MINUTES
September 18, 2012
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, September 18, 2012 at 9:00
a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Tilara
McDonald-Treece and Norm Childress. Absent: Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the September 11, 2012 regular meeting. Mrs.
McDonald-Treece seconded. Passed.
OLD BUSINESS
Agreement for Towing and Related Services (Tabled 9/11/2012)
Mr. Childress moved to remove this item from the Table. Mrs. Murray seconded. Removed. Chief Don
Roush presented to the Board and recommended approval of an Agreement for Towing and Related
Services with Jim’s Garage/ J&T Recovery, Inc. Mrs. Murray moved for approval. Mrs. McDonald-
Treece seconded. Passed.
NEW BUSINESS
Police Department
Taxi Cab Permits
Chief Roush presented to the Board and recommended approval of two (2) taxi cab permits for Anita
Marie Hinds and Jamie Walker. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Engineering
Recommendation for Award-2012 CDBG Sidewalk Replacement Project-Hedgewood
Beth Fizel, Engineering Office, presented to the Board and recommended approval of a Recommendation
for Award for the 2012 CDBG Sidewalk Replacement Project for Hedgewood with Dixon Construction
with a base bid of $151,453.50 and Alternate #2 in the amount of $101,225.50 with the total bid amount
$252,679.00. Mrs. McDonald-Treece moved for approval. Mr. Childress seconded. Passed.

Contract-2012 CDBG Sidewalk Replacement Project-Hedgewood
Mrs. Fizel presented to the Board and recommended approval of a Contract for the 2012 CDBG Sidewalk
Replacement Project for Hedgewood with Dixon Construction in the total amount of $252,679.00. Mrs.
Murray moved for approval. Mrs. McDonald-Treece seconded. Passed.
Notice to Proceed-2012 CDBG Sidewalk Replacement Project-Hedgewood
Mrs. Fizel presented to the Board and recommended approval of a Notice to Proceed for the 2012 CDBG
Sidewalk Replacement Project for Hedgewood. Mrs. McDonald-Treece moved for approval. Mr.
Childress seconded. Passed.
Certificate of Completion- Glen Acres Universal Access Ramp Installation Project
Mrs. Fizel presented to the Board and recommended approval of a Certificate of Completion for the Glen
Acres Universal Access Ramp Installation Project. Mr. Childress moved for approval. Mrs. Murray
seconded. Passed.
Change Order #1-North Street Reconstruction Project
Jenny Miller, Public Works Director, presented to the Board and recommended approval of Change Order
#1 for the North Street Reconstruction Project in the amount of $10,255.00 which brings the new contract
amount to $927,340.60. Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed.
Community Development
Amendment #8-Agreement between the Lafayette Housing Consortium and South 8th, LLC- 12-14 South
9th Street Redevelopment Project
Valerie Oakley, Community Development, presented to the Board and recommended approval of
Amendment #8 for the Agreement between the Lafayette Housing Consortium and South 8th, LLC- 12-14
South 9th Street Redevelopment Project. The amendment is to extend the completion date to October 31,
2012. Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed.
Amendment #8-Agreement between the Lafayette Housing Consortium and South 8th, LLC- 801-805 South
Street Redevelopment Project
Mrs. Oakley presented to the Board and recommended approval of Amendment #8 for the Agreement
between the Lafayette Housing Consortium and South 8th, LLC- 801-805 South Street Redevelopment
Project. The amendment extends the completion date to October 31, 2012. Mrs. Murray moved for
approval. Mrs. McDonald-Treece seconded. Passed.
Release of Covenant for Deed Restrictions
Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed
Restrictions for 1024 N. 7th Street, Lafayette Indiana. Mr. Childress moved for approval. Mrs. McDonald-
Treece seconded. Passed.

Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,739,655.79. Mrs.
Murray moved for approval. Mrs. McDonald-Treece seconded. Passed.
MISCELLANEOUS
Special Event Request-Paint the Town Pink Bridge Lighting
President Henriott presented to the Board and recommended approval of a Special Event Request for
Paint the Town Pink to be held on October 2, 2012 from 6:00pm-7:00pm on the John T. Myers Bridge.
Mrs. McDonald-Treece moved for approval. Mrs. Murray seconded. Passed.
Event Street Closure Request-Light the Night Walk
President Henriott presented to the Board and recommended approval of an Event Street Closure Request
for the Light the Night Walk to be held on September 20, 2012 from 7:00pm-9:00pm. Mrs. Murray
moved for approval. Mr. Childress seconded. Passed.
Proclamation-Constitution Week 2012
The Mayor read the following Proclamation:
Constitution Week
Whereas, September 17, 2012 marks the two hundred and twenty-fifth anniversary of the drafting of the
Constitution of the United Stated of America by the Constitutional Convention; and
Whereas, it is fitting and proper to officially recognize this magnificent document and the anniversary of
its creation; and
Whereas, public law 915 guarantees the issuing of the proclamation each year by the President of the
United States of America designating September 17 through 23 as constitution week;
NOW, THEREFORE, I, Mayor Tony Roswarski, of the city of Lafayette do hereby proclaim September
17 through 23, 2012 to be
In Lafayette, and ask our citizens to reaffirm the ideals the Framers of the Constitution had in 1787.
IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the
city of Lafayette on this seventeenth day of September in the year of our Lord two thousand twelve and of
the Independence of the United States of America the two hundred and thirty sixth.
Cathy Gurley, Representative of the Daughters of the American Revolution, thanked the Board for having
Mayor Roswarski read the proclamation. Mrs. Gurley encouraged all citizens to reference the
Constitution this week in honor of Constitution Week.
