City of Laconia Special Events Technical Review Committee Wednesday, May 1st, 2024 - 12:00 PM City Hall in the Armand A. Bolduc City Council Chamber T 5/1/2024 - Minutes 1. CALL TO ORDER F Tyler Carmichael called the meeting to order at 12:10 PM 2. ROLL CALL A Scott Pelchat gave roll call in attendance Hilary Young, Donna Clairmont, Captain Mike Finogle, Scott Pelchat, Tyler Carmichael, Tim Joubert, Nick Schwarz, And Amy Lovisek. 3. RECORDING SECRETARY Scott Pelchat Recording Secretary R 4. STAFF IN ATTENDANCE Captain Mike Finogle, Chief Tim Joubert, Amy Lovisek, Nick Schwarz, Tyler Carmichael, Scott Pelchat, Donna Clairmont and Hilary Young. D 5. Minutes Prior Meeting The minutes were accepted as written. 6. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS 7. CONTINUED PUBLIC HEARINGS, CONSIDERATION AND POSSIBLE VOTE Note: The Purpose Of This Agenda Section Is For The Board To Continue The Public Hearing For The Applicant And The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 8. PUBLIC HEARINGS, POSSIBLE CONSIDERATION AND VOTE Note: The Purpose Of This Agenda Section Is For The Board To Have A Presentation From The Applicant And Open A Public Hearing For The Public To Provide Input. The Board May Also Deliberate The Application, Decide And Conduct A Final Vote At This Time. 9. PL2024-0011SE; 264-290 Lakeside Ave; Biketember Fest: Biketember fest Was untabled for further discussion , The applicant was not in attendance to speak on behalf of the application. The committee voted to table the application for future discussion with Mr Santigate the applicant regarding the use of the newly acquired Fancy Building that sits between the two buildings that were used last year. The Motion to table was unanimous. 10. PL2024-0012SE; 264-290 Lakeside Ave; Wake The Lake: The motion to un table the application for review was made and further review from the committee was done. The Committee decided that due to the timeline for the event that it should be conditionally approved with behalf of the application. The committee voted to table the application for future discussion with Mr Santigate the applicant regarding the use of the newly acquired Fancy Building that sits between the two buildings that were used last year. The Motion to table was unanimous. 10. PL2024-0012SE; 264-290 Lakeside Ave; Wake The Lake: The motion to un table the application for review was made and further review from the committee was done. The Committee decided that due to the timeline for the event that it should be conditionally approved with the following conditions Anthony Santigate will contact the fire department and police department prior to the event to allow for both departments to receive and understand the proposal set forth by the applicant for the use of the additional building and will comply with the departments criteria that they set forth prior to the event. this motion was made by Mike and was seconded by Tim and was conditionally approved unanimously. 11. PL2024-0024SE; 45 Beacon St E: T Tyler motioned to un table the application to allow for the Multicultural festival application to be heard. This was seconded by Amy. F David Stamps spoke regarding the application as well as Tammy McGonagle. The event was defined as the same as years past will have stages, a parade, and closures of Canal St and Beacon St, and Main St parking lot. There will be vendors and music along the river no alcohol vendors will be at the event. Amy motioned to approve the application and it was seconded by Nick and passed unanimously. A 12. PL2024-0027MC; 54 Lakeside Ave: Tyler sought a motion to accept application PL2024-0027MC the motion was made by Amy and seconded by Nick. The applicant was not there to speak on behalf of the application. The committee spoke regarding the application and it was found to be a returning application from prior years. The departments had no issues regarding the approval of the application and it was motioned by Amy and was seconded by Nick R and approved unanimously. 13. PL2024-0038 MC; 1192/1198 Weirs Blvd: The application was accepted by Nick and seconded by Amy the applicant was not able to attend the D meeting and did not speak on behalf of the application. The event was a returning event with no changes and was motioned by Tim for an approval and it was seconded by Nick and was Approved unanimously. 14. PL2024-0039SE; 609 Main St; History Happened Here: Tara Shore spoke regarding the event History Happened here at the Colonial Theatre. This event will take place from 10:30AM to 2:30PM with allowances for set up and breakdown. The event will consist of a trolley tour, a walking tour and a rail bike tour. Tara spoke regarding the finish of her event which abuts the beginning of the Canal st Block Party. Nick Motioned to approve the application and it was seconded by Amy and was approved unanimously. 15. PL2024-0044MC; 2 Hayes Rd; Stonewall Corners: The Application was accepted by Nick and was seconded by Mike. The applicant was not present to speak regarding the application. The Committee spoke regarding the event and that it would remain unchanged from last years event. The committee agreed to approve this application and the motion was made by Nick and it was seconded by Amy and Passed unanimously. 16. PL2024-0045 MC; 2075 Parade Road Destination Laconia: Tyler sought a motion to accept Application ZO2024-0045MC The motion was made by Nick and seconded by Amy. Leslie Judice spoke regarding the application to allow for Vendors on site from June 8th to June 16th at 2075 Parade Road Between 9AM and Sunset. Licensing asked for a vendor list to be submitted by the 31st of May. No other comments were made. Tyler sought a motion to accept Application ZO2024-0045MC The motion was made by Nick and seconded by Amy. Leslie Judice spoke regarding the application to allow for Vendors on site from June 8th to June 16th at 2075 Parade Road Between 9AM and Sunset. Licensing asked for a vendor list to be submitted by the 31st of May. No other comments were made. Mike motioned to approve the application and this was seconded by Nick and was passed unanimously. 17. PL2024-0046MC; 45 Endicott St N: Larry Chesley spoke regarding the application for the allowance of Parking and Vendors on site from June 8th to June 16th this again is a returning event and has been the same in past years. A motion to approve was made by Mike and was seconded by Amy and was approved unanimously. T 18. PL2024-0047MC; 70 Endicott St N: Larry Chesley spoke regarding the application for the allowance of Parking and vendors on this site from June 8th to June 16th 2024. F The Committee emphasized that a chain link fence be installed along the property line abutting the road edge for Endicott St N as they have done in the past years to allow for the safety of the event goers on that property and to mitigate foot traffic along the road edge which will not be allowed. Banners may be used to allow for screening on the inside of the fence. Licensing mentioned that a vendors list be submitted to A licensing by May 31St 2024. A motion to approve was made by Mike with the condition that the fence be ready for inspection a week prior to the event 5/31/2024. this was seconded by Amy and was passed unanimously. 19. PL2024-0048 SE; Rev White & Brew: R Nick motioned to accept the application and it was seconded by Amy. Kristen Bastille spoke regarding the Application for the event Rev White And Brew car show to be held on Friday June 14th with the Defiant establishment hosting the event that will allow for antique car night on Main St, Canal St, And Main St municipal parking. Parks , Water, And fire, had no issues Police advised regarding the liquor license extension. The committee advised that the abutting businesses be notified. Licensing advised of the necessary licensing event license. Amy motioned to approve the application this was seconded by Nick D and was approved unanimously. 20. PL2024-0049 SE; Canal St Block Party: Nick motioned to accept the application and it was seconded by Mike Finogle. Dan from the Vintage Vinyl spoke regarding the event stating it would be the same as the prior years event, with the exception of the Liquor License which will be tendered by Defiant for the allowance of Alcohol at the Block Party. Dan spoke regarding the potential vendors and or items that will be part of the event. The events will be held across four separate dates 5/11 , 6/8 , 7/13 , 8/10. Dan mentioned Larry Frates , as well as a kids tent, also mentioning the Powerhouse theater that will be at the colonial. Dan spoke regarding the closure of Canal St. and he hopes that cars will not be an issue during closure as they were last year stating they had to find the owners of parked cars on canal while trying to close it off. The committee advised Dan reach out to the abutting businesses on canal st to advise of the event and any timelines for it. A motion was made by Mike to approve the application and it was seconded by Amy and was passed unanimously. 21. OTHER BUSINESS 22. ADJOURNMENT The meeting was adjourned at 12:30 PM 22.
