BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 4, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 4, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Dawn Ross. Absent: Ron Shriner Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the May 28, 2013 regular meeting. Mrs. Ross seconded. Passed. BID OPENING All Structure Demolition located at 1329 Central Street This being the time set to open bids for the All Structure Demolition located at 1329 Central Street the following bids were received and opened: American Enterprises West Lafayette, Indiana Base Bid: $12,000.00 Yardberry Landscape Excavating Anderson, Indiana Base Bid: $21,000.00 Denney Companies Plainfield, Indiana Base Bid: $9,670.00 Mrs. Murray moved to take the bids under advisement for further review. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering Recommendation for Award-2013 Installation of Pavement Markings Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award of the 2013 Installation of Pavement Markings with Indiana Traffic Services LLC in the amount of $83,003.80. Mrs. Leshney noted that this is a unit price bid based on estimated quantities. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Contract-2013 Installation of Pavement Markings Mrs. Leshney presented to the Board and recommended approval of a Contract for the 2013 Installation of Pavement Markings with Indiana Traffic Services LLC in the amount of $83,003.80. Contract- All Structure Demolition located at 613 S. 15th Street Mrs. Leshney presented to the Board and recommended approval of a Contract for the All Structure Demolition located at 613 S. 15th Street. Notice to Proceed- All Structure Demolition located at 613 S. 15th Street Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the All Structure Demolition located at 613 S. 15th Street. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Certificate of Completion-Curb Replacement on Park Avenue Beth Fizel, Engineering, presented to the Board and recommended approval of a Certificate of Completion for the Curb Replacement on Park Avenue with Dixon Construction. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Legal Counsel Resolution 02-2013 A Resolution Authorizing Interlocal Agreement with Houston-Galveston Area Council Mr. Chosnek presented to the Board and recommended approval of Resolution 02-2013 A Resolution Authorizing Interlocal Agreement with Houston-Galveston Area Council (HGAC) for a street sweeper. Mr. Chosnek stated that the interlocal agreement would allow the City of Lafayette to save significant funds. Rick Morrissey, Purchasing Manager, stated that Mr. Chosnek’s office reviewed the agreement found there would be a potential savings based on the history that Mr. Morrissey provided from other cities and towns in the State of Indiana that are a part of the HGAC. Mr. Chosnek stated that this agreement opens up an additional co-operative for the City of Lafayette to purchase through at no cost to the city. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Water Pollution Control Final Completion-Pearl River CSO Project-Cincinnati Street Tunnel Extension Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of a Final Completion for the Pearl River CSO-Cincinnati Street Tunnel Extension. The contractor has completed all work and the final completion date is May 1, 2013. The final contract is in the amount of $1,060,006.91. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety June 4, 2013 Page 4 Release of Retainage-Pearl River CSO Project-Cincinnati Street Tunnel Extension Mr. Talley presented to the Board and recommended approval of a Release of Retainage for the Pearl River CSO Project-Cincinnati Street Tunnel Extension. The final retainage release for this project is in the amount of $20,000.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Final Affidavit and Waiver of Lien-Pearl River CSO Project-Cincinnati Street Tunnel Extension Mr. Talley presented to the Board and recommended approval of a Final Affidavit and Waiver of Lien for Pearl River CSO Project for Cincinnati Street Tunnel Extension. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Police Department 2013 Byrne Local Law Enforcement Assistance Grant Lieutenant Brad Bishop, Police Department, presented to the Board a public notice for the 2013 Byrne Local Law Enforcement Assistance Grant. Mr. Henriott stated that there is no action required from the Board. The Police Department is required to make a public notice/announcement regarding their application for the grant in the amount of $35,000.00. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,251,144.68. President Henriott asked if there were any further questions other than the ones that were asked and answered in caucus, there were none. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-Dancing in the Streets President Henriott presented to the Board and recommended approval of a Special Event Request for Dancing in the Streets to be held on July 19-21, 2013 from 8:00am-12:00midnight. Mrs. Ross moved for approval. Mr. Childress seconded. President Henriott stated that the “Good Neighbor Letter” box was not checked on the application. Mr. Childress moved for conditional approval pending the issuance of the “Good Neighbor Letter”. Mrs. Murray seconded. Passed. Event Street Closure Request-Hannafest President Henriott stated that this item will be tabled due to whether the “Good Neighbor Letter” was sent out or not. Mr. Childress moved to table this item pending amended procedures of application. Mrs. Murray seconded. Tabled.
