City of Laconia Special Events Technical Review Committee Wednesday, July 5, 2023 - 12:00 PM City Hall in the Armand A. Bolduc City Council Chamber 7/5/2023 - Minutes 1. CALL TO ORDER The meeting was called to order at 12:10 PM 2. ROLL CALL Scott Pelchat did the roll call in attendance Amy lovisek, officer Noyes, Scott Pelchat , Hilary Young, Louis Lotrell, and Nick Schwarz 3. RECORDING SECRETARY Scott Pelchat 4. STAFF IN ATTENDANCE 5. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS The minutes were accepted unanimously 5.1. Special Events Review Committee Meeting PL2023-0077SE Vintage Vinyl Block Party. This application was unanimously tabled to the August Meeting to allow for more information on the event. 6. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 6.1. Special Events Review Committee Meeting Motor Cycle week summary. 7. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 8. OTHER BUSINESS 8.1. Special Events Review Committee Meeting Motor Cycle week summary. The Committee as well as Charlie St Clair and Jennifer Anderson discussed the 2023 Motorcycle week event. Scott informed the group of a complaint received on July 5th 8. OTHER BUSINESS 8.1. Special Events Review Committee Meeting Motor Cycle week summary. The Committee as well as Charlie St Clair and Jennifer Anderson discussed the 2023 Motorcycle week event. Scott informed the group of a complaint received on July 5th regarding Centenary Ave. and also Scenic Rd. where the issue is traffic and motorcycles using higher than allowed rates of speed and the danger this causes to the public and foot traffic. In the discussion talks of different routes were had and ultimately found that the current traffic set ups for Motorcycle week are working and any change could bottle neck alternate routes leading to heavy traffic congestion. Officer Noyes talked about certain traffic areas where burnouts, wheelies, and etc. .etc. are taking place Such as the intersections of Roller Coaster Rd and Endicott St. Also the stretch before the traffic circle as policing these actions are difficult. Amy made the point as well that pole lighting is needed on Watson Rd at the point pedestrians cross over to the High Octane property and this will be a must for next years event. Louis from Fire discussed the agreement between Winni marina and the drive in allowing the access to the gated area and was found that the Marina employees parked there blocking the access. Louis also spoke about the Tattoo aspect of Motorcycle Week Louis stated that the state does not do inspections for the tattooists and that the health officer had to do it this year. Hilary Young spoke regarding licensing. Hilary stated that one vendor at the drive in was shut down also she mentioned one vendor left one property and re-established themselves at the drive-in. Hilary also stated that two vendors on opposite sides of the street were arguing back and forth over fee hiking. 9. ADJOURNMENT the Meeting was adjourned unanimously at1:00PM
