1. CALL TO ORDER
Mike DellaVecchia called the meeting to order at 6:31PM.
2. ROLL CALL
The following members were in attendance: Brian Wolf, Gail Ober, Rich MacNeill, Bruce Cheney, Mike
DellaVecchia, and Amy Lovisek.

7.I. PL2024-0070; 1921 Parade Rd (290-155-9)
M. DellaVecchia announced that 1921 Parade Rd was going to be continued to the September 3rd
Planning Board meeting due to not notifying all abutters correctly.
7.II. PB2025-002; 130 Prescott Ave (211-266-15)
Jon Rokeh spoke on behalf of 130 Prescott Ave, Top Lofty. Mr. Rokeh summarized the
application/project happening at the site. G. Ober motions to move to accept application PB2025-002
for 130 Prescott Avenue as complete with the findings of fact as presented in the Staff Report. The
findings of fact are as follows: 1. The application is complete and consistent with State and City land
use regulations and 2. The application and site plans were reviewed by the Technical Review
Committee (TRC) at its July 16, 2024, meeting. Their comments have been incorporated in the
recommended conditions of approval. B. Cheney seconded. All in favor, passed. G. Ober asked for
clarification as to it being a residential site plan. There was discussion about short-term lodging in this
zone as well as snow removal in this area. M. DellaVecchia opened the public hearing at 6:49 pm and
closed the public hearing at 6:50PM. T. Carmicheal summarized the staff report which is as followed:

1.1.1. All references to the subject parcel must be updated to reflect the correct address of “130
Prescott Avenue.”
1.2. Erosion Controls. Erosion controls must be in place and inspected and approved by the
Planning Department. The Planning Department will perform weekly inspections to ensure erosion
controls are installed and maintained correctly.
1.3. Final Plans. One paper and digital copy of the final plan set must be submitted to, reviewed, and
approved by the Planning Department.
2. CONSTRUCTION REQUIREMENTS
All conditions in this section must be met during the construction of the project.
2.1. Fire Apparatus Turnaround. A designated turnaround area for fire apparatuses and emergency
vehicles must be constructed. The location and size of the turnaround area must be ap-proved by the
Fire Department.
3. POST-CONSTRUCTION REQUIREMENTS
All conditions in this section must be met prior to the issuance of any Certificate of Occupancy.
3.1. Impact Fees. Impact Fees in the amount of $3,814.80 per new single-family dwelling unit must
be paid to the Planning Department. In accordance with RSA 674:39, the Applicant is exempt from any
changes to impact fee rates for 5 years from the approval date. Should the project not be completed
during the exemption period, the Applicant must pay any and all in-creases to impact fees regardless of
vestment status.
4. COMPLETION DATE
The project and all associated conditions must be completed by no later than August 6, 2026. If all
conditions are not met, nor any extension application filed with the Laconia Planning Department, by
the completion date, this approval is null and void.
G. Ober asked for clarification on the timeline. There was discussion about a previous house being on
the property and not assessing an impact fee due to that. R. MacNeill motioned to approve application
PB2025-002 for 130 Prescott Avenue with the conditions of approval presented in the Staff Report. A.
Lovisek seconded the motion, passed unanimously.
7.III. Zoning Ordinance Amendment: Accessory Dwelling Units
T. Carmichael summarized the proposed amendment to the Zoning Ordinance permitting Accessory
Dwelling Units for single-family residences. The board needs to review and have a public hearing. The
members discussed the verbiage/language of the proposed amendment along with lodging and it being
your permanent residence. B. Cheney suggested clarification on definition of duplexes in combination of
ADU’s, which is not permitted. T. Carmichael also mentions the change on the Table of Permitted
Usage. M. DellaVecchia opened the public hearing at 7:43 PM. Public hearing closed at 7:48PM. B.

8.I. PB2025-003; 311 Meredith Center Rd (292-153-3)
Jennifer Robinson, Director Doyle, and Caitlin Stubbs were present on behalf of 311 Meredith Ctr Rd.
Jennifer Robinson gave a presentation on the new 911 Call Center being proposed on Meredith Ctr Rd.
M. DellaVecchia asked for clarification on how many people will be working in this building. Director
Doyle spoke regarding how many employees will be in the building. There was discussion about the
two driveways going onto Meredith Ctr. The board expressed concerns about the line of sight pulling out
of the driveway next to Lane Rd. B. Wolf asked about the snowmobile trail. They are going to have a
meeting later to talk about the trial. B. Cheney mentions the city and the State should try to work
together to get sewer and water to this new building and to the baseball park.

T. Carmichael spoke/summarized some sections briefly about the Planning Department Monthly
Report.

T. Carmichael states they are on break for the summer.

G. Ober spoke about what has been happening during Conservation Commission meetings.

B. Cheney asked for consideration to notify councilors if a project is going on in their ward.
10.IV. HISTORIC DISTRICT COMMISSION
B. Cheney discussed getting the Historical District up and running again.
11. OTHER BUSINESS
M. DellaVecchia mentioned the apartments being put on Province Rd. He also asked about sidewalk
money and where it is going. R. MacNeill suggested that the board do more site walks/visits when new
developments are proposed. T. Carmichael mentions the Master Steering Committee and going forward the
help with including sidewalks.
