Laconia Licensing Board 10/4/2023 - Minutes 1. Call to Order Meeting was called to order at 12:00 PM by Chairman Jim Rogato. 2. Roll Call Chairman Jim Rogato, Lieutenant Chris Noyes, and Chief Tim Joubert 3. Recording Secretary Hilary Young 4. Acceptance of minutes from previous meetings 4.A. Draft Minutes from September 6, 2023 Minutes from the September 6, 2023 meeting were reviewed by the board and accepted as presented. 5. Licensing Review 5.A. Event- Easterseals NH Chairman Rogato entertained a motion to approve Easterseals NH event application. Motion was made by Lt. Noyes and seconded by Chief Joubert. 5.B. IV- Braiz'n Hell Chairman Rogato entertained a motion to approve an itinerant vendor application for Braiz'n Hell. Motion was made by Lt. Noyes and seconded by Chief Joubert. 5.C. OLS- Bonnette, Page & Stone Corp Chairman Rogato entertained a motion to approve an outdoor loudspeaker application for Bonnette, Page & Stone Corp. Motion was made by Lt. Noyes and seconded by Chief Joubert. 5.D. RAF- Creative Actions Equals Ripple Effects Chairman Rogato entertained a motion to approve a raffle application for Creative Actions Equals Ripple Effects. Motion was made by Lt. Noyes and seconded by Chief Joubert. 5.E. RAF- Lakes Region Community Services Foundation Chairman Rogato entertained a motion to approve a raffle application for Lakes Region Community Services Foundation. Motion was made by Lt. Noyes and seconded by Chief Joubert. 6. New Business Chairman Rogato entertained a motion to approve a raffle application for Lakes Region Community Services Foundation. Motion was made by Lt. Noyes and seconded by Chief Joubert. 6. New Business 6.A. MCWK- Refund Request Chairman Rogato entered a discussion regarding the refund for Tami Chase. Licensing Clerk H. Young stated that she never delivered her permit due to not seeing a vendor set up. Lt. Noyes stated that he did not recall a vendor at this location. H. Young also stated that delivering of the permit does not prohibit the vendor from setting up. Chairman Rogato entertained a motion to approve the refund to Tami Chase. Motion was made by Lt. Noyes and seconded by Chief Joubert. 7. Other Business Chairman Rogato wanted an update regarding the complaints against High Octane's outdoor loudspeaker permit. H. Young stated that she has not received any more complaints since the board sent them a letter telling them they must follow what the ordinance states. Planning Technician Scott Pelchat stated that they did receive their occupancy permit for their outdoor venue within the last couple weeks. It was discussed that any complaints regarding noise past the hours allowed need to be made with the Laconia Police Department. 8. Unfinished Business 9. Adjournment Chairman Rogato entertained a motion to adjourn. Motion was made by Lt. Noyes and seconded by Chief Joubert. Adjourned at 12:12 PM.
