Prior to the meeting, Mayor Tony Roswarski and Dennis Carson presented the Co-working Facility vision and plan to both the Lafayette Economic Development Commissioners and the Lafayette Redevelopment Commissioners. The Economic Development Commission then met to consider Revenue Bond Resolution. After adjournment of the Lafayette Economic Development Commission meeting, the following meeting of the Lafayette Redevelopment Commission convened. Welcome and Call to Order President Mary Lundstrom welcomed everyone to the meeting, noted that a quorum was present, and opened the meeting of the Lafayette Redevelopment Commission. Approval of the minutes for the May 23, 2013 meeting Jim Terry moved to approve the minutes of the Redevelopment Commission meeting on May 23, 2013. Jos Holman seconded and noted a typographical error. The minutes were corrected and the motion passed. Receive bids for 1328 Shenandoah Drive For the construction of a single family home at 1328 Shenandoah, the following bids were received, opened and read: Company Bid amount Summerchase $147,000 Citation Homes $146,500 Jim Terry moved to take the bids under advisement. John Thieme, Jr. seconded. The motion passed. Resolution LRC #2013-12: An Economic Development Revenue Bond Resolution Lisa Lee, of Ice Miller Bond Counsel, presented the bond document for financing the renovation costs of the Stein Building annex to the Tippecanoe County Public Library. This building will house the co-working space to support start-up companies. Loren Matthes, of H J Umbaugh, presented the tax increment financing district reports and the financial aspects related to the bond. The principal amount is not to exceed $1,500,000 and the maximum term for repayment is not to exceed ten years. The bond is anticipated to be repaid in approximately five years. Due to the relatively small size and short term of the bond, no rating was sought. Interest rate is expected to be 4.0% to 6.0%. John Thieme, Jr. moved to approve Resolution LRC #2013-12. Jim Terry seconded. The motion passed. Contract Supplement #2 for the Queen Anne Demolition Project Dennis Carson presented the TBird Design and Services’ request for a $2,980.00 supplement to their original contract. The supplement request represents the cost for asbestos removal unexpectedly discovered in the basement of the old Soller Baker portion of the Queen Anne Courts project. Jos Holman moved to approve supplement number two. Donald J. Teder seconded. The motion passed. Contract Supplement #3 for the Midwest Rentals and Queen Anne Demolition Project Dennis Carson again presented the TBird Design and Services’ request for a $15,300 supplement to their original contract on both demolition projects at the Midwest Rentals site and the Queen Anne Courts site. Their request is for the following work associated items: project representation and contract interpretation; processing certificates of payment; client consultation; construction inspection; and progress reports evaluation. Jos Holman moved to approve supplement number three. John Thieme, Jr. seconded. The motion passed. Director’s Report • Dennis Carson reported that demolitions for Queen Anne Courts and Midwest Rental sites were underway. At the Queen Anne Courts site, crushing the concrete, applying topsoil and sowing grass seed is all that remains for project completion. The Midwest Rentals site is currently working on asbestos removal. Structural demolition is scheduled to begin in about a week. (Mayor Tony Roswarski noted that the brick from the historic wall which once belonged to one of the first churches in Lafayette will be palletized for preservation.) • The 3rd and Alabama Streetscape project is on track for completion by mid-July. • John Thieme, Jr. noted that the area of 3rd & Alabama has four major construction improvements in process right now: the demolition of the Queen Anne Courts; the renovation and improvement of sidewalks and street conditions; the construction of the new Lafayette Community Bank building; and the renovation plans for Regions Bank • Mary Lundstrom asked about the ash trees on Main Street which are victims of the Emerald Ash Borer. Dennis Carson and the Mayor confirmed that the trees will have to be replaced. John Thieme, Jr. moved to accept the director’s report. Jos Holman seconded. The motion passed. Approve June claims Jos Holman moved to approve $1,078,718.52 in claims for payment. Donald J. Teder seconded. The motion passed. Public Comment/ Adjournment Mary Lundstrom asked for comment from the public. Hearing none, Jim Terry moved to adjourn. Jos Holman seconded. The meeting adjourned.
