MINUTES OF JANUARY 6, 2016

LICENSING:
Licensing Members: Jim Rogato, Chair; Matt Canfield, LPD; Ken Erickson, LFD
Licensing Absent: None
Minutes: Acceptance of minutes for December 2, 2015: K. Erickson moved to accept the minutes as written with M. Canfield and J.
Rogato in agreement.
Licensing Review:
Belknap House (Non Profit): Selling Christmas trees at 326 Court Street from 11/27/15 to 12/24/15
M& M Beloin Trees: Selling Christmas trees and wreaths at 480 main Street 11/27/14-12/24/15
Raffle – St James Episcopal: Raffle held November 21st for charitable purposes. Prizes include: oil, quilt, teddy bear, painting
Motion: K. Erickson moved to accept all of the above. M. Canfield seconded and all voted in favor of approval, 3-0.
Taxi Driver, Nicholas Sangillo for Mr. C’s Taxi: J. Rogato said we haven’t seen a back ground check. We can table this application
until that comes in, but he is driving until this is finalized.
K. Erickson moved to table this with M. Canfield making the second. All voted in favor, 3-0.
Licensing Regular:
Pawnbrokers & Secondhand Dealers:
Sawyer’s Jewelry: Kramar and Hall Goldsmiths: Kramer and Hall did not submit a Criminal Background Check.
J. Rogato said we did not get anything on either of these for the meeting. He went to Licensing to see if Lindsey Allen had the
applications on these as well as the taxi driver, which was tabled previously.
S. Saunders called the Special Events portion of the meeting to order.

1) Application # 2015-0140, Cystic Fibrosis Walk
Renewal: Opechee Park
Motion: K. Erickson moved to approve the Cystic Fibrosis application with the same conditions of approval as
previously submitted. K. Dunleavy seconded and all voted in favor of approval, 5-0.

Renewal: City Streets
S. Saunders asked M. Canfield about the police detail for the event. M. Canfield said use of his officers cost about
$6000.00 in overtime. They agreed to use CERT last year, and they wanted $500.00 a day. M. Canfield said using CERT
is the cheaper way of doing this.
S. Saunders said we can make that a condition of approval and they can talk to Scott Myers on this issue. M. Canfield
said that they have to have traffic control as the public crosses in multiple locations where there are not crosswalks.
K. Erickson said that CERT is no longer funded by the state and that they have to find a way to fund the organization;
they are non-profit and volunteers. It is much less expensive to fund the CERT team than to use police officers.
S. Saunders said she had discussed this with S. Myers already and he questioned why we can’t use on-duty police
officers. She and M. Canfield will talk to S. Myers on this.
M. Canfield said that until last year they had officers there. He still gave them 3 officers last year.
Motion: K. Dunleavy moved to approve the application with the condition of approval that traffic control is required and
that they will work out payment with the city. M. Canfield seconded and all voted in favor, 3-0.
The meeting returned to the Licensing portion.
Licensing Regular: J. Rogato returned to the meeting with the information on Sawyers as well as the taxi driver.
Pawnbrokers & Secondhand Dealers:
Sawyer’s Jewelry: Motion: K. Erickson moved to approve with the second by M. Canfield. All voted in favor of
approval, 3-0.
They are still missing the background check on Kramer and Hall so that will be tabled until it is received.
Almost All Antiques submitted a letter stating they are now a performing arts venue so this no longer applies to them.
Too Good To Be Threw sent in a letter saying that they are a consignment shop.
Taxi Driver, Nicholas Sangillo for Mr. C’s Taxi: K. Erickson moved to approve the driver as the needed information was obtained.
M. Canfield seconded and all voted in favor, 3-0.
Outdoor Loud Speaker: Cystic Foundation – Northern New England Chapter, May 22, 2016 9-1pm
Loudspeaker used for a walk a thon during award ceremony and to play music while participants walk.
Motion: K. Erickson moved to approve with the second by M. Canfield. All voted in favor, 3-0.
Itinerant Vendor:
The Traveling Texas Smoke Shop LLC, 516A Union Ave: Monday thru Sunday 9am – 8pm, Selling BBQ food:
Motion: K. Erickson moved to approve the application for discussion purposes. Cliff Jones made the second. This is for selling from
12/20 – 1/20.
C. Jones said he and Charles Roffo went out and did a CO for the building, but he did not know at that time that they were placing a
wooden structure over the grill. K. Erickson said that went up yesterday. C. Jones said it is small and he isn’t sure if a building permit
is really required for something like this. However he would want C. Roffo to take a look at this again due to the structure being
placed over a grill. S. Saunders said we will have Fire check that out.
It was determined that he placed the grill in front of the building, and not in the parking lot, as had been indicated. S. Saunders said
she has no issues with that unless it blocks the sidewalk. S. Saunders said she is fine with it being in this location and K. Erickson said
he has no issues.

Motion: K. Erickson moved to approve this, pending on fire’s approval of the wooden structure. M. Canfield seconded, and all voted
in favor of approval, 3-0.
S. Saunders said he is renovating the interior and plans to move his business inside.
Junkyard and Junkdealer: Reeds Salvage Company: Renewal for calendar year: Motion: M. Canfield moved to approve with the
second by K. Erickson; all voted in favor, 3

Licensing Adjournment: M. Canfield moved to adjourn the licensing portion of the meeting with the second by K. Erickson. All
voted in favor, 3-0, and the meeting adjourned at 12:20 pm.

K. Dunleavy asked about porto potties for 76 Lakeside. He was told this has never been done in the past. They use the
ones set up across the street. K. Erickson said it has been that way for some time with no issues.
Motion: M. Canfield moved to accept the 5 renewals for Motorcycle Week 2016 as stated above, with the same
conditions of approval as the previous year. K. Erickson made the second and all voted in favor, 5-0.
