BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 6, 2012 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 6, 2012 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Tilara McDonald-Treece and Norm Childress. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the February 28, 2012 regular meeting. Mrs. McDonald-Treece seconded. Passed. BIDS UNDER ADVISEMENT 2012 Installation of Pavement Markings President Henriott stated that this item will remain under advisement. PROPOSAL OPENING Bio-Retention Swales along Veterans Memorial Parkway and Concord Road This being the time set to open proposals for the Bio-Retention Swales along Veterans Memorial Parkway and Concord Road the following proposals were received and opened: Davey Resource Group Fort Wayne, Indiana Cardno JFNew Indianapolis, Indiana Williams Creek Plainfield, Indiana Mr. Shriner moved to take the proposals under advisement for further review. Mrs. Murray seconded. Passed. Board of Public Works and Safety March 6, 2012 Page 2 BID OPENING Glen Acres Universal Access Ramp Installation Project This being the time set to open bids for the Glen Acres Universal Access Ramp Installation Project the following bids were received and opened: Milestone Contractors Lafayette, Indiana Base Bid: $88,305.00 Fairfield Contractors Lafayette, Indiana Base Bid: $81,292.00 Mr. Childress moved to take the bids under advisement for further review. Mrs. McDonald-Treece seconded. Passed. OLD BUSINESS Special Event Request-Taste of Tippecanoe (Tabled 2/28/2012) President Henriott stated that this item will remain tabled. NEW BUSINESS Community Development Amendment #4-Contract between the City of Lafayette and Hamilton Creative Concrete, Inc. President Henriott stated that this item will be tabled. Mr. Childress moved to table this item. Mrs. Murray seconded. Tabled. Legal Counsel Almost Home Contract for 2012 Mr. Chosnek presented to the Board and recommended approval of the Almost home Human Society Contract for 2012 with the City of Lafayette. The agreement is the same as in past years, except the increased monthly payment by $50 pursuant to discussions between the Mayor, Controller and approved by the Almost Home Humane Society Inc Board and Director. For the calendar year 2012, the City agrees to reimburse to Almost Home Humane Society the sum of $140,600.00 for the costs of providing shelter for animals taken into custody within the City. Mr. Chosnek presented to the Board and recommended approval of Amendment #1 for the Contract between the City of Lafayette and the Long Center, Inc. The amendment #1 contains clarification of ambiguities under discussion between the City of Lafayette and the Long Center. Mr. Shriner moved for approval. Mrs. McDonald-Treece seconded. Passed. Water Pollution Control Permanent Easement for the Construction and maintenance of Utilities Service for Charles & Mary Dye- Parcel B Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of a Permanent Easement for the Construction and maintenance of Utilities Service for Charles & Mary Dye-Parcel B for $1.00. The easement is needed to complete the tunnel extension from North Street to Cincinnati Street. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-RFP for Guaranteed Savings Contract Mr. Talley presented to the Board and recommended approval of a Permission to Advertise the RFP for the Guaranteed Savings Contract. The request to advertise is on March 9th and 16th, 2012 with a mandatory Pre-Response meeting on April 10th and Proposal opening on April 24th, 2012. Mr. Childress moved for approval. Mr. Shiner seconded. Passed. Significant Industrial User Permit-Subaru of Indianan Automotive Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of a Significant Industrial User Permit for Subaru of Indiana Automotive. This is a 4-year permit renewal and is permitted with the pre-treatment program. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $837,051.18. Mr. Shriner moved for approval. Mrs. McDonald-Treece seconded. Passed. Board of Public Works and Safety March 6, 2012 Page 4 MISCELLANTOUS Special Event Request-Lies/Koonce Reception President Henriott presented to the Board and recommended approval of a Special Event Request for the Lies/Koonce Reception to be held on March 17, 2012 from 12:00pm to 6:00pm at the Big 4 Depot/Community Room. Mr. Shriner moved for approval. Mrs. McDonald-Treece seconded. Passed. Special Event Request-Hawkins Wedding Presented to the Board and recommended approval of a Special Event Request for the Hawkins Wedding to be held on June 30, 2012 from 10:00am to 6:00pm on the John T. Myers Bridge. Mrs. Murray moved for approval. Mrs. McDonald-Treece seconded. Passed. Proclamation-March is Red Cross Month 2012 The Mayor read the following Proclamation: March is Red Cross Month 2012 A Proclamation The American Red Cross has touched many lives in Tippecanoe County, as well as across the country and around the world. During American Red Cross Month, we thank those who contribute to the mission of the Red Cross, whether through time, money or blood, and we invite others to support the Red Cross in helping people in need down the street, across the country and around the world. The American Red Cross is synonymous with helping people, and has been doing so for more than 130 years. Throughout the past year, the American Red Cross launched hundreds of disaster relief operations in the United States to help people affected by fires, floods, hurricanes and tornadoes. The American Red Cross also supported major international disasters, including the Japan earthquake and tsunami response, while continuing its work on the 2010 Haiti earthquake response and recovery. In Tippecanoe County, the Red Cross works tirelessly through its 5 employees and 150+ volunteers to support us when disaster strikes, when someone needs life-saving blood, or the comfort of a helping hand. It provides 24-hour support to members of the military, veterans and their families, and provides training in CPR, aquatics safety, and first aid. For nearly 100 years, United States presidents have called on the American people to support the Red Cross and its humanitarian mission. Our community depends on the American Red Cross and because it is not a government agency, the Red Cross depends on support from the public to continue its humanitarian work. This is especially important in these challenging economic times – which impact the Red Cross and many people in our community and across the nation. NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, Indiana by virtue of the authority vested in me by the Constitution and laws of Lafayette, Indiana do hereby proclaim March 2012 as American Red Cross Month. I encourage all Americans to support this organization and its noble humanitarian mission.
