1. CALL TO ORDER
R. Mora called the meeting to order at 10:00am.
2. ROLL CALL
Ben Crawford- Water Dept, Joe Gray- Code Enforcement, Louis Loutrel- Fire Dept, Tyler Carmichael-
Planning Dept, Rob Mora- Planning Dept, Nate Guerette- DPW, and Tara Baker- Assessing

4. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS
5. REVIEW OF PLANNING BOARD APPLICATIONS
5.I. PL2022-0015SU AMD 1; 380-384 Endicott St E (165-72-13)
Craig Bailey and Jeff Hough were present and summarized the project. B. Crawford made a comment
that HDPE can be used in place of copper on the water service(s). L. Loutrel from the Fire Department
commented that One- and Two-Family Dwelling fall under the same section of NFPA 101: Life Safety
Code. No issues from Code, Planning and Assessing. N. Guerette asked about whatever he has on his
TRC comments.
5.II. PL2024-0052SP & PL2024-0053CUP; Eversource J125 Utility ROW
Conor Madison spoke about the Eversource J125 Utility ROW project. B. Crawford asked about
location due to a proposed waterline going through a portion of that easement. No issues from Code
Department. N. Guerette asked to be walked through the access roads. There was then discussion
about the site plans, the state of the access roads and the timeline of construction. N. Guerette and C.
Madison are going to be in communication regarding site plans and the impact of the access roads.
DPW comments may have more after the communication between the applicant and N. Guerette. T.
Baker commented to make sure that abutters are properly notified, other than that no issues from
Assessing. The Planning Department commented that as requested by the Conservation Commission,
please provide a copy of the Final Restoration Report to the Planning Department after completion of
the project.
5.III. PL2024-0055SP & PL2024-0056CUP; 11 Mechanic St (388-152-13)
Susan Turcotte was present and summarized the application. No comments or concerns from the
Water Dept. L. Loutrel from the Fire Department commented that the plans meet the requited fire
access road space of 20 ft. T. Baker asked if there were no structures being proposed, the applicant
responded no. Assessing had no issues; all abutters are listed. N. Guerette mentioned there wasn't
much change to the site, there was no concern from DPW. The Planning Department had the following
comments: Chapter 235, Table of Off-Street Parking Requirements of the City Code mandates that 1
spot must be provided per every 3,000 square feet for “Bulky Good, Outdoor” use. Two parking spaces

informed the applicant to keep these questions in mind for the Planning Board Meeting which were:

5.IV. PL2024-0063CUP; 700 Elm St; (309-41-4)
The applicant was not present. N. Guerette had questions about how far into the wetlands. The
Planning Department had comments stating that § 235-17 D (3) requires wetlands to be delineated by a
certified wetland scientist. The Conservation Commission questioned the accuracy of the current
delineation due to the lack of a certification from a wetland scientist on the current plans. Please have
a certified wetland scientist provide a plan of delineated wetlands to the Planning Department. No
issues and/or comments were presented from the other departments.
5.V. PL2024-0005SU, PL2024-0006CUP, PL2024-0036SP, PL2024-0037CUP; 711 Weirs Boulevard (210-
244-4); Weirs Beach Glamping
The applicant was not present. No further comments or concerns from departments. All comments and
concerns from previous TRC meeting still need to addressed. N. Guerette mentions concern about the
Conditions of Approval being missed with there being so many. R. Mora stated there is an equal
concern from the Planning Department. There was further discussion about how to address these
concerns going forward. N. Guerette brought attention to the drainage issues on Weirs Blvd and there
was further discussion about the issue.
6. MINOR SITE PLAN PUBLIC HEARINGS, CONSIDERATION, AND POSSIBLE VOTE
7. OTHER BUSINESS
B. Crawford had questions about Haynes Rd. R. Mora states that there is no Planning Board application,
but it did go to Zoning Board. There was further discussion about future Planning Board applications to
come in.
