City of Laconia Special Events Technical Review Committee Wednesday, May 3rd , 2023 - 12:00 PM City Hall in the Armand A. Bolduc City Council Chamber 5/3/2023 - Minutes 1. CALL TO ORDER Sheena Duncan Called the meeting to order at 12:06 2. ROLL CALL Sheena Duncan Did the roll call in attendance. Nick Schwarz Water Dept. Mike Finogle Police Dept. Hilary Young Licensing. Sheena Duncan Conservation. Nate Gaurette Dept. Of public works . Scott Pelchat Zoning technician. Tim Joubert Fire Dept. Amy Lovisek Parks and Rec. 3. RECORDING SECRETARY Scott Pelchat 4. Of public works . Scott Pelchat Zoning technician. Tim Joubert Fire Dept. Amy Lovisek Parks and Rec. 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS Minutes were accepted unanimously. 5.1. Special Events Review Meeting 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7.1. Special Events Review Committee Meeting PL2023-0040MC - 36 Endicott St. E. – 36 Endicott St. -Parking for 100. 6/10-6/18. Applicant stated event would be the same as prior year. Sheena Duncan updated the contact number. It was open for public discussion at 12:07 and closed to the public at 12:08. The Water Dept. requested the 5 backflow devices be tested prior to the event. Amy Lovisek made a motion to grant approval and it was seconded by Mike Finogle. And the decision was unanimous. 8. Special Events Review Committee Meeting PL2023-0040MC - 36 Endicott St. E. – 36 Endicott St. -Parking for 100. 6/10-6/18. Applicant stated event would be the same as prior year. Sheena Duncan updated the contact number. It was open for public discussion at 12:07 and closed to the public at 12:08. The Water Dept. requested the 5 backflow devices be tested prior to the event. Amy Lovisek made a motion to grant approval and it was seconded by Mike Finogle. And the decision was unanimous. 8. Special Events Review Committee Meeting PL2023-0042SE - 25 Beacon St. – Belknap Mill Art Walk-20 vendors and tents. 5/20/23. Sheena Duncan asked if the applicant was here to speak about the application. It was then opened to the public at 12:10 and closed to the public at 12:10. The water dept. had no issues. Police had no issues. Parks and Rec. had no issues. Nick Schwarz motioned to approve Amy Lovisek seconded the motion and it was approved unanimously. 9. Special Events Review Committee Meeting PL2023-0050MC - Tower St. – Tower St. hill climb/ with loudspeaker. 6/13/23. Charlie St Clair Spoke about the application same as prior years will take place on 6/13 from 10:30AM to 1:30PM also will have parking for 15 and will have antique cars on site. Scott will find out about TTO’s for tower St. Opened to public at 12:12PM and closed to public at 12:12PM Water Dept. had no issues Amy Lovisek motioned to approve the application and it was seconded by Mike Finogle and approved unanimously. 10. Special Events Review Committee Meeting PL2023-0051MC - 51 Endicott St. East-parking for motorcycles and cars. Water and restrooms. 6/10- 6/18. Applicant spoke on event would be like prior years adding the sale of bottled water. Open to public 12:14PM closed to public at 12:14PM. The Water Dept. stated that a backflow device needed repair and approval of the application is contingent on this being repaired. As well a trash remediation plan would need to be submitted prior to the issuing of approval. Nick Schwarz motioned to approve under the condition of the back flows be repaired as well as a trash remediation plan be submitted prior to issuance. It was seconded by Mike Finogle and passed unanimously. 11. Special Events Review Committee Meeting PL2023-0052MC - 76 Endicott St.- Parking and vendors. 6/10-6/18. The applicant spoke about application for the drive-in theater Water Dept stated a backflow device would need to be tested. Mr. Baldi asked if unused vendor space can be used for parking. Mike Finogle asked about beer tents on site. Amy asked about vendors at the top of the lot, Concern of vendor spaces. Open to public at 12:26 closed to public at 12:26. The Police dept and DPW. Asked for the layout crosswalk. Scott asked Charlie if the crosswalk would be closer to the bridge. And it was stated yes. Mike Finogle said the police would not be monitoring entrances. Open to Public At 12:32 Alicia Turner spoke on behalf of the sidewalk change as a safe proposal. Closed to the public at 12:34 Nick motioned to approve the application and it was seconded by Amy Lovisek and was unanimous. 12. Special Events Review Committee Meeting PL2023-0054MC - 1072 Watson Rd. -11 vendors food drinks and music. 6/9-6/18. Alicia Turner spoke on behalf of the application redoing event with modifications Fire Dept had no issues Police had no issues will have egress locations marked and met prior to event. Mike Finogle said he will have staff stipulation on security and timelines for events. Open to the public at 12:45 Close to public at 12:45. Hilary young made a motion to approve the application, and this was seconded by Mike Finogle, and it was unanimous. 13. Special Events Review Committee Meeting PL2023-0055MC - 2075 Parade Rd.-destination Laconia, vendors parking. 6/10-6/18. Leslie Judice spoke on behalf of the application stating this event space would allow for vendors of a more artistic approach to Motorcycle week. Hilary asked for a list of vendors. Sheena opened to the public at 12:58 and closed to the public at 12:58. Sheena asked rain planning for an event and they have one in place. Nate Guerette motioned to approve the application. Amy Lovisek seconded the motion, and it was approved unanimously. 14. Special Events Review Committee Meeting spoke on behalf of the application stating this event space would allow for vendors of a more artistic approach to Motorcycle week. Hilary asked for a list of vendors. Sheena opened to the public at 12:58 and closed to the public at 12:58. Sheena asked rain planning for an event and they have one in place. Nate Guerette motioned to approve the application. Amy Lovisek seconded the motion, and it was approved unanimously. 14. Special Events Review Committee Meeting PL2023-0056MC - 45 Endicott St. N -Parking and vendors. 6/9-6/18. Larry Chesley Spoke about the application Hilary Young asked for a vendor list by June 1 st Water stated Backflow test needs to be done prior to the event. Sheena Duncan opened it to the public at 1:03 Charlie ST. Clair stated that in years past rain has created washout in this area. Charlie also asked about certain lighting on this lot Larry stated light towers would be set up for this purpose. Closed to the public at 1:07 Nate Guerette motioned to approve the application Amy Lovisek seconded the motion and it was unanimous. 15. Special Events Review Committee Meeting PL2023-0057MC - 70Endicott St. N. -Parking and vendors and beer tent.6/9-6/18. Larry stated the same as in prior years. Mike Finogle advised Larry of the erection of the fence be done by June 2 nd to allow for the inspection of the fence. Sheena Duncan mentioned prior year inspection was met with a hard time by the fence guy. Nate stated this needs to be done and that a mark out for the installation should be done Open to public at 1:12 closed to public at 1:12 Sheena Duncan asked about the fog language for the Notice of action and Larry stated there is a grease dump box on site. Water advised of backflows to be tested. Nate Guerette motioned to approve the application with the condition of the fence being up and satisfactory by June 2 nd and it was seconded by Mike Finogle, and it was unanimous. 16. OTHER BUSINESS 17. ADJOURNMENT Hilary young motioned to adjourn the meeting at 1:20PM and it was seconded by Nate Gaurette and it was unanimous.
