MINUTES
April 3, 2012
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 3, 2012 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and
Norm Childress. Absent: Tilara McDonald-Treece
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the March 27, 2012 regular meeting. Mrs. Murray
seconded. Passed.
NEW BUSINESS
ECONOMIC DEVELOPMENT
Agreement between the City of Lafayette and TBird Design for the 2012-City of Lafayette Annexation
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of
an Agreement between the City of Lafayette and TBird Design for the 2012-City of Lafayette
Annexation. The contract in the amount not to exceed $18,500.00 will be paid by funds from the South
East TIF. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
Amendment #1-Home Investment Partnerships Program Grant and Cooperation Agreement
Adam Murphy, Economic Development, presented to the Board and recommended approval of
Amendment #1 for the Home Investment Partnerships Program and Cooperation Agreement. The
amendment will extend the agreement from April 1, 2010 until December 31, 2012. Mr. Shriner moved
for approval. Mrs. Murray seconded. Passed.
Change Order #4-822 Melody Lane/Glen Acres Neighborhood Revitalization Project
Jennie Peterson, Economic Development, presented to the Board and recommended approval of Change
#4 for the 822 Melody Lane/Glen Acres Neighborhood Revitalization Project. The change order is a
reduction in the amount of ($6.77) which brings the new contract amount to $82,294.86. Mr. Childress
moved for approval. Mrs. Murray seconded. Passed.
Certificate of Completion, Final Waiver of Lien and Guarantee--822 Melody Lane/Glen Acres
Neighborhood Revitalization Project
Ms. Peterson presented to the Board and recommended approval of a Certificate of Completion, Final
Waiver of Lien and Guarantee for the 822 Melody Lane/Glen Acres Neighborhood Revitalization Project.

This certifies that all payments have been made and have reached the final contract sum. Mrs. Murray
moved for approval. Mr. Shriner seconded. Passed.
Change Order #4-916 Shenandoah Drive/Glen Acres Neighborhood Revitalization Project
Ms. Peterson presented to the Board and recommended approval of Change #4 for the 916 Shenandoah
Drive/Glen Acres Neighborhood Revitalization Project. The change order is a reduction of ($39.49)
which brings the new contract amount to $84,824.66. Mr. Shriner moved for approval. Mr. Childress
seconded. Passed.
Certificate of Completion, Final Waiver of Lien and Guarantee--916 Shenandoah Drive /Glen Acres
Neighborhood Revitalization Project
Ms. Peterson presented to the Board and recommended approval of a Certificate of Completion, Final
Waiver of Lien and Guarantee for the 916 Shenandoah Drive/Glen Acres Neighborhood Revitalization
Project. This certifies that all payments have been made and have reached the final contract sum. Mr.
Childress moved for approval. Mrs. Murray seconded. Passed.
COMMUNITY DEVELOPMENT
Release of Covenant for Deed Restrictions-115 Kinkaid, Lafayette Indiana
Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval
of a Release of Covenant for Deed Restrictions for 115 Kinkaid, Lafayette Indiana. The mortgage has
been paid off. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Release of Mortgage-1005 Salem Street, Lafayette Indiana
Mrs. Jacobsen presented to the Board and recommended approval of a Release of Mortgage for 1005
Salem Street, Lafayette Indiana. The mortgage has been paid off. Mrs. Murray moved for approval. Mr.
Childress seconded. Passed.

Mrs. Jacobsen presented to the Board and recommended approval of a Release of Covenant for Deed
Restrictions for 1005 Salem Street, Lafayette Indiana. Mr. Shriner moved for approval. Mrs. Murray

Release of Mortgage-721 S. 26th Street, Lafayette Indiana
Mrs. Jacobsen presented to the Board and recommended approval of a Releaser of Mortgage for 721 S.
26th Street, Lafayette Indiana. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed.

South Street Redevelopment Project
Mrs. Jacobsen presented to the Board and recommended approval of Amendment #5 for the Agreement
between the Lafayette Housing Consortium and South 8th, LLC-801 and 805 South Street Redevelopment
Project. The amendment extends the Time of Performance and Distribution of Funds to April 30, 2012.
Mr. Shriner moved for approval. Mr. Childress seconded. Passed.

CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,369,959.43. Mr.
Childress moved for approval. Mr. Shriner seconded. Passed.
MISCELLANTOUS
Water Works Bi-Annual Flushing Schedule
Kerry Smith, Water Works Superintendent, announced the that hydrant flushing will begin on Sunday,
April 8, 2012 between the hours of 10pm and 6am, continuing each night with the exceptions of Friday
and Saturday evenings, through Friday, April 20, 2012. Customers may experience some discolored
water. If this occurs, let the cold-water tap run for a few minutes and it should clear up. If a problem
continues please call us at 765-807-1700 or 765-807-1100.
PUBLIC COMMENT
There being no further business to come before the Board, President Henriott stated the meeting was
adjourned.
