LACONIA WATER DEPARTMENT BOARD OF COMMISSIONERS DECEMBER 14, 2017 Chairman Gregory Page called the regular meeting of the Laconia Water Department Board of Commissioners to order at 8:00 a.m. on Thursday, December 14, 2017 in the conference room at the Water Treatment Facility. Present were Commissioners Gregory Page, Dennis Bothamley and Joseph Driscoll ; Ex-Officio members Councilman Armand Bolduc and Public Works Director Wes Anderson; Superintendent Seth Nuttelman and Clerk Cheryl Hounsell. A motion was made by Armand Bolduc, seconded by Joe Driscoll, to accept the minutes of November 30, 2017. The vote was unanimous. A motion was made by Armand Bolduc, seconded by Joe Driscoll, to approve the accounts payables and the financial statement dated December 13, 2017. The vote was unanimous. OLD BUSINESS: PAUGUS BAY MILFOIL- Seth reviewed the e-mail that he received from Bob Wolfe concerning the treatment of milfoil in Paugus Bay and the results of the testing for any traces of 2-4D during the process. We had a detection reading of .7 parts per billion (ppb) at the raw water site and .6 ppb at the finished water site. Seth stated that the maximum contaminant level for 2-4D in drinking water is 70 ppb. Seth reminded the members that the initial treatment request was for 39 acres of the lake to be treated and the actual amount that was treated was 3.5 acres. There is a possibility that treatment could be done twice a year, in the spring and the fall. LANGLEY COVE-Seth stated that we have been working on the Langley Cove contract. We will send it to the members for their review once we have it in a final review status. Seth stated that we are reviewing the best way to split up the cost for the two pump stations that will be involved with this project. Wes stated that he was concerned about the impact on the traffic. It is scheduled to have two entrances/exits — one on the Weirs Blvd. and one on White Oaks Road. ROY PROPERTY -92 GILFORD AVENUE-Seth stated that after the last meeting he drafted a letter that was signed by Chairman Greg Page explaining the Board's decision to the Roys. At this point in time we have not heard back from the Roys. 2018/2019 BUDGET-Seth stated that we are currently working on the budget for 2018/2019 and the Board should have it at the end of January or the beginning of February. We are planning to send it to the City in early March. NEW BUSINESS: METER READING UPDATE-Seth stated that we have a Capital budget item for the upgrading of the meter reading devices (mxus). We have changed 276 devices out of the 460 letters we have sent out. We still have about 150 letters that will need to go out. We have a total of about 6600 devices on the system and a total of 610 that needed immediate attention. Of the devices that were changed about 95% had failed. The Capital item we are carrying in our budget is for $30,000 and the Sewer Department is matching the funds that we spend for the upgrade. We will budget for the meter reading upgrade in the next budget as well. FLUORIDATION AWARD-Seth stated that the Center for Disease Control (CDC) has once again chosen the Laconia Water Works for the Fluoridation Award for the year of 2016. EMPLOYEE LUNCHEON-Seth reminded the Board members of the City of Laconia Employee Christmas Luncheon today at 12:00 at the Laconia Community Center. MEETING SCHEDULE 2018-Seth distributed the Board of Water Commission meeting schedule for 2018. Seth also stated that he would like to cancel the 12/28/17 meeting and have just a check signing. The Board was in agreement. 2 Laconia Water Commissioners 12/14/17 UNION AVENUE FROM GILFORD AVE. TO MAIN ST.-Seth stated that there is a meeting tonight at 7:00 p.m. at City Hall for public input on the proposed project of re-construction of the roadway on Union Avenue from Gilford Avenue to Main St. This project is being slated to be performed in 2019/2020. A motion was made by Greg Page seconded by Armand Bolduc to go into Non-Public Session at 8:41 a.m. according to RSA 91-A: 3, Il, (a) the dismissal, promotion or compensation of any public employee. Vote: Dennis-yes, Wes-yes, Joe-yes, Armand-yes, Greg-yes. At this point Clerk Cheryl Hounsell left the meeting. The meeting was called back to order at 9:00 a.m. and Clerk Cheryl Hounsell returned. A motion was made by Joe Driscoll, seconded by Greg Page to seal the non-public minutes for a period of one-year. The vote was unanimous. No further business, a motion was made by Armand Bolduc, seconded by Wes Anderson, to adjourn the meeting at 9:02 a.m. The vote was unanimous. Cheryl
