City of Laconia Special Events Technical Review Committee THURSDAY, January 2, 2020 - 12:00 PM City Hall in the Armand A. Bolduc Council Chamber 1/2/2020 - Minutes 1. CALL TO ORDER Meeting was called to order at 12:20 pm by R. Mora 2. ROLL CALL Members present: Capt. Michael Finogle, Laconia Police Department; Amy Lovisek, Parks & Recreation; Capt. Al Graton, Laconia Police Department; Krista Larsen, DPW. Members Absent: Ben Crawford, Water Department; Deputy Chief Roffo, Laconia Fire Department; Capt. Chief Kirk Beattie, Laconia Fire Department; Hilary Young, Licensing Department 3. RECORDING SECRETARY K. Santoro 4. STAFF IN ATTENDANCE Rob Mora, Assistant Planner 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 5.1. November 6, 2019 Special Events Technical Review Committee Minutes (PDF) The Committee reviewed the minutes from the November 6, 2019; Special Events Technical Review Committee meetings and they were accepted as presented. 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7.1. PL2019-0148SE Wake The Lake Block Party (PDF) The Committee briefly reviewed the application for the Wake the Lake Block Party. Applicant Charlie St. Clair informed the committee that the only change is that the public who attend the block party must be 21 years old or older, they did wrist bands (for alcohol) last year but opted this year to go with over 21 only. A. Graton, noted that if the numbers of attendees increases that police details may need to be adjusted on an “as needed” basis. It was also noted that the separate entrance and exit worked well at the Biketemberfest event and suggested that it be utilized at Wake the Lake. R. Mora opened the public hearing for application PL2019-0148SE Wake The Lake Block Party at 12:26 pm With no one to speak for or against the application the public hearing closed at 12:26 pm adjusted on an “as needed” basis. It was also noted that the separate entrance and exit worked well at the Biketemberfest event and suggested that it be utilized at Wake the Lake. R. Mora opened the public hearing for application PL2019-0148SE Wake The Lake Block Party at 12:26 pm With no one to speak for or against the application the public hearing closed at 12:26 pm A. Lovisek made a motion to approve Application PL2019-0148SE Wake The Lake Block Party with the same conditions as last year and to include the condition that separate entrance and exits be used. K. Larsen seconded the motion. All in favor. 7.2. PL2019-0149SE Tower Hill Climb (PDF) The Committee briefly reviewed the application. It was noted that there is a new business that is expected to open in the spring on Doe Ave, Charlie St. Clair will reach out to them prior to the event. He requested that the hours be changed to reflect 10:30 am to 2:00 pm R. Mora opened the public hearing for application PL2019-0149SE Tower Hill Climb at 12:33 pm With no one to speak for or against the application the public hearing closed at 12:33 pm A. Graton made a motion to approve application PL2019-0149SE Tower Hill Climb with the same conditions as last year and to reflect the hours of 10:30am-2:00 pm. A. Lovisek seconded the motion. All in favor. 7.3. PL2019-0150SE Opechee Motorcycle Show (PDF) A. Lovisek noted that they will have to use the dirt road for access to the point, they will no longer be able to use the grass area. She also noted that they have a pending application to Parks and Recreation for the event. R. Mora opened the public hearing for application PL2019-0150SE Opechee Motorcycle Show at 12:35 pm With no one to speak for or against the application the public hearing closed at 12:35 pm A. Lovisek made a motion to approve application PL2019-0150SE Opechee Motorcycle Show with the same conditions as last year. K. Larsen seconded the motion. All in favor. 8. OTHER BUSINESS 8.1. Post Event Review (PDF) Review of Weirs Beach Blues Festival and Biketemberfest The Committee postponed the review until February so that more committee members may attend. C. St. Clair noted that he has had conversations with the Police Department and Parks and Recreation after the events. Some upcoming events were noted: June 6th – Musicfest September 12th-13th - Biketemberfest September 19th – Blues Fest October 9th – 11th – Block Party 9. ADJOURNMENT At 12:42 PM A. Graton made a motion to adjourn the meeting. A. Lovisek seconded the motion. All in favor.
