BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 12, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 12, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Norm Childress. Absent: Ron Shriner Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the March 6, 2013 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Veterans Memorial Parkway Phase 2 This being the time set to open bids for the Veterans Memorial Parkway Phase 2 the following bids were received and opened: Rieth-Riley Construction Lafayette, IN Base Bid: $3,153,037.00 Milestone Contractors Lafayette, IN Base Bid: $2,993,316.96 Mrs. Murray moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. All Structure Demolition located at 613 S. 15th Street, 1329 Central Street and 633 Oregon Street This being the time set to open bids for the All Structure Demolition located at 613 S. 15th Street, 1329 Central Street and 633 Oregon Street the following bids were received and opened: American Enterpries West Lafayette, IN Base Bid: $30,000.00 Board of Public Works and Safety March 12, 2013 Page 2 Yardberry Landscape Anderson, IN Base Bid: $29,500.00 Mr. Childress moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Notice to Proceed-Durkees Run Intercept & Earl Avenue Reconstruction Phase 2A Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Notice to Proceed for Durkees Run Interceptor & Earl Avenue Reconstruction Phase 2A. There was a Limited Notice to Proceed for $500,000.00 pending the sale of the bonds, which have now been sold. This Notice to Proceed is for the remaining $8,884,000.00 with the starting date of today. President Henriott stated that the remaining amount is $8,884,000.00 which makes the total amount of the contract $9,384,000.00. Mrs. Leshney stated that 18th Street will be closing from March 23-30, 2013 to install a culvert under the street. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Economic Development Consulting Contract-Jason Tennenhouse Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a Consulting Contract with Jason Tennenhouse. The contract is to do space planning, branding, marketing and organizational development for a co-working space located in the Stein Building at 605 South Street in the amount not to exceed $45,500.00. Mr. Carson stated that this project is in conjunction with Tippecanoe County Public Library, Purdue University, Purdue Research Park, Lafayettech and Greater Lafayette Commerce. Mr. Carson stated that this will be a space for entrepreneurs to do business in, work and collaborate. Mayor Roswarski stated that the co-working space gives the city the opportunity to build an ego system of startup businesses and entrepreneurship in our community. This also represents another opportunity to diversify our economic base and stated that he believes the right people are involved to make it successful. Jason Tennenhouse introduced himself and told the Board about his background. Mr. Tennenhouse stated that he will bring together the design and combine that with entrepreneurship and to build a space where people want to be. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,206,380.43. President Henriott asked if there were any more questions other than the ones that were asked and answered in caucus, there were none. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety March 12, 2013 Page 3 MISCELLANEOUS Event Street Closure Request-Spring Food March Katherine Holaday, Event Representative, presented to the Board and recommended approval of an Event Street Closure Request for Spring Food March to be held on April 28, 2013 from 1:00pm-4:00pm. Participants will start the walk/bike at Riehle Plaza proceed to Marsh Supermarkets on Teal Road and end back at Riehle Plaza. The event will help raise money for Food Finders Food Bank. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Special Event Request-New Community School Fundraiser President Henriott presented to the Board and recommended approval of a Special Event Request for the New Community School Fundraiser to be held on May 31, 2013 and June 1, 2013 from 7:00am-10:00am, both days at Riehle Plaza, the Big 4 Depot and the John T. Myer Bridge. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Proclamation-Registered Dietitian Day 2013 The Mayor read the following Proclamation: Registered Dietitian Day 2013 WHEREAS Registered Dietitians are the food and nutrition experts who can translate the science of nutrition into practical solutions for healthy living; and WHEREAS Registered Dietitians have degrees in nutrition, dietetics, public health or a related field from well-respected, accredited colleges and universities, completed an internship and passed an examination; and WHEREAS Registered Dietitians use their nutrition expertise to help individuals make unique, positive lifestyle changes; and WHEREAS Registered Dietitians work throughout the community in hospitals, schools, public health clinics, nursing homes, fitness centers, food management, food industry, universities, research and private practice; and WHEREAS Registered Dietitians are advocates for advancing the nutritional status of Americans and people around the world; NOW, THEREFORE I, Tony Roswarski, Mayor of the City of Lafayette, Indiana DO HEREBY PROCLAIM Wednesday, March 13, 2013 Registered Dietitian Day in Lafayette, Indiana, and I encourage all citizens to recognize the contributions of Registered Dietitians and express appreciation for their commitment to promoting science-based nutrition in the hope of achieving optimum health for both today and tomorrow.
