BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 9, 2012 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 9, 2012 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Norm Childress. Absent: Tilara McDonald-Treece Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the October 2, 2012 regular meeting. Mrs. Murray seconded. Passed. BID UNDER ADVISEMENT Utility Emergency Repairs Program 2012-2013 President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Certificate of Completion, Final Waiver of Lien and Guarantee-2011 CDBG Sidewalk and Curb Replacement Project Beth Fizel, Engineering, presented to the Board and recommended approval of a Certificate of Completion, Final Waiver of Lien and Guarantee for the 2011 CDBG Sidewalk and Curb Replacement Project with Dixon Construction. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Community Development CDBG Agreement between the City of Lafayette and Tippecanoe County Child Care for the Dennis Burton Child Care Center Window Replacement Project 2012 Brian Bugajski, Community Development, presented to the Board and recommended approval of CDBG Agreement between the City of Lafayette and Tippecanoe County Child Care for the Dennis Burton Child Care Center Window Replacement Project 2012. The Program Year grant is in the amount of $23,949.00 and is seeking to replace 33 windows using CDBG funds. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety October 9, 2012 Page 2 CDBG Agreement between the City of Lafayette and Food Finders Food Bank Inc. Mr. Bugajski presented to the Board and recommended approval of a CDBG Agreement between the City of Lafayette and Food Finders Food Bank Inc for Distribution to Non-Profit Agencies in Lafayette 2012. The Program Year grant is in the amount of $6,006.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CDBG Agreement between the City of Lafayette and Mental Health America of Tippecanoe (MHA) Mr. Bugajski presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Mental Health America of Tippecanoe (MHA) for MHA Day Shelter and Supportive Housing 2012. The Program Year grant is in the amount of $5,659.00. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. CDBG Agreement between the City of Lafayette and Mental Health America of Tippecanoe County, Inc.- Shelter Restroom Renovation Project Mr. Bugajski presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Mental Health America of Tippecanoe County, Inc.-Shelter Restroom Renovation Project 2012 located at 913 Columbia Street. The Program Year grant is in the amount of $18,156.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,056,753.76. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Event Street Closure Request-Church/Neighborhood Picnic President Henriott presented to the Board and recommended approval of an Event Street Closure Request for a Church/Neighborhood Picnic to be held on October 13, 2012 from 3:00pm-7:00pm at the Lafayette Church of the Brethren. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Event Street Closure Request-Purdue Boilermaker Half Marathon President Henriott presented to the Board and recommended approval of an Event Street Closure Request for the Purdue Boilermaker Half Marathon to be held on October 20, 2012 from 8:30am-11:30am. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Proclamation-Fire Fighter/MDA Day The Mayor read the following Proclamation: Fire Fighter/MDA Day Muscular Dystrophy refers to a group of more than 43 neuromuscular diseases that cause generalized weakness and muscle wasting. Two of the most common neuromuscular diseases include Duchenne’s muscular dystrophy, a disease found in children that progresses slowly, with survival rare beyond their Board of Public Works and Safety October 9, 2012 Page 3 late twenties, and Amyotrophic Lateral Sclerosis (Lou Gehrig’s Disease) a disorder that progresses rapidly in adult clients. The Muscular Dystrophy Association is a dedicated partnership of scientists and citizens aimed at conquering neuromuscular diseases. MDA is one of the world’s leading national health agencies, supporting research, patient care and education. WHEREAS, members of the Lafayette Fire Fighters serve and protect communities throughout Lafayette, IN every day; and WHEREAS, members of the Lafayette Fire Fighters have become a symbol of pride, honor and strength; and WHEREAS, members of the Lafayette Fire Fighters unselfishly donate their time and energy to supporting the battle against muscular dystrophy, and WHEREAS, fire fighters across the nation are some of the largest supporters in the United States to the Muscular Dystrophy Association, and NOW THEREFORE . . . I, Tony Roswarski, Mayor of the City of Lafayette, IN, do hereby proclaim Tuesday, October 9th, 2012 as FIRE FIGHTER/MDA DAY In Lafayette, IN And urge all citizens to recognize firefighters For their support of the local community Mayor Roswarski thanked the Fire Department for their hard work and service to the community. Chris Conklin, Fire Department, announced that the Lafayette Fire Department raised $35,723.00 with the “Fill the Boot” MDA fundraiser for 2012.
