BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 4, 2014 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 4, 2014 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross, Ron Shriner and Norm Childress. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the February 25, 2014 regular meeting. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Addendum #1-Twyckenham/Poland Hill Roundabout Inspection Services Bob Foley, Engineering, presented to the Board and recommended approval of Addendum #1 for the Twyckenham/Poland Hill Roundabout Inspection Services. The addendum is due to land acquisition issues and is in the amount of $25,188.00. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Supplement #1-Road Reconstruction for S. 18th Street from CR 430 South to CR 350 Jenny Leshney, Public Works Director, presented to the Board and recommended approval of Supplement #1 for the Road Reconstruction for S. 18th Street from CR 430 South to CR 350. The supplement is related to the right-of-way and the federal funds for right-of-way. When the budget was put together for the federal funds for right-of-way, estimates were used. Mrs. Leshney stated that now there are actual appraisals and the City of Lafayette is in the process of buying land. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Contract with H. Stewart Kline for John T. Myers & Riehle Plaza Pedestrian Bridges Rehab and Repair Mrs. Leshney presented to the Board and recommended approval of a Contract with H. Stewart Kline for John T. Myers & Riehle Plaza Pedestrian Bridge Rehab and Repair in the amount of $259,000.00 for inspection services. Mr. Childress moved for approval. Mr. Shriner seconded. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,385,815.73. Mr. Jones and Andy Milam, IT Director, answered questions relating to the status of LaserFiche. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety March 04, 2014 Page 3 MISCELLANEOUS Special Event Request-Boggs Wedding Rehearsal Dinner President Henriott presented to the Board and recommended approval of a Special Event Request for the Boggs Wedding Rehearsal Dinner to be held on June 21, 2014 from 5:00pm-12:00midnight at the Big 4 Depot Community Room. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Workers Memorial Day President Henriott presented to the Board and recommended approval of a Special Event Request for the Workers Memorial Day to be held on April 28, 2014 from 4:30pm-7:00pm at the Big 4 Depot Community Room. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Taxi Cab Permits Patrick Flannelly, Police Chief, presented to the Board and recommended approval of a Taxi Cab Permit for Danny Roberts. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. DEPRTMENTAL UPDATE Engineering Jenny Leshney, Public Works Director, gave the following update: Building The new permit fees for the building department have been implemented. Mark Gick has taken the Building Commissioner position and we hired John Wiggins as an Electrical Inspector. In the first two months of the year we have issued 122 building, electric and sign permits along with 22 water permits and 40 sewer permits. We have finished some of the larger projects such as the cast house at Nanshan and the Regions Bank downtown. Unsafe Structures There are 4 houses and 1 garage that have been ordered for demolition and have not yet been demolished. Very soon, we will bid for demolition of 63 Rostone Circle, 507 S 1st St, 1329 Central St, 1408 S 19th St and the garage at 2205 N 18th St. 5 letters have been sent since January 1, 2014 and all owners have made contact with the department. 304 N 25th St- Owner will demo house this spring, 1915 Central St.- Owner will demo garage and re-build this spring, 617 New York St.- There is someone that might be interested at looking into buying it and fixing it up. If not it will be presented to the Hearing Authority at the next meeting. Owners are fixing an unsafe deck at 1812 Starks Circle and an unsafe garage at 2201 Stillwell. Right of Way Permits MetroNet has started the installation of their utility City wide. We are having regular meetings with their representatives to issue permits in the areas where they are working. Both Duke and metronet will be pulling permits for this project. Vectren has indicated that they will be replacing old cast iron main on Longlois, Elmwood, Ulen and Elk this year. For this reason we will wait until they are complete before we resurface Elmwood near Vinton School. We expect a high number of right of way permits over the next 2 years as these projects are completed. So far we have issued 63 right of way permits. Private Development- Upcoming Projects Board of Public Works and Safety March 04, 2014 Page 4 2402 South Street – Residences at Columbian Park (former Home Hospital site), proposed skilled nursing and assisted living facility, approximately 67,000 SF. 3618 Concord Road – Murphy Oil, fueling center for Wal-Mart. 3700 Regal Valley Drive – Commercial center behind the new Market South development, approximately 7,500 SF. 953 Park East Boulevard – Medical offices in Cascada, approximately 13,200 SF with potential future expansion. 2715 Creasy Lane South – BW3 parking expansion and new patio. Lot 2 Valley Lakes Shoppes – New Centier Bank branch next to the new Market South development. 150 Fairington Avenue – Courtyard by Marriott, 3-story expansion on approximate 19,500 SF foot-print. Will add approximately 55 guest rooms and approximate 4,500 SF conference center. 3746 Rome Drive – TC Harris School is expanding into the former dentist office building at this site. Remodel is currently underway. 1759 S 500 E (VMP East) – Copper Moon Coffee, former Brenneco site, approximately 22,900 SF. 3315 Brady Lane – Henry Poor Lumber, storage yard expansion. 225 Progress Drive - Harley Davidson Dealership Code Enforcement 2014 - Ordinance Violations Bureau has issued 570 violations. (Letters and door hangers combined) with 65 for stopping standing and parking, 59 for property clean safe and sanitary. With the uncharacteristic amounts of snow this season 372 of the violations have been for Snow and ice removal from sidewalks this accounts for 65.26% of the violations issued, 38 tickets issued for non-compliance. 25 housing inspections at the request of tenants with 2 houses deemed unfit for human occupancy. It was discovered that some departments that need to review the closures and events were out of the loop on review. With a permit process in place, we can recommend to the Board that events be approved with certainty that all parties have reviewed and concur with the event set up, security traffic and emergency response.
