BOARD OF PUBLIC WORKS AND SAFETY MINUTES July 2, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, July 2, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Dawn Ross. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the June 25, 2013 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT All Structure Demolition located at 1329 Central Street President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Guaranteed Energy Savings Performance Contract-Durkees Run Interceptor & Earl Ave. Reconstruction Phase 2B Jenny Leshney, Public Works Director, presented to the Board and recommended approval of the Guaranteed Energy Savings Performance Contract for Durkees Run Interceptor & Earl Ave Reconstruction Phase 2B with Bowen Engineering in the amount of $7,044,700.00. Mrs. Leshney stated that Phase 2B is from the intersection of Main Street and Earl Avenue to South Street for the installation of the 84” diameter storm sewer and structure along with relocation of water main and overall road reconstruction. The intersection of Main Street and Earl Avenue will be closed starting July 8th, 2013 for approximately three weeks. Mark Chmeliwskyj, Butler, Fairman & Seufert Representative, stated that Phase 2B encompasses stormwater pipe improvements from the intersection of Main Street and Earl Avenue up to the intersection of Kossuth Street and Earl Avenue along with water main relocation to allow the storm sewer to be constructed. Mr. Chmeliwskyj stated also that there will be temporary patching over the storm sewer pipe, temporary curbing and permanent trail on the west side of the street between Main Street and Kossuth Street. Discussion ensued. Ted Deahl, Bowen Engineering Representative, stated that the calculations for the $9 million estimated savings for the City of Lafayette is a stipulated savings that Butler, Fairman & Seufert, Bowen Engineering and the City of Lafayette collectively worked on together to come up with. President Henriott stated that the estimated savings are the best estimates at this point in time on how this infrastructure improvement will lower costs, maintenance and improve results. Mrs. Leshney stated that the city will be evaluating how much flow will Board of Public Works and Safety July 2, 2013 Page 2 not be treated at the wastewater plant due to the new sewer system installation having a separate system, not a combined system. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Notice to Proceed- Guaranteed Energy Savings Performance Contract-Durkees Run Interceptor & Earl Ave. Reconstruction Phase 2B Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed Guaranteed Energy Savings Performance Contract-Durkees Run Interceptor & Earl Ave. Reconstruction Phase 2B. Construction will begin on July 8, 2013. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Change Order #2-Veterans Memorial Parkway Phase 2 Bob Foley, Engineering, presented to the Board and recommended approval of Change Order #2 for Veterans Memorial Parkway Phase 2 in the amount of $37,800.00. Mr. Foley stated that the change order is to remediate the failed subgrade on the trail and includes an additional 9 contract working days to complete the subgrade treatment. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $9,543,452.27. President Henriott asked if there were any further questions other than the ones that were asked and answered in caucus, there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
