N. Brown for City Council approval. She asked if restrooms are needed
and K. Dunleavy said no. He said people usually line up about ½ an hour before parade time. M. Canfield
said they usually leave right after the parade and tree lighting.
Discussion was held by the committee members on the application process. M. Canfield said he feels this
needs to be done. The committee is here for a reason. We get all of the departments together at once to
address any issues. K. Dunleavy said that city staff changes and then people are not familiar with the process
and it is good for them to be aware of.
While there are no issues with the application the members all agreed that an application does need to be
filed. S McCusker suggested we let them know we will work with them on this incomplete application for this
year but that this needs to be done in future. S. Saunders said that one thing we have to determine is who is in
charge of this event – Main Street or the City? J. Moriarity said this is a City event so no application should be
required.
All agreed to have S. Saunders work with them on getting the needed information.
SERC Minutes: Approval of minutes for October 1, 2014. The motion was made by M. Canfield and
seconded by S. McCusker with all voting in favor.
SERC Adjournment: M. Canfield moved to adjourn the Special Events portion of the meeting with the
second by S. McCusker. All voted in favor and the meeting adjourned at 12:15 pm.
