BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 20, 2014 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 20, 2014 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Dawn Ross, Norm Childress and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the May 13, 2014 regular meeting. Mr. Childress seconded. Passed. BIDS UNDER ADVISEMENT 2014 CDBG Sidewalk Replacement Project Mrs. Murray stated that this item will remain under advisement. PROPOSAL OPENING 2014 N. 18th Street Curb and Ramp Replacement Project This being the time set to open proposals for the 2014 N. Street Curb and Ramp Replacement Project, the following proposals were received and opened: CC & T Construction Indianapolis, Indiana Base Bid: $90,061.50 Dixon Construction Lafayette, Indiana Base Bid: $90,791.00 Milestone Contractors Lafayette, Indiana Base Bid: $181,566.00 Mr. Shriner moved to take the proposals under advisement for further review. Mr. Childress seconded. Passed. Board of Public Works and Safety May 20, 2014 Page 2 NEW BUSINESS Engineering Permission to Advertise-All Structure Demolition located at 507 S. 1st Street, 1329 Central Street and 63 Rostone Circle Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the All Structure Demolition located at 507 S. 1st Street, 1329 Central Street and 63 Rostone Circle. Mrs. Leshney stated that these properties have been on the unsafe structure list and have had orders for demolition for quite some time. The bid opening is scheduled for June 10, 2014. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Permission to Advertise-Overlay of Sagamore Parkway from McCarty Lane to 900’ north of South Street Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise for the Overlay of Sagamore Parkway from McCarty Lane to 900’ north of South Street. Mrs. Leshney stated that this overlay is for the center section/Phase III section. The bids will determine whether the city can afford that or if they will continue to patch until they are able to get to the construction phase. The bid opening is scheduled for June 10, 2014. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Norfolk Southern Railway Company Contract with City of Lafayette Mrs. Leshney presented to the Board and recommended approval of a Contract with Norfolk Southern Railway Company and the City of Lafayette for a crossing at the end of 1st Street underneath the South and Columbia Bridges to be able to access the Riehle Plaza Bridge. This is an annual agreement fee of $750.00 to maintain that crossing. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Supplement #1-INDOT Contract for S. 18th Street from CR 430 South to Veteran’s Memorial Parkway Mrs. Leshney presented to the Board and recommended approval of Supplement #1 for the INDOT Contract for S. 18th Street from CR 430 south to Veteran’s Memorial Parkway. Mrs. Leshney stated that they were able to procure some additional federal funding for the project mainly for some pedestrian improvements and lighting. This supplement adds the funds to that project, one being the transportation alternative funds in the amount of 80% ($186,960.00) and safety funds in the amount of 90% ($256,500.00). Mrs. Leshney stated that the bid opening will be in September 2014 due to right-of-way issues. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Water Pollution Control Operator Training Contract with Wastewater Solutions Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of an Operators Training Contract with Wastewater Solutions. The training will be conducted on June 10- 13, 2014 and will be held at the wastewater treatment plant conference room. Wastewater Solutions Inc. will conduct the training in the amount of $19,600.00 which includes all student materials. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety May 20, 2014 Page 3 Greeley & Hansen Contract for Railroad Corridor Study Mr. Talley presented to the Board and recommended approval of a contract with Greeley & Hansen for the Railroad Corridor Study in the amount of $141,900.00. This conceptual design report will evaluate two conveyance alternatives and review potential for future construction. This study will assess the Railroad Corridor Sewer for potential impacts and or benefits to several areas within the City, including the Greenbush/Elmwood drainage area and the Valley Street drainage area. Tim Healy, Greely and Hansen Representative, stated that this has been outlined in the long-term control plan. Mr. Healy stated that the goal of the plan is to define the size, route and potential for storage inside the proposed sewer. The goal is to incorporate the sewer work into future city plans for trails, curbs, roads and water improvements to take and capture cost savings and minimize disruptions to the community and to identify storm water outlets for both Valley Streets and the Greenbush/Elmwood area. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Police Department Election of Police Civil Service Commission Member Chief Patrick Flannelly requested the Board to call a meeting of the active members for the Lafayette Police Department to be held in the Lafayette Police Training Center located at 1301 South Street at 3:30pm on June 10, 2014 for the purpose of electing a Police Civil Service Commissioner. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,134,385.66. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Event Street Closure Request-Homebuilders Blitz Doug Taylor, Habitat for Humanity Representative, presented to the Board and recommended approval of an Event Street Closure Request for the Homebuilders Blitz to be held on June 9 & 10, 2014 on Charles Street. The request is to close Charles Street between 22nd and 24th Streets. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Event Street Closure Request-Wabash Neighborhood Block Party Pam Stewart, Wabash Neighborhood Representative, presented to the Board and recommended approval of an Event Street Closure Request for the Wabash Neighborhood Block Party to be held on June 7, 2014 from 8:00am-4:00pm. The request is to close Ellsworth and the alley by Butlers Meats. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
