I. Call to order
Chair Paul Moynihan called the meeting to order at 2:11 pm and introduced the committee.
Present: Paul Moynihan, Public Works; Jon Duhamel, Assessing, Cliff Jones, Code Enforcement;
Shanna Saunders, Planning
Absent: Seth Nuttelman, Water; Charlie Roffo, Fire; Bill Clary, Police
Chair Moynihan stated that there were four (4) members present and a quorum was established.

III. Public Hearing
Chair Moynihan opened the public hearing at 2:12 pm.

Boys & Girls Club of the Lakes Region
Proposal to construct a new handicap entrance, and elevator
Applicant: Steve Smith and Peter Stewart representing the Boys and Girls Club of the Lakes Region,
were present. S. Smith spoke on behalf of the applicant. The proposal is for a minor expansion in the
rear of the building. The expansion is to provide handicap accessibility into the building. Some green
space will be added on the side of walkway entrance and drip lines will be added then tied into the
catch basin. The required amount of parking will be maintained. Access points will remain the same.
S. Saunders asked what was going on with the administrative building and P. Stewart stated the Boys
and Girls Club is run out of Concord so the office is not being used and they would like to get it rented.
S. Saunders reminded that a change would require administrative application. She would love to see
sidewalks along Tremont Street. P. Stewart said the applicant would like sidewalks as well, but this is
phase one of the lot development and the internal parking area and sidewalk are for the future. The

existing shed is currently in a setback and would need to be moved out of the setback if torn down.
Erosion control needs to be in place before, during and after construction, until stabilized.

S. Saunders read the Fire Dept memo dated October 26, 2015: All required means of egress will remain
available or be replaced during construction. P. Stewart said the entrance in the café will be used as
an alternate entrance. S. Smith stated the existing conditions plan shows the construction entrances.
Chair Moynihan closed the public hearing at 2:20 pm.
S. Saunders made the motion to approve the application as submitted with the Fire Dept conditions
and erosion controls must be continuously maintained during construction and until the lot is stabilized
after construction is complete that erosion control be in place. C. Jones seconded the motion. The
motion passed unanimously 4-0.

V. Minutes
Adoption of minutes from October 28, 2015
Chair Moynihan stated that there had been no corrections to the minutes of October 28, which were
distributed on October 30. J. Duhamel made the motion to accept the minutes as distributed. S.
Saunders seconded the motion. The motion passed unanimously 4-0.
VI. Adjournment
J. Duhamel made the motion to adjourn. C. Jones seconded the motion. The motion passed
unanimously 4-0.
The meeting adjourned at 2:23 pm.
