MINUTES MEETING OF DECEMBER 3, 2014

LICENSING BOARD & SPECIAL EVENTS REVIEW COMMITTEE
Present: Licensing: J. Rogato, Chair; K. Erickson, LFD; W. Clary, LPD;
Absent: None
Licensing Review:
J. Rogato called the Licensing portion of the meeting to order. He suggested making a motion to combine the
first 8 items into one motion.
Loudspeaker: Erin Conley at Rotary Park: Wedding- October 18, 2014
Loudspeaker: Friends of Football: Train Horn at Football Games- October 10 & 31, 2014
Loudspeaker: Salvation Army: Turkey Plunge, November 22, 2014
Calendar Raffle: Laconia Youth Football & Cheer Association: Prizes: Gift Certificates from local
businesses (Month of September)
Raffle: Boys & Girls Club of the Lakes Region: Prixes: Gift certificates, home goods, craft items, 50/50
Raffle: St James Episcopal Church: Prizes? Donations from local businesses
Itinerant: BB’s Scoops Ice Cream: Prescott Farms 5th Annual Harvest Festival, September 13, 2014
Itinerant: M&M Beloin Trees: Landmark Inn – Selling Christmas Trees and Wreaths
Motion: K. Erickson moved to approve the above 8 items. W. Clary seconded and all voted in favor of
approval.
J. Rogato asked W. Clary if he had seen the taxi permits and was told no. They were given to W. Clary to
review. He had a question on Mr. C’s drivers as he did not see any criminal history done, just the driving
records. H. Young said she would contact them. W. Clary said that the waiver was there but the record was
not included.
Taxi Driver’s Permit: Dave’s Taxi: Laurence Hoey
Taxi Driver’s Permit: Mr. C’s Taxi: William A Short, Evan S. Komora, Jeremy A Shosa, Robert M. Boyle,
Irma Robinson, and John M. Egan
Motion: The motion to approve the permit for Dave’s Taxi was made by K. Erickson with the second by W.
Clary. All voted in favor.
Mr. C’s will have to get the criminal records and have them forwarded to the appropriate people.
Use of Street or Highway: Parade: Pleasant Street School @1:30 10/31/2014
Motion: K. Erickson moved to approve the parade for Pleasant Street School. J. Rogato seconded and all
voted in favor.
Licensing Regular:

Raffle: Opechee Garden Club December 7, 2014: Prizes: Gift baskets
Motion: The motion to approve the raffle for the Opechee Garden Club was made by K. Erickson and the
second by W. Clary. All voted in favor of approval.
Use of Street or Highway: National MS Society: May 9, 2015 10AM-2PM
Route 1: Opechee Park/N. Main St/Main/Wow Trail/Elm St/Main/Veterans Square/Pleasant/New
Salem/Main
Route 2: Opechee Park/N. Main St/Main/Wow Trail/Elm St/N. Main/Veterans
Square/Gale/Holman/Shore/Downing St/Holman/Blueberry/N. Main
Motion: K. Erickson moved to approve the use of street for the National MS Society and W. Clary seconded
with all voting in favor of approval.
Steven’s Airport Taxi: H. Young let the committee know that their insurance expired September 2, 2014. J.
Rogato asked how we found out and was told that the insurance company notified K. Walsh before she left.
He asked if Steven’s is aware and H. Young said she thinks they were notified by Lindsay.
Motion: K. Erickson moved to suspend their license immediately, and W. Clary seconded. That is effective
immediately and in place until proof of insurance is provided.
W. Clary said he will let the officers know that Steven’s has no license to operate in the city. All voted in favor
of suspension.
Junk Yard & Junk Dealer License: Reeds Auto Wrecking Co & Reeds Salvage Co:
W. Clary asked how often these licenses are done for a salvage yard and was told every year.
Motion: K. Erickson moved to approve the renewal for Reeds with the second by W. Clary. All voted in
favor.
Complaint: H. Young said she received a complaint regarding taxi companies using unlicensed business
names. She said a taxi driver/owner notified us that another taxi company was using their mother’s old name.
J. Rogato asked if it is Maggie’s and was told yes.
H. Young said that technically this is not a registered business name and she just wanted to make sure that the
Licensing Board is comfortable with this. She said that Craig’s is using his mother’s companies name when
they answer the phone. They use both names when answering, switching off between Craig’s and Maggie’s.
K. Erickson said he feels this is none of our business; Maggie’s is closed. J. Rogato said the cars say Craig’s on
them and he doesn’t feel it matters how they answer the phone. K. Erickson said it is odd but not illegal. J.
Rogato said he sees no issue.
Licensing New Business: H. Young said that Cindy wrote a letter regarding some newly hired drivers. They
were all just licensed recently; we are waiting on criminal records. The license is usually renewed in January
but where these were just recently hired on, she wanted to know if there is an issue with them going until
January of 2016. It is actually only a two month extension, per H. Young. The board agreed that was fine.
K. Erickson said he learned we have been licensing things that violate state law. There was an article in the
paper yesterday regarding boot drives. He also mentioned the photographers on Lakeside during Bike Week.

W. Clary said they are not permitted on the street and S. Saunders asked if they can be on the sidewalk. W.
Clary said it is all in how you interpret this. We got a complaint but the issue began in Gilmanton.
W. Clary asked if the Salvation Army would be in violation of the state statute and K. Erickson said he thinks
this legally should be done through Licensing in the future.
During Bike Week parking lot attendants stand in the street. W. Clary said we tell them every year not to. J.
Rogato asked if they can if the street is legally closed and W. Clary said not in the paved portion. The
important word here is soliciting.
Licensing Old Business: None
Licensing Minutes: Approval of minutes for October 1, 2014: W. Clary moved to accept the minutes with
the second by K. Erickson. All voted in favor.
There were no Licensing minutes from the meeting of November 5 as there was no quorum.
Licensing Adjournment: K. Erickson moved to adjourn the Licensing portion of the meeting with W. Clary
making the second. All voted in favor and the Licensing portion of the meeting was adjourned.
SERC: Present: Special Events: S. Saunders, Planning; B. Swan, DPW; H. Young, Licensing; W. Clary,
LPD; S. McCusker, Code; K. Erickson, LFD
Absent: K. Dunleavy, Parks
Staff: K. Snow, Zoning
SERC New Business: K. Snow asked if anyone has any objection to the MTRC applications for the NHVA
or for the Mount Washington being fast-tracked. Though they have over the 5 vendors, there have been no
issues with either of these sites over the years. She also asked if we receive other applications that are similar,
what about those – should they have to come in or is it ok just to send an e-mail out to the group and getting
their opinion on those.
The members agreed that there felt there was no problem letting these two applications being fast-tracked
and being notified about others in the future.
SERC Other Business: None
SERC Minutes: K Erickson moved to approve the minutes for the meeting of November 5, 2014. S.
McCusker seconded and all voted in favor of approval.
SERC Adjournment: K. Erickson moved to adjourn the SERC portion of the meeting with S. McCusker
making the second. All voted in favor of adjourning.
