City of Laconia Technical Review Committee City Hall – Armand A. Bolduc City Council Chamber Tuesday, August 20th, 2024 10:00 AM Draft Minutes 8/20/2024 - Minutes 1. CALL TO ORDER R. Mora called the meeting to order at 10:04 AM. 2. ROLL CALL In attendance Ben Crawford, Water Department, Tyler Carmichael Planning Dept, Rob Mora, Planning Dept, Nate Guerette from DPW. Not present was the Fire Dept, Code, and Assessing. 3. RECORDING SECRETARY Savanna Brunelle, Admin Assistant 4. ACCEPTANCE OF MINUTES FROM PREVIOUS MEETINGS Minutes were accepted as presented. 4.I. Draft Minutes 5. REVIEW OF CONTINUED PLANNING BOARD APPLICATIONS 5.I. PL2024-0083MSP; 468 Province Rd (485-147-2) Application PL2024-0083MSP; 468 Province Rd withdrew their application. 5.II. PB2025-001; Hayes Rd/Endicott St. N (126-280-5.1 & 126-181-5.2) Application PB2025-001; Hayes Rd/Endicott St. N asked to be continued to the following TRC meeting. 6. REVIEW OF NEW PLANNING BOARD APPLICATIONS 6.I. PB2025-004; 155 Lake St (283-23-4) The applicant for 155 Lake St did not attend. 6.II. PB2025-007; 92 Pine St (443-184-75) Tom LaBree was in attendance and summarized that he is proposing to change from a single-family to a multi-family use. B. Crawford from the Water Dept made the following comments: increasing units will incur Construction and Maintenance Assessment fees (CMA) for a multi-unit building. 2-6 units would fall under the 1” meter category, at a total additional fee of $857, If building has less than 4 units, it will no longer require a testable backflow device, a meter horn with double check valve can be used in place of a testable device, Laconia Water will need to inspect all plumbing work and reinstall the water meter once meter horn is installed, Meter and meter horn must be in a heated, accessible location and all Laconia Water specifications apply. N. Guerette from DPW made the following comments: the sewer a multi-family use. B. Guerette from DPW made the following comments: the sewer service needs to be cleaned, and CCTV inspected as well as a certified inspection report needs to be submitted to DPW, multiple permits need to be pulled including plumbing, sewer connection, excavation, and a driveway permit. Tom had questions about the sewer connecting to the City’s. The Fire Dept made the following comments: building plan review process will need to be completed, sprinkler system and fire alarm system is no longer required, Smoke/CO detectors are required, Knox Box recommended to prevent damage if emergency entrance is needed, and 1 hour separation between apartment units are required. Assessing had no issues. The Planning Dept will assess Impact Fees in the amount of $3,481.37 per new dwelling unit and it must be paid to the Planning Department prior to the issuance of each Certificate of Occupancy. This application is going forth to the September 3rd Planning Board meeting. 6.III. PB2025-008; 30 Winter St (426-246-44) Nick King and De were in attendance to summarize the application of proposing to convert the existing building into a three-unit multi-family building. B. Crawford from the Water Dept made the following comments: Water Dept has notes that state the service box does not shut off the water all the way, if that’s the case this service box/curb stop will need to be repaired or replaced, the building will require a meter horn on the water service, the meter and horn must be located in a heated, accessible location, and Laconia Water will need to inspect all water service work, Contact Water Dept for deposit amount and scheduling, due to increased units, additional Construction and Maintenance Assessment fees will apply, and all Laconia Water specifications apply. N. Guerette from DPW made the following comments: must provide a floor plan to all departments, sewer services need to be cleaned, and CCTV inspected with report given to DPW, the following permits needs to be pulled: plumbing, sewer connection, excavation, and driveway permit. The Fire Dept had the following comments: building plan review process will need to be completed, sprinkler system and fire alarm system is no longer required, Smoke/CO detectors are required, Knox Box recommended to prevent damage if emergency entrance is needed, and 1 hour separation between apartment units are required. Assessing had questions regarding how many bedrooms and bathrooms per unit? N. King responded both units will be 1 bedroom and 1-bathroom units. T. Carmichael from the Planning Dept had the following comments: Impact Fees in the amount of $3,481.37 per new dwelling unit must be paid to the Planning Department prior to the issuance of each Certificate of Occupancy, and that the project requires either a Wetlands/Wetlands Buffer CUP to pave a third parking space and construct two decks within the 75ft wetland buffer. This CUP must be presented to the Conservation Commission to receive comments and suggestions to mitigate impacts to Jewett Brook. An additional variance application is required for the reduction in green space or Pervious pavers to be used for the third parking space and all new decking. No Wetlands/Wetlands Buffer CUP or green space variance will be required. Plans must be updated to reflect this change. There was discussion about how to go forward with these new findings of fact. The applicant was going to take time and decide how to proceed. 6.IV. PB2025-009; 1160 & 1182 Union Ave (324-22-8 & 1) Sam Foisie was in attendance to summarize the merging of two lots and construct a 60-unit condo building. There was discussion about the height of the structure and the number of units being proposed. The applicants are requesting a conditional use permit for performance zoning. S. Foisie discussed that the owners are looking to add the deck to the Tbones building. N. Guerette asked about parking spots. B. Crawford from the Water Dept made the following comments: In regards to the service to the buildings adjacent to this property on the lake side, easement(s) will need to be formed and recorded at the Registry of Deeds, the disconnect of the existing 12-inch service, minimum of 3 day advance notice must be given due to shut downs, the existing adjacent buildings must have water for the duration of the project. If temporary water is needed, Laconia Water must approve the plan and source of temporary water, and all Laconia Water specifications apply. Night work will be done due to the size of the project. N. Guerette from DPW had the following comments: 3rd party inspection services will be required, all of the roadway utility connections have been completed, the entire curb to curb road surface be milled and inlayed from the South end of the project limit, to the North end of the project limit, excavation of the roadway will need to be done at night, submit a drainage calculation, change the pump station to cycle 18-24 times a day, change force main material to SDR11 HDPE, submittals of the HDPE force main transition fittings to be sent to DPW and the following permits will need to be pulled: plumbing, sewer connection, sewer system development, excavation, driveway, and the size of the project. N. Guerette from DPW had the following comments: 3rd party inspection services will be required, all of the roadway utility connections have been completed, the entire curb to curb road surface be milled and inlayed from the South end of the project limit, to the North end of the project limit, excavation of the roadway will need to be done at night, submit a drainage calculation, change the pump station to cycle 18-24 times a day, change force main material to SDR11 HDPE, submittals of the HDPE force main transition fittings to be sent to DPW and the following permits will need to be pulled: plumbing, sewer connection, sewer system development, excavation, driveway, and AOT is required on this project. The Fire Dept had the following comments: reiterated old comments from the prior TRC, hydrant in the island meets code, the sprinkler system plans will need to be reviewed and will have extra requirements due to ladder truck being unable to access some of the apartments, fire alarm system will be required, and Knox Box is also required. Assessing had the following comments: Please complete a voluntary lot merger application. If a mortgage exists on either lot, a letter of authorization to merge from the mortgage holder(s) will need to be provided, building #1 will also be condominium ownership because it will be inclusive of the same lot and will building #1 become one or two commercial condominium units? Assessing is asking for the proposed condo declaration. T. Carmichael from the Planning Dept had the following comments: Impact Fees in the amount of $3,481.37 per new dwelling unit must be paid to the Planning Department prior to the issuance of each Certificate of Occupancy, Erosion controls must be in place and inspected and approved by the Planning Department. The Planning Department will perform regular inspections to ensure erosion controls are installed and maintained correctly, and A representative for the development is required to attend a meeting of the Conservation Commission, present the development plan, and receive comments and suggestions to mitigate impact to the wetland. There was further discussion about the exit and entrances of the property and how to mitigate the traffic. R. Mora discussed sidewalks and if they weren’t proposing to put them in, they would need to submit a sidewalk waiver. The committee agreed that going back to another TRC meeting would be most beneficial. B. Crawford and S. Foisie will be in contact regarding adjacent neighbors. 7. MINOR SITE PLAN PUBLIC HEARINGS, CONSIDERATION, AND POSSIBLE VOTE 8. OTHER BUSINESS There was discussion about on street parking and number of parking spots. 9.
