BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 11, 2014 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 11, 2014 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross, Ron Shriner and Norm Childress. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the February 4, 2014 regular meeting. Mrs. Murray seconded. Passed. Mr. Childress seconded. Passed. OLD BUSINESS CDBG Agreement between City of Lafayette and Tippecanoe County Council on Aging, Inc. (SHARP Program) 2013-2014 (Tabled 02/04/2014) Valerie Oakley, Community Development, presented to the Board and recommended approval of a CDBG Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. DBA The Center @ Jenks Rest (SHARP Program) 2013-2014 with the grant in the amount of $50,000.00. The program will serve qualified elderly and disabled adults with an owner-occupied rehab program through the end of June 2014. Catherine Moran, Jenks Rest Executive Director, stated that the agreement will utilize professional services only for the work along with the maximum expenditure per household at Board of Public Works and Safety February 11, 2014 Page 3 $3,000.00 versus the $500.00 that was allotted in the past. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Agreement between the City of Lafayette and Norfolk Southern Railway Company Jenny Leshney, Public Works Director, presented to the Board and recommended approval of an Agreement between the City of Lafayette and Norfolk Southern Railway Company in the amount of $141,931.00. This agreement is for the rehab of the bridge over the railroad tracks on the pedestrian bridge. The agreement covers engineering, construction engineering and the flagging during construction. The project is being done as an INDOT LPA and the amount of the project will go into a force account with INDOT. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Acceptance for Maintenance-Butler Meadows Subdivision Bob Foley, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance with Butler Meadows Subdivision Phase 2. This project is located on the south side of CR 500 South, between Old US Highway 231 and South 9th Street. All required testing and inspections have been successfully completed. As-built drawings have been reviewed and approved with the required 3 year Maintenance Bond in the amount of $43,897.50 also submitted. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Community Development Release of Mortgage-179 Kinkaid Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 179 Kinkaid. The property will be resold to a new Habitat family. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Release of Covenant for Deed Restrictions-179 Kinkaid Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 179 Kinkaid. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Release of Mortgage-7 Park Avenue Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 7 Park Avenue. The allotted ten years on the project has expired. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Release of Covenant for Deed Restrictions-7 Park Avenue Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 7 Park Avenue. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety February 11, 2014 Page 4 CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,276,356.35. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Taxi Cab Permit Captain Kurt Wolf, Police Department, presented to the Board and recommended approval of a Taxi Cab Permit for Shannon Joe Killian. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
