BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 2, 2012 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 2, 2012 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Ron Shriner and Norm Childress. Absent: Gary Henriott and Tilara McDonald-Treece Ed Chosnek, City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the September 25, 2012 regular meeting. Mr. Childress seconded. Passed. BID OPENING Utility Emergency Repairs Program 2012-2013 This being the time set to open bids for the Utility Emergency Repairs Program 2012-2013 the following bids were received and opened: Atlas Excavating, Inc West Lafayette, Indiana Milestone Contractors, LP Lafayette, Indiana Bowen Engineering Corporation Indianapolis, Indiana Mr. Childress moved to take the bids under advisement for further review. Mr. Shriner seconded. Passed. NEW BUSINESS Community Development CDBG Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. For the SHARP 2012-2013 Brian Bugajski, Community Development, presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. For the SHARP 2012-2013. The Program Year 2012 grant is in the amount of $50,000.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety October 2, 2012 Page 2 CDBG Agreement between the City of Lafayette and YWCA of Greater Lafayette Domestic Violence Intervention and Prevention 2012 Mr. Bugajski presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and YWCA of Greater Lafayette Domestic Violence Intervention and Prevention 2012. The Program Year 2012 grant is in the amount of $5,737.00. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. CDBG Agreement between the City of Lafayette and Lafayette Urban Ministry For Emergency Homeless Shelter in Lafayette 2012 Mr. Bugajski presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Lafayette Urban Ministry For Emergency Homeless Shelter in Lafayette 2012. The Program Year 2012 grant is in the amount of $14,507.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Release of Mortgage-801&805 South Street, Lafayette Indiana Valerie Oakley, Community Development, presented to the Board and recommended approval of a Release of Mortgage for 801 & 805 South Street Lafayette Indiana. This mortgage was the original mortgage that was superseded by a new mortgage in 2011. This release will release the title and will leave a mortgage on the properties. Mr. Shriner moved for approval. Mr. Childress. Passed. Legal Counsel Permanent Easement for the Construction and Maintenance of Utilities Service-Lafayette School Corporation, Parcel 2A Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of a Permanent Easement for the Construction and Maintenance of Utilities Service-Lafayette School Corporation Parcel 2A. This parcel is for partial clean and the new alignment for the new sewer installation. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Permanent Easement for the Construction and Maintenance of Utilities Service-Lafayette School Corporation, Parcel 2B Mr. Talley presented to the Board and recommended approval of a Permanent Easement for the Construction and Maintenance of Utilities Service-Lafayette School Corporation Parcel 2B. This parcel is for the northwest corner of Jefferson High School. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Perpetual Drainage Easement-Lafayette School Corporation, Parcel 2 Mr. Talley presented to the Board and recommended approval of a Perpetual Drainage Easement- Lafayette School Corporation Parcel 2. This parcel is for the old tennis courts located on the north end of Jefferson High School. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety October 2, 2012 Page 3 CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,284,383.91. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Bras Across the Wabash Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Bras Across the Wabash to be held on October 30, 2012 from 4:30pm to 7:00pm on the John T. Meyer Bridge. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. 2012 Fall Flushing Schedule Kerry Smith, Water Works Superintendent, announced The Lafayette Water Works will begin flushing hydrants on Sunday, October 7, 2012 between the hours of 10pm and 6am, continuing each night with the exceptions of Friday and Saturday evenings, through Friday, October 19, 2012. Customers may experience some discolored water. If this occurs, let the cold-water tap run for a few minutes and it should clear up. If a problem continues, please call us at 807-1700 or 807-1100. Fall Leaf Pick-Up Schedule Dan Crowell, Street Commissioner, announced the Fall Leaf Pick-up will begin on October 22 thru November 23, 2012 following the normal trash route. Taxi Cab Permit Don Roush, Police Chief, presented to the Board a taxi cab permit for Markham Lliff. Chief Roush recommended denying the request. Mr. Shriner moved for denial. Mr. Childress seconded. Denied.
