BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 16, 2012 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 16, 2012 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Ron Shriner, Tilara McDonald-Treece and Norm Childress. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the October 9, 2012 regular meeting. Mrs. McDonald-Treece seconded. Passed. NEW BUSINESS Engineering Notice of Award-Utility Emergency Repairs Program 2012-2013 Jenny Miller, Public Works Director, presented to the Board and recommended approval of a Notice of Award for the Utility Emergency Repairs Program 2012-2013. Ms. Miller recommended accepting the bids for all bidders. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Encroachment Agreement with Ivy Tech Community College Ms. Miller presented to the Board and recommended approval of an Encroachment Agreement with Ivy Tech Community College. Ivy Tech is constructing a new parking lot and part of that lot is on the city’s lift station site. The agreement covers Ivy Tech’s ability to park there but does not restrict the city’s use of the utilities. Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed. Legal Counsel Resolution 01-2012 A Resolution of City of Lafayette Board of Public Works and Safety Declaring its Official Intent, On Behalf of the City, to Reimburse Expenditures for Acquisitions, Construction, Additions and Improvements to Sewer Works Ms. Miller presented to the Board and recommended approval of Resolution 01-2012 A Resolution of City of Lafayette Board of Public Works and Safety Declaring its Official Intent, On Behalf of the City, to Reimburse Expenditures for Acquisitions, Construction, Additions and Improvements to Sewer Works. Mr. Shriner moved for approval. Mrs. McDonald-Treece seconded. Passed. Board of Public Works and Safety October 16, 2012 Page 2 Police Permission to hold Election of Police Civil Service Commission Mrs. Murray, on behalf of the Lafayette Police Department, requested a Permission to hold the Election of Police Civil Service Commission on November 16, 2012 at 7:00am at the Lafayette Police Training Center. Community Development Amendment #1-Agreement between Lafayette Housing Consortium and Area IV Development, Inc. 2010- 2011 Owner Occupied Rehab Program Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval of Amendment #1 for Agreement between Lafayette Housing Consortium and Area IV Development, Inc. 2010-2011 Owner Occupied Program. This amendment extends the ending date of the agreement to March 31, 2013 and reduces the number of projects from five (5) to four (4). Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed Agreement between Lafayette Housing Consortium and Area IV Development, Inc. 2011-2012 Owner Occupied Rehab Program Mrs. Jacobsen presented to the Board and recommended approval of Agreement between Lafayette Housing Consortium and Area IV Development, Inc. 2011-2012 Owner Occupied Rehab Program. The agreement provides $50,000.00 for rehab and administration costs for up to two (2) rehab projects. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,165,173.26. Mr. Childress moved for approval. Mrs. McDonald-Treece seconded. Passed. ANNOUNCMENTS John Habermann, Purdue University, awarded the City of Lafayette the 2012 Local Technical Assistance Program/Road School Award for Shenandoah Drive. The project will be featured on the front cover of the director of local officials. Ms. Miller and Dennis Carson accepted the award on behalf of the City of Lafayette.
