I. Call to order
Chair Paul Moynihan called the meeting to order at 2:02 pm and introduced the committee.
Present: Bill Clary, Police; Paul Moynihan, Public Works; Jon Duhamel, Assessing, Cliff Jones, Code
Enforcement
Absent: Seth Nuttelman, Water; Charlie Roffo, Fire; Shanna Saunders, Planning
Chair Moynihan stated that there were four (4) members present and a quorum was established.

Chair Moynihan re-opened the public hearing at 2:04 pm.

Lakes Region Community College
Proposal to construct a natural gas line between Provencal Road and LRCC
Applicant: Sean Donohue of VHB representing Liberty Utilities spoke. Ian Crabtree with Liberty
Utilities was present for questions. S. Donohue stated the proposal is to install 1450 ft plastic line
to connect Lakes Region Community College and Provencal. The line will run along the sewer
woods road and over the easement. They will be using a horizontal directional drill to avoid the
wetland buffer to bore the hole with a one to four inch plastic pipe. There will be a valve at the
road and one at the college property line. Delivery will be by truck and the unit will be under the
ground surrounded by a fence. The first 500 linear ft will be bored, then 350 ft will be open pipe
trench and the last 600 feet bored to the end of parking lot at LRCC.
Cliff asked if there were plans in place for any issue that would arise and S. Donohue said that
Henniker HDD is the company doing the work and they have a Frack-Out plan and the work will
be monitored closely. B. Clary asked about fuelling on site and was told yes by a truck. Only for

the cold peak days or hours in subzero temps. There is currently no gas on the college site. Liberty
Utilities will meet with the fire chief and give basic training of the LNG. This will not be a storage
site; the truck shows up in subzero weather and then leaves. Similar to a radiator. The Fire Dept
will be involved in setup. This application went before the ConCom Oct 7.

Chair Moynihan noted that the abutter, at the corner wanted to connect to the sewer system and
thought it be a good idea to have all that done at once. I. Crabtree noted the pipe will not cause
disturbance. Construction is planned for this fall. Chair Moynihan noted a restoration security is
required and suggested $5,000.00 until completed in spring. He left it up to the Planning office as
to the type of monies taken (bond, letter of credit or cash).
Chair Moynihan closed the public hearing at 2:24 pm.
B. Clary made the motion to approve the application with the stipulation of a $5,000.00 site
restoration security and the permit process with the Fire Dept. J. Duhamel seconded the motion.
The motion passed unanimously 4-0.

Adoption of minutes from September 30, 2015
Chair Moynihan stated that there had been no corrections to the minutes of September 30, which
were distributed on Oct 2. J. Duhamel made the motion to accept the minutes as distributed. B.
Clary seconded the motion. The motion passed unanimously 4-0.
VI. Adjournment
J. Duhamel made the motion to adjourn. B. Clary seconded the motion. The motion passed
unanimously 4-0.
