BOARD OF PUBLIC WORKS AND SAFETY MINUTES August 27, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, August 27, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Ron Shriner and Dawn Ross. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the August 20, 2013 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Enterprise Resource Planning System This being the time set to open proposals for the Enterprise Resource Planning System the following proposals were received and opened: BS & A Software Bath, MI Tyler Technologies Yarmouth, ME New World Systems Troy, MI Quintel Management Consultants & SAP Greenwood Village, CO Mrs. Murray moved to take the proposals under advisement for further review. Mrs. Ross seconded. Passed. Twyckenham Blvd & Poland Hill Road Roundabout This being the time set to open bids for the Twyckenham Blvd & Poland Hill Road Roundabout the following bids were received and opened: Rieth-Riley Construction Lafayette, Indiana Base Bid #1: $1,299,828.00 Base Bid #2: $1,670,374.00 Board of Public Works and Safety August 27, 2013 Page 2 Milestone Contractors Lafayette, Indiana Base Bid #1: $1,105,183.50 Base Bid #2: $1,416,702.50 Mr. Childress moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. BID UNDER ADVISEMENT Union Street Drainage Project President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Recommendation for Award-2013 Union Street Resurfacing Project Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the 2013 Union Street Resurfacing Project with the apparent lowest bidder Rieth-Riley Construction in the amount of $849,515.91. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Contract-2013 Union Street Resurfacing Project Mrs. Leshney presented to the Board and recommended approval of a Contract for the 2013 Union Street Resurfacing Project is Rieth-Riley Construction in the amount of $849,515.91. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Notice to Proceed-2013 Union Street Resurfacing Project Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the 2013 Union Street Resurfacing Project to begin today. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Community Development Agreement between the City of Lafayette and Lafayette Transitional Housing Center, Inc. for Supportive Services Program in Lafayette 2013 Jennie Peterson, Community Development, presented to the Board and recommended approval of an Agreement between the City of Lafayette and Lafayette Transitional Housing Center, Inc. for Supportive Services Program in Lafayette 2013 in the amount of $11,135.00. Mr. Childress moved for approval as amended with the corrected Exhibit A. Mrs. Murray seconded. Passed. President Henriott abstained. Board of Public Works and Safety August 27, 2013 Page 3 Agreement between the City of Lafayette and Lafayette Urban Ministry for Emergency Homeless Shelter in Lafayette 2013 Ms. Peterson presented to the Board and recommended approval of an Agreement between the City of Lafayette and Lafayette Urban Ministry for Emergency Homeless Shelter in Lafayette 2013 in the amount of $15,795.00. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. President Henriott abstained. Economic Development Contract Extension with Jason Tennenhouse for MatchBOX LLC President Henriott stated that this item will be tabled. Mr. Childress moved to table this item. Mrs. Ross seconded. Tabled. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,672,562.33. President Henriott asked if there were any further questions other than the ones that were asked and answered in caucus, there were none. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-Hunger Action Month Food Drive President Henriott presented to the Board and recommended approval of a Special Event Request for the Hunger Action Month Food Drive to be held on September 4, 2013 from 7:00am-7:00pm at Riehle Plaza. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Special Event Request-YWCA Women’s Cancer Program Bridge Lighting President Henriott presented to the Board and recommended approval of a Special Event Request for the YWCA Women’s Cancer Program Bridge Lighting to be held on October 1, 2013 from 5:00pm-7:00pm at the John T. Meyer Bridge. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Event Street Closure Request-Light the Night Walk President Henriott presented to the Board and recommended approval of an Event Street Closure Request for the Light the Night Walk to be held on September 19, 2013 from 7:00pm-9:00pm beginning at Riehle Plaza and surrounding area. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Event Street Closure Request-Sanctuary Neighborhood Block Party President Henriott presented to the Board and recommended approval of an Event Street Closure Request for the Sanctuary Neighborhood Block Party to be held on September 22, 2013 from 4:00pm-7:00pm in the Sanctuary Neighborhood. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Paul House, Sanctuary Neighborhood, invited all the Board members to the event. Board of Public Works and Safety August 27, 2013 Page 4 Taxi Cab Permit Dave Payne, Deputy Police Chief, presented to the Board and recommended approval of a Taxi Cab Permit for Rodney Hester. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed.
