LACONIA WATER DEPARTMENT
BOARD OF COMMISSIONERS
JANUARY 14, 2016
Chairman Joseph Driscoll called the regular meeting of the Laconia Water Department Board of Commissioners to order at
8:00 a.m. on Thursday January 14, 2016 in the conference room at the Water Treatment Facility. Present were
Commissioners Joseph Driscoll, Greg Page, and Dennis Bothamley; Ex-Officio members Councilman Armand Bolduc and
Public Works Director Paul Moynihan, Superintendent Seth Nuttelman and clerk Cheryl Hounsell.
A motion was made by, Greg Page, seconded by Armand Bolduc to accept the minutes of December 24, 2015. The vote
was unanimous.
A motion was made by Dennis Bothamley, seconded by Armand Bolduc to approve the accounts payables and the financial
statement dated January 13, 2016. The vote was unanimous.
OLD BUSINESS:
WATER RATE INCREASE-Seth stated that the public hearing went well. After the public hearing the Board voted to raise
the consumption water rate from $1.45 to $1.85 per hundred cubic feet (HCF). The new rate will be in effect for all water
bills issued on or after April 1, 2016.
HOLMAN STREET-Seth stated that he is still working on a final number for the project. We are tentatively planning to start
putting out the temporary lines April 1, 2016. Dennis questioned when the residents would be notified of the project. Seth
stated that we notify the residents about 1 week before we start installing temporary lines. Seth stated that the residents
actually receive two letters prior to construction – one explains about the temporary lines and the other goes over the time
line for the project.
LAKESIDE AVENUE- Seth stated that there have been articles concerning Lakeside Avenue in the paper recently. We
have a preliminary plan of the Lakeside Avenue project that Public Works created for us. Seth has been working with Drew
and Tom on the layout for what we are planning on doing. This project will be starting in fall 2016 with the roadwork being
done in the spring of 2017.
BUDGET 2016/2017-Seth stated that we will be distributing the proposed budget for 2016/2017 at the next Board meeting.
LANGLEY COVE-Seth stated that Langley Cove has come back to the forefront. He has attended a couple of Technical
Review Committee (TRC) meetings recently where Langley Cove has been discussed. This project is north of Evergreens
Condominiums. There will be about 300 units in this project when it is fully built out and the project will be done in phases.
Seth reviewed the proposed project with the members. Seth will meet with Attorney John Giere in the near future to revise
some of the language in the most recent agreement with Brady Sullivan for this project. Seth explained that there will be an
offsite improvement done in exchange for not requiring them to put in an elevated water tank. The improvement consists of
replacing 1900 feet of pipe on Weirs Blvd.
NEW BUSINESS:
SEPTEMBER FINANCIAL ANALYSIS-Seth reviewed the September financial analysis with the members. The residential
and commercial water billing are up 3.5% of $66,000, the municipal water billing is up 3.5% or $3,400. Total revenues are
up about 2.3% or $53,000 and the total income is up 2.6% or $64,000. Salaries are under about 3% or $28,000. The total
expenses are under by 5% or $150,000 and when you back out the contingency the net expenses are under by $141,000.
Income is over $64,000 so we are to the good by about $206,000 at the end of the first quarter.

No further business, a motion was made by Armand Bolduc, seconded by Dennis Bothamley, to adjourn the meeting at 9:12
a.m. The vote was unanimous.
