City of Laconia Special Events Technical Review Committee Wednesday, February 6, 2019 - 12:00 PM City Hall in the Armand A. Bolduc Council Chamber 2/6/2019 - Minutes 1. CALL TO ORDER R. Mora called the meeting to order at 12:02 PM 2. ROLL CALL Members present: Charlie Roffo, Fire; Kevin Dunleavy, Parks; and Shannon Greenwood, Licensing. Members absent: Capt. Graton, Laconia Police Department; Krista Larsen, DPW; Ben Crawford, Water Department 3. RECORDING SECRETARY Karen Clark 4. STAFF IN ATTENDANCE Rob Mora, Assistant Planner 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 5.1. January 2, 2019 Special Events Committee Minutes (PDF) The minutes were accepted as submitted. 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7. Mora reviewed the application and stated it was the same submittal as last year with no changes. The public hearing opened at 12:02 pm With no one to speak for or against the application the public hearing closed at 12:02 pm. K. Dunleavy made a motion to approve the application with the correction for the number of parking spots (21 Car/111 Motorcycle). C. Roffo seconded the motion. All in favor. 7.2. PL2019-0003MC 13 White Oaks Road Motorcycle Week Temporary Parking (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. Mora reviewed the application and stated it was the same submittal as last year with no changes. Dunleavy made a motion to approve the application with the same conditions as last year. C. Roffo seconded the motion. All in favor. 7.6. PL2019-0008MC Endicott Rock Park/Weirs Beach Motorcycle Week Temporary Parking (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. The public hearing opened at 12:08 pm With no one to speak for or against the application the public hearing closed at 12:08 pm. K. Dunleavy noted that last year, after 8pm, there was no visible attendant. It was noted that an attendant needs to be on site at all times when open for business or it is busy. K. Dunleavy made a motion to approve the application with the same conditions as last year. C. Roffo seconded the motion. All in favor. 7.7. PL2019-0009MC 88,112,122,132 Lakeside Ave Motorcycle Week Vendor Spaces (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. The public hearing opened at 12:11 pm With no one to speak for or against the application the public hearing closed at 12:11 pm. 7.7. PL2019-0009MC 88,112,122,132 Lakeside Ave Motorcycle Week Vendor Spaces (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. Dunleavy made a motion to approve the application with the same conditions as last year. C. Roffo seconded the motion. All in favor. 7.8. PL2019-0010MC 21 Weeks St Motorcycle Week Vendor Space & Temporary Parking (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. The public hearing opened at 12:13 pm With no one to speak for or against the application the public hearing closed at 12:13 pm. K. Dunleavy made a motion to approve the application with the same conditions as last year. C. Roffo seconded the motion. All in favor. 7.9. PL2019-0011MC 240/260 Lakeside Ave Motorcycle Week Vendor Spaces (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. The public hearing opened at 12:14 pm With no one to speak for or against the application the public hearing closed at 12:14 pm. K. Dunleavy made a motion to approve the application with the same conditions as last year. C. Roffo seconded the motion. All in favor. 7.10. PL2019-0012MC 1089 Weirs Blvd Motorcycle Week Temporary Parking (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. The public hearing opened at 12:15 pm With no one to speak for or against the application the public hearing closed at 12:15 pm. S. Greenwood made a motion to approve the application with the same conditions as last year. K. Dunleavy seconded the motion. All in favor. 7.11. PL2019-0013MC 1065 Watson Rd Motorcycle Week Vendor Spaces (PDF) R. Mora reviewed the application and stated it was the same submittal as last year with no changes. The public hearing opened at 12:16 pm C. St. Clair stated that he is thrilled to see activity there (at that location). A.Yeaton, representing Boot Hill, addressed the committee. He noted that they have spaces for 20-25 vendor 10’x20’ spaces (6-8 have already signed up); they will still have free bike parking; they are proposing a 20’x40’ tent area, it is a contained alcohol area, there will be no alcohol in the parking lot; they will have port-o-potties and the bathrooms available. The public hearing closed at 12:21 pm. R. Mora informed the applicant’s representative that they would need to either amend the application to add a beer tent or apply to the State of NH for a liquor license extension (to allow beer outside of the building). C. Roffo noted that the building will need a place of assembly inspection as the restaurant has not been open in several years. He also requested that they coordinate the bikes in/out with the parking across The public hearing closed at 12:21 pm. R. Mora informed the applicant’s representative that they would need to either amend the application to add a beer tent or apply to the State of NH for a liquor license extension (to allow beer outside of the building). C. Roffo noted that the building will need a place of assembly inspection as the restaurant has not been open in several years. He also requested that they coordinate the bikes in/out with the parking across the way, they tend to get backed up at the lights. R. Mora asked if there is going to be onsite security. A. Yeaton stated that there is security. R. Mora also noted that there is no Certificate of Occupancy on file for the businessand that this needs to be done. S. Greenwood informed A. Yeaton about the required Entertainment License; and if they are going to be using loudspeaker they would need a permit for it as well. K. Dunleavy made a motion to approve the application with the past conditions and to include the conditions that a C/O be obtained and on file; all applicable licenses are obtained (entertainment/loudspeaker) and that they coordinate the entrance/exit of patrons with the neighboring lot to help reduce congestion at the traffic light. C. Roffo seconded the motion. All in favor. 8. OTHER BUSINESS None. 9. ADJOURNMENT C. Roffo made a motion to adjourn the meeting at 12:28 PM S. Greenwood seconded the motion. All in favor.
