BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 25, 2014 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 25, 2014 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross, Ron Shriner and Norm Childress. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the February 18, 2014 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Purchasing Sodium Hypochlorite, Sodium Bisulfite & Hydrochloric Acid Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Recommendation for Award for the Sodium Hypochlorite, Sodium Bisulfite and Hydrochloric Acid. The award for Sodium Hypochlorite goes to JCI Jones Chemical for $0.5700/gal, Sodium Bisulfite goes to PVS Chemical Solutions for $1.190/gal and Hydrochloric Acid goes to Brenntag Mid-South for $93.46/drum. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Community Development Release of Mortgage-2005 Arapahoe Valerie Oakley, Community Development, presented to the Board and recommended approval of a Release of Mortgage for 2005 Arapahoe. The loan has been paid off. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Release of Covenant for Deed Restrictions-2005 Arapahoe Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 2005 Arapahoe. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc. CHDO Operating Funds Agreement 2013-2014 Mrs. Oakley presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc. CHDO Operating Funds Agreement 2013-2014. Board of Public Works and Safety February 25, 2014 Page 2 The award is in the amount of $33,394.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Water Pollution Control Industrial User Permit-Tate & Lyle (South Plant) Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of an Industrial User Permit for Tate & Lyle (South Plant). This is a 4-year permit renewal and is permitted through the pre-treatment program. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $4,137,442.54. President Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. DEPARTMENTAL UPDATE Fire Department Fire Chief Richard Doyle gave the following update: The Lafayette Fire Department continues to strive to provide the citizens of Lafayette with the best possible service. Through hard work and determination the LFD holds great respect from our peer departments and also State government. We continue to be the department that is called both locally and at a State level when disaster strikes. This was evident during the tornados that hit Southern Indiana and Hurricane Sandy that devastated the East Coast. Total Number of Calls – 6,260 Fire 612 Medical Response 3,325 Rescue calls 875 Other 1,466 New Recruits Our 6 new recruits started their first day as Lafayette Firefighters on February 18th, 2014. They will be assigned to the Training Center for the next 16 weeks. Each member will complete recruit school before they are assigned to a station and fire apparatus. At the end of their training, they will be certified in basic firefighting, Hazardous Materials Technicians and as Emergency Medical Technicians. Board of Public Works and Safety February 25, 2014 Page 3 Jefferson High School – Fire and Rescue Academy In the fall of 2013, the Lafayette Fire Department and Jefferson High School partnered together to create the JHS Fire and Rescue Academy. There are 15 students enrolled in the class that started in the Fall Semester of 2013. They report to the LFD Training Center on Monday, Wednesday and Friday from 12:30 p.m. to 3:00 p.m. each week. While the students attend class, they are receiving credits from JHS and also can receive 12 college credits from Ivy Tech Community College. Our goal is that the students gain a real knowledge for the fire service and will pursue a career at a later date. We hope to see them as Lafayette Firefighters someday. Special Operations Team Twenty-three members from our Special Operations team had the opportunity to participate in the 2013 State Level Exercise in September of last year. The members of the Tactical Rescue Team and Water Rescue Team traveled to Muscatatuck. The exercise depicted a natural disaster that hit a small town in Southern Indiana. The team members had to perform rescues in collapsed buildings and flooded neighborhoods. This was a great hands-on, real world training that our personnel were very lucky to participate in. This type of exercise allows us to test our skills, so that when a disaster occurs in our Community we are ready to respond. Life Saving Award In July of 2013, five Lafayette Firefighters responded to a reported apartment fire on the south side of Lafayette. When they arrived, one crew was assigned to search the apartment and the other crew was assigned to extinguish the fire. The rescue crew quickly moved through the rooms and at the rear of the apartment found a woman, lifeless and without a pulse. They removed her from the apartment while the other crew extinguished the fire. The rescue crew passed the woman off to other firefighters that were waiting just outside the door. Those firefighters immediately began CPR and within a few minutes the woman had regained consciousness. These five members received the Departments Life Saving Award. New Fire Apparatus We were very excited to introduce to the department and City of Lafayette our new 2013 Pierce Pumper this fall. The last time we ordered a new pumper was 2007. The new pumper comes with the latest safety features including air bags, safety harness system and the newest compliant reflective package. The pumper is located at Station No. 2 at Salem and Erie Street. This pumper will be in service until the year 2028. Fire Prevention – Department of the Year We were very proud of our Fire Prevention Department for being nominated and winning the 2013 Fire Prevention of the year award. Assistant Chief Ron Ritchey, Inspector Pat Grimes, Inspector Todd Trent, Inspector Gary Bennett and Inspector David Thomas all worked very hard to receive this award. They were selected by a group of their peers in the State of Indiana as the department that has best represented the State Inspectors Association. The Fire Prevention division also continues to entertain some 5000 children from schools in Lafayette and the surrounding areas on fire safety. The main event in 2013 was our annual Fire Prevention Show. Several of our firefighters and a LPD officer get in on the show. It is a fun and educational theatrical event. Some of the characters are Mike the Match, Louie the Lighter, Minnie Matches, Emergency Eddie, and Captain Blaze. They all come to the stage to provide a fun way for children to learn about fire safety. Music is provided by the Safe and Sound Band. The kids learn safety tips to use at home and sing songs about 9-1-1 and how to Stop, Drop and Roll.
