CALL TO ORDER Scott Pelchat Called the meeting to order at 12:00PM 2. ROLL CALL In attendance Nick Schwarz, Nate Guerette, Mike Finogle, Scott Pelchat, Hilary Young, Tim Joubert, and Amy Lovisek. 3. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. Special Events Review Committee Meeting PL2023-0059SE – Rev, White & Brew Cruise Night. 6/30/2023 6PM to 8PM 609 Main St. parking on Canal St. municipal parking as well. Kristen from Defiant spoke on behalf of the application and stated it would be the same as the previous year’s event with minimal to no change. It was opened to public discussion at12:03 and closed to the public at 12:03. Hilary young motioned to approve the event and it was seconded by Mike Finogle. And it was unanimously approved. 9. Special Events Review Committee Meeting PL2023-0060SE – Tractors on Main St. 8/12/2023 8AM to 4PM parking in municipal lots and closure of Canal St. Warren spoke on behalf of the application stating there would be classic tractors on Pleasant St. Main St. and Canal St. the event would run from 8 AM to 4 PM and will not affect the event at the colonial theatre. Opened to public discussion at 12:05 PM and closed to the public at  9. Special Events Review Committee Meeting PL2023-0070MC – 76 Lakeside Ave. one vendor from 6/9/2023 to 6/18/2023 one 40x70 tent. 9AM to 11PM. This property currently has no structure on site as the old building has been removed. There is now a single tent on this lot to be used for vendors during this upcoming event. Open to public comment at 12:08 and closed at 12:08 Mike Finogle motioned to approve the application and it was seconded by Nick Schwarz. And it was unanimously granted. 11. Special Events Review Committee Meeting PL2023-0072MC – 1084 Union Ave. one vendor from 6/9/2023 to 6/18/2023 one 20x40 tent. Daytime sales. Jerry spoke on behalf of the application and stated that this would be for daytime sales of motorcycle week t-shirts at the Ace Hardware location and mentioned the original trademark for bike week came from him. Nate Guerette motioned to approve the application and it was seconded By Amy Lovisek. And passed unanimously. 12. Special Events Review Committee Meeting PL2023-0073MC – 1065 Watson Rd. Parking plus one vendor 6/10/2023 to 6/18/2023 40 parking spots 1 10x20 tent. Applicant is seeking parking for up to 50 spots and to have one vendor and 1 tent. Mike Finogle added there was to be no tailgating through the event. Opened to the public at 12:14 closed to public at 12:15 Amy motioned to grant the approval and it was seconded by Nick Schwarz. And passed unanimously. 13. Special Events Review Committee Meeting PL2023-0074MC – 259 Endicott St. parking for 75, 3 to 4 vendors live music 6/10 to 6/18 2023 1pm to 11pm. Daryl Dawson spoke on behalf of the application and stated that the event would be for the majority of motorcycle week and the live music portion would be for the certain days only Daryl also discussed parking and if they need to allow parking for all or for patrons only. Spectrum lighting spoke on behalf of the entertainment side and expressed the need to file with the state within 10 days of the event. Also, Mike Finogle mentioned there was to be no tailgating in the parking areas throughout the event. Opened to the public at 12:24 and closed at 12:25 PM Nick Schwarz motioned to grant approval and it was seconded by Amy Lovisek. And passed unanimously. 14. Special Events Review Committee Meeting PL2023-0077SE – Canal St. Block Party 8/19/2023 from 5PM to 9PM vendors DJ and food trucks. This application was tabled for more information on the event and will be reheard at the July 5 Special Events Meeting. And the motion to table was unanimous. 15. Special Events Review Committee Meeting PL2023-0078MC – 5 Hilliard Rd. Parking for 50 6/9/2023 to 6/19/2023. Robin Bishop spoke on this application stating that in the past they have had parking on this site and will be doing this again this year from 6/9/2023 to 6/19/2023. Mike Finogle again added that there is to be no tailgating at parking areas. Also, Nick Schwarz requested a backflow test be done. Nick motioned to grant approval and it was seconded by Nate Guerette and passed unanimously. 16. Special Events Review Committee Meeting  this year from 6/9/2023 to 6/19/2023. This is a reoccurring event and will be set with the same NOA guidelines as in prior years. The water dept asked for a future repair of the water meter connection to the existing water line. Opened to the public at 12:40Pm and closed at 12:40PM Mike Finogle motioned to approve, and it was seconded by Amy Lovisek and passed unanimously. 17. OTHER BUSINESS 18.
