LAFAYETTE HEARING AUTHORITY May 28, 2013 The Lafayette Hearing Authority met on Tuesday, May 28, 2013 at 9:30 a.m. in the City Council Chambers of Lafayette City Hall. Present were: Gary Henriott, Cindy Murray and Ron Shriner Jacque Chosnek, 1st Deputy Attorney, was also present. Mr. Shriner called the meeting to order. MINUTES Mr. Henriott moved for approval of the March 26, 2013 minutes. Mrs. Murray seconded. Motion Carried. OLD BUSINESS Order to Comply and Notice to Appear at Demolition Hearing-710 S. 22nd Street Scott Dieterle, Engineering, stated that he received a phone call from the owner, Michael Vauters, who was able to fix the garage. The siding was removed to correct the lean the structure, the garage was resided and new shingles were installed. Mr. Dieterle recommended removing from the agenda. Mr. Henriott moved to remove from the agenda. Mrs. Murray seconded. Motion Carried. NEW BUSINESS Order to Comply and Notice to Appear at Demolition Hearing-3106 Kossuth Street Mr. Dieterle stated that he sent a letter to the home owner, Kevin Adams, and received a response November 2012 from the home owner’s mother. Mr. Dieterle met with the lady on site the next day and let Mr. Dieterle walk through the house. The lady stated that demolition would be the best option for the structure. Mr. Dieterle stated that on April 23, 2013 Mr. Adams called to let him know that he intended on selling the house and had no intention on repairing it himself. Mr. Dieterle stated that he would like a structural engineer to assess the home once a new owner is determined. Mr. Dieterle recommended demolition of the house. Roy Hanover stated that he is the new owner of the property. Mr. Hanover intends on fixing the house and renting it out when complete. Mr. Hanover stated that he has people working on the house currently and needs an electrical permit to continue work on the electric. Mr. Hanover stated that the main structure is sound and the roof is good. Mr. Hanover stated that he will put in new electric and plumbing throughout the house along with new siding. Mr. Dieterle stated that Mr. Hanover would need a permit to continue work on the house. Audio Inaudible. Mr. Shriner stated that the Engineer’s office is recommending demolition with the thought that Mr. Hanover is still able to fix the house with an agreed upon time frame. Mrs. Chosnek stated that affirming the demolition will still allow the process to move forward but gives the property owner an opportunity to fix the structure that sets forth the expectations and timelines to keep the process going. Mr. Henriott explained the demolition process to Mr. Hanover. Mr. Henriott moved to affirm the order for demolition. Mrs. Murray seconded. Motion Carried. Order to Comply and Notice to Appear at Demolition Hearing-507 S. 1st Street Mr. Dieterle stated that he was contacted by the owner Charlene Ferguson on April 25, 2013. Mrs. Ferguson stated that she would like the house demolished due to finances. The house is currently vacant and had a fire in the upstairs portion about 3 years ago. Mr. Dieterle stated that the house has been deteriorating for years. Mr. Dieterle recommended demolition. The Board discussed the opportunity for Habitat for Humanity to acquire this property. Mrs. Murray moved to affirm the order for demolition. Motion Carried. Updates 1205 Kossuth Street- The Engineering Office did final checks on the property. There are still a few things that need to be completed but nothing major. Mr. Dieterle stated that Bruce Carpenter, Property Owner, should be done completely in the next few weeks. 1329 Central Street- Mr. Dieterle stated that there is demolition work being done to it to date. The owners are gutting the entire inside of the house and make a brand new house out of the structure. Mr. Dieterle gave a deadline of June 4, 2013 for the work to be completed. There will be demolition bids opened on June 4, 2013 Board of Works meeting for the property at which time all work will be stopped and the structure will be demolished. Devon Plaza- Mr. Dieterle stated that he is not sure if it has been permitted with the Engineer’s office. The owners have been working with an architectural firm on final plans. Currently there are insurance and legal issues to be worked out.
