11:00 am
ATTENDANCE: COMMISSIONERS: Mary Lundstrom; Jim Terry; Donald J. Teder, John Thieme, Jr., and Greg Eller
CITY OFFICIALS: Jacque Chosnek, Deputy City Attorney; Dennis Carson, Economic Development Director; and Mike
Jones, Controller STAFF: Margy Deverall, City Planner; Dan Walker, City Planner; Jennie Peterson, City Planner; and
Nancy Hendricks, Administrative Assistant. GUESTS: Holly Campbell, WLFI; and Mike Liozzo, WBAA; and Tim
Balensiefer, TBird Design Services.
Welcome and Call to Order
President Mary Lundstrom welcomed everyone to the meeting, noted that a quorum was present, and opened
the meeting of the Lafayette Redevelopment Commission.
Approval of the minutes for the July 25, 2013 meeting
Jim Terry moved to approve the minutes of the Redevelopment Commission meeting on July 25, 2013. John
Thieme, Jr. seconded. The motion passed.
Contract Supplement #3 for Queen Anne Court Demolition Project – Soil Borings
Tim Balensiefer of TBird Design Services presented the information regarding the contract supplement to the
Queen Anne Court demolition project. Before the ground can be developed, the soil requires testing for
structural stability and routine percolation. A total of six borings will be drilled: two soil borings to a depth of
50 feet; four boring samples at 30 feet deep; and one boring in the detention system area with percolation tests.
Estimate cost is set at $6,500 not to exceed a total of $7,000 to accommodate unexpected conditions. Phase I
tests have already been done on the property. John Thieme, Jr. moved to approve the contract supplement (not
to exceed $7,000). Jim Terry seconded. The motion passed.
Tax Abatement Compliance: Federated Publications, Inc.
Dennis Carson presented the compliance form for Journal & Courier. This was originally filed on time with
the County and found in compliance by the County. During the filing process, it was discovered that this
property resides within city limits due to the recent annexation. The Department of Local Government Finance
(DGLF) approved the now late file date because the compliance form was reviewed by the County on time.
However, review by the city is still necessary. Donald J. Teder moved to find the tax abatement in compliance
with Federated Publication’s statement of benefits. John Thieme, Jr. seconded. The motion passed.
Director’s Report
Dennis Carson reported the following updates on projects:
The Alabama & 3rd Street project is on track for completion in a couple of weeks.
Bids for the Poland Hill project will be going to the Board of Works next Tuesday.
The widening of Veteran’s Memorial Parkway from Concord Road to US 52 is complete.
The Parking Commission announced that the City of Lafayette will take over management of the
parking garage and downtown parking enforcement after December when Denison Parking’s
contract expires.
Construction on the MatchBOX will start very soon. An announcement should be coming in
about a week. The Economic Development Bond for the funding on the project went through
closing procedure this week with 2.675% interest rate.
John Thieme, Jr. moved to accept the director’s report. Jim Terry seconded. The motion passed.
Approve August claims
Jim Terry moved to approve $1,080,651.60 in claims for payment. John Thieme, Jr. seconded. The motion
passed.
Public Comment/ Adjournment

Respectfully submitted,
Nancy Hendricks, Recording Secretary
