Erickson moved to approve all of the above, with the second by M. Canfield. All voted in favor of approval, 3-0. Outdoor Loudspeaker Renewal: Kylmeg Hotel Management LLC (Margate) (Full Year) The Looney Bin (1/2 year) Paradise Beach Club (1/2 year) Motion: M. Canfield made the motion to approve with the second by K. Erickson. All voted in favor, 3-0. Licensing New Business: Craig’s Taxi: New driver: H. Young said this person had applied back in August, as the driver had a record. She had that annulled. They now want to make sure the fees paid in August would go towards this license. Motion: K. Erickson moved to approve, with the second by M. Canfield. The vote in favor was 3-0 to approve and use the fee paid in August towards this. Licensing Old Business: None Licensing Minutes: K. Erickson moved to approve the minutes for January 7, 2015. M. Canfield seconded and all voted in favor, 3-0. K. Erickson moved to approve the minutes from March 4, 2015 with the second by M. USH-Use of Street/Highway IV-Itinerant Vendor RAF – Raffle OLS – Outdoor Loudspeaker ENT – Entertainment Page 1 of 6 SPECIAL EVENTS: 1) Application # 2015-0030, The Margate New: Carnival (games, food vendors) Caroline Snyder appeared. She said a group called Harry Potter is coming to set up a small carnival. They will have a dunk tank and carnival games. This is on the property to the right of the hotel, by the road. Porto potties; Harry Potter has been here for something else in the past. C. Roffo let her know if the hot air balloon is coming to contact the FAA. We will defer to their approvals. We have a letter of authorization from hotel management which was submitted for the file. Motion: K. Dunleavy moved to approve the application, with the standard conditions of approval, noting that if the hot air balloon does attend it will need all of the necessary approvals from the FAA. C. Roffo seconded and all voted in favor of approval. 2) Application # 2015-0023, City Streets Renewal: Autism Walk-a-thon This is adjacent to their building. They have around 100 people, they go up the WOW trail and back. There are 2 road crossings with the LPD there assisting. Motion: M. Canfield moved to approve with the second by C. Roffo. All voted in favor of approval. 3) Application # 2015-0035, Opechee Park Renewal: Cystic Fibrosis Walk-a-Thon They had a DJ last year and plan the same this year. K. Dunleavy said this is pretty straight forward. They use city sidewalks, and are not in the street. They mobilize in parking lot at Opechee. Motion: K. Dunleavy moved to approve the application with the second by M. Canfield. All voted in favor of approval. Licensing: New Business: Bow Wow Fest, use parking at Opechee Inn, need letter from them, will get that. Also uses WOW trail for dog parade. Some exhibits, minor vending, no grilling. Motion: M. Canfield moved to approve with the conditions as stated, and the letter from the Opechee Inn authorizing the use of the property. Steve McCusker seconded and all voted in favor. MTRC: PUBLIC HEARINGS: RENEWALS: FAST TRACK 4) Application # 2015-0021, 1187 Weirs Blvd (Restaurant Building) Renewal: Up to 10 Vendors The proposal is the same as previous years. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve with the same conditions as previous. K. Dunleavy seconded and all voted in favor. 5) Application # 2015-0022, 1184 Weirs Blvd (Handy Landing) Renewal: Parking, Up to 50 Vehicles The proposal is the same as previous years. McCusker and all voted in favor. 6) Application # 2015-0025, 51 Endicott E Renewal: Parking, Under 50 Vehicles The proposal is the same as previous. Public: No one from the public spoke for or against the application. Motion: The motion to approve was made by K. Dunleavy with the same conditions as previous. The second was made by M. Canfield with all voting in favor of approval. 7) Application # 2015-0026, 292 Lakeside Ave Renewal: Under 10 Vendors T. Mosson and Bill Solaris, the new owners, appeared. They have only owned the property for about a month. They will have tenants who will live there permanently, not just for bike week. They asked if they could have cooking behind the building in the grassy area. They have already look at Appendix a, special events, and read about egresses. S. Saunders said they did not permit food vendor there last year since this is so close. The owner said the alley is close but not this area. C. Roffo said if not located in the alley and they maintain clearances, it should be ok. They moved the barbecue back last year. Cooking would be near the parking lot. Small tent with tables, maybe a smoker located in the back, they would take food to the front. They will agree with whatever the committee says. They would bring in any agreement made with food to Fire to verify. K. Erickson mentioned health issues. C. Roffo said there is a residential dwelling near there, if it enters the residence they could have complaints. They will talk to The health inspector on any serving issues. S. Saunders said to contact the state as we contract out during Bike Week. We could approve this with a potential food vendor and when they go with one bring in the information, and do final a approval then. We will add extension cord language to the NOA. Roffo seconded and all voted in favor of approval. 8) Application # 2015-0029, 18 Endicott N Renewal: Under 5 Vendors The application is the same as previously submitted. Saunders mentioned the memo from Scott Myers regarding parking issues last year. K. Dunleavy asked who put out the parking cones, and was told we are not 100% sure but we think it was another business located here. We will make it clear that no parking is to be affected. M. Canfield said we need to make sure the abutters know about the complaint. Jim Rogato asked if the parking is private here and was told no, the issue was on New Salem, Public: No one from the public spoke for or against the application. Motion: K. Canfield seconded and all voted in favor of approval. 11) Application # 2015-0039, Rt 3/Hayes Rd Renewal: Camping, RV’s Steve McCusker said he hasn’t seen this so he is unsure on the electrical. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve the application with the same conditions as previous. The electrical inspection will be done before opening. C. Roffo seconded and all voted in favor or approval. 12) Application # 2015-0042, 19 Rollercoaster Rd, Woody Works Renewal: Parking, Less Than 50 Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve with the same conditions as previous. S. McCusker seconded and all voted in favor. 13) Application # 2015-0044, 88 Lakeside, Castle Rest Renewal: Vending, Under 10 The application is the same as previous. Public: No one from the public spoke for or against the application. Motion: The motion to approve was made by M. Canfield with the same conditions as 2014. C. Roffo seconded with all Voting in favor of approval. 14) Application # 2015-0045, 45 Endicott E, Woodside Cottages Renewal: Parking, Over 50 Vehicles The application is the same as 2014. Public: No one from the public spoke for or against the application. Motion: The motion to approve was made by. M. Canfield with the same conditions as previous. K. Dunleavy seconded and all voted in favor of approval. 15) Application # 2015-0047, 1072 Watson Rd, Broken Spoke Renewal: Up to 25 Vendors, Beer Tent The application is the same as previous years. K. S. McCusker said that the electrical had band aids done to it but that this needs to be brought Up to code this year; it all needs to be looked it. They need the electrical company in to fix the pole as it could fall and land In the street. This is a lot of power and would cause serious injuries. The owners leased this last year from Target but they purchased it and now own. Condition # 4 was read and M. Canfield was asked if they will have the same security plan as last year; he said yes. McCusker seconded and all voted in favor of approval. 16) Application # 2015-0048, Watson Rd, Broken Spoke (empty lot) Parking: Over 50 Vehicles The proposal is the same as previous. This is for the empty lot, where the parking is located. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve with the same conditions as previous. K. Dunleavy seconded and all voted in favor of approval. REVISED: 17) Application # 2015-0040, 1065 Watson Rd, Boot Hill Revised: Outdoor Entertainment, 8 Vendors No one appeared for the application. K. Snow said this is similar to what they had done in the past. C. Roffo said yes, it seems like they have combined plans. There were questions from both Fire and Police on parking, and access lanes so it was decided to table the application until we see if someone comes in or have them appear at the next meeting. Public: No one from the public spoke for or against the application. Motion: K. Dunleavy moved to table the application and have them appear at the May 6 meeting. C. Roffo seconded and all voted in favor. 18) Application # 2015-0037, 1089 Weirs Blvd, NASWA (empty lot) Revised: Parking, 13 Vendors Stephanie Crowley appeared for the application. She said they will have paid parking as they have done in the past and will be adding motorcycle and car displays in the lower parking area. These would be the same companies that have been there in the past. They won’t be selling merchandise, they bring in their own custom cars and motorcycles to display. K. Erickson said he spent a lot of time with them last year and they are great gentlemen. S. Crowley said there will have14 vendors and will be using existing paved pathways. They will be relocating the 4 porto potties. S. Saunders asked if there was lighting in the area and S. Crowley yes, this area is well lit. The aisle width in the vendor spaces is ok per C. Roffo. USH-Use of Street/Highway IV-Itinerant Vendor RAF – Raffle OLS – Outdoor Loudspeaker ENT – Entertainment Page 5 of 6  NEW: 19) Application # 2015-0036, 1089 Weirs Blvd, NASWA (Karen’s Gift Shop) New: 4 Vendors (Indoors) There are 9 parking spots and 4 vendors inside. The cottages are employee housing. Public: No one from the public spoke for or against the application. Motion: M. Canfield moved to approve with the standard conditions of approval. S. McCusker seconded and all voted in Favor of approval. 20) Application # 2015-0041, 604 Endicott N, Pine Hollow (Empty Lot) New: Camping Sites (RV & Tents) Bob Heavey appeared. He said they are proposing the same thing as within their regular campground. They purchased this property and plan to use it for RV & tenting camping on the site. They will add an additional dumpster, for 3 total. Porto potties are here and are placed in the middle of site. There are some in back by the property line. B. Heavey said they are probably showing more sites than they will actually be using. Some of the RV’s are large, so those would combine sites. Tents would get 2 sites, and a larger RV would take one. K. Erickson asked if there will be anything along Route 3 for privacy and B. Heavy said they have a chain link fence. C. Roffo asked if they plan to have campfires on the site .If so, they will go to the LFD on that. B. Heavey said they will do an entire new plan in the future, but what was submitted was for bike week this year. C. Roffo asked if this approval is just for bike week and was told yes. Anything else would be site plan approval. C. Roffo said that camp sites get seasonal approval, but the temporary is done differently; he said he will have to research that. B. Heavy said they have fire rings they put out. S. Saunders the “B” sites have to be tented as they aren’t large enough for RV’s. They city has a 600 SF minimum, and 1000 SF for RV’s. B Heavey said he can expand the 30 x 30’s from the 900 to 1000 SF. S. McCusker asked about temporary power and was told that power is already there. There are 2 or 3 poles, and spot lights. B. Heavy said these are dry camping so he is not offering electricity. He said he can kill the power if needed. It is limited based on the site location. No power cords will be permitted. B. Heavy said they have used this as overflow for some camping. S. Saunders said would be a Special Event application so do that early in the season. She reminded B. Heavy about the registration process as all campers/guests must register. K. Dunleavy asked about a honey wagon and B. Heavy said if someone has an issue, they will service it but they must let them know if needed. Public: No one from the public spoke for or against the application. Motion: M.
