BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
November 18, 2014
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 18, 2014 at 9:00
a.m. in the Common Council Chambers. Members present were: Cindy Murray, Dawn Ross, Ron Shriner
and Norm Childress. Absent: Gary Henriott
Jacque Chosnek, 1st Deputy City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Shriner moved for approval of the minutes from the November 10, 2014 regular meeting. Mrs. Ross
seconded. Passed.
NEW BUSINESS
Engineering
Road Maintenance Agreement with Board of Commissioners of Tippecanoe County
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Road
Maintenance Agreement with the Board of Commissioners of Tippecanoe County. There are three small
segments of Veteran’s Memorial Parkway that the City of Lafayette has been removing snow or if there is
a need for ditch maintenance or asphalt work the city would do in-house. Mrs. Leshney stated that the
Tippecanoe County Board of Commissioners has agreed to reimburse the City of Lafayette. The three
segments include from SR 26 to 600’ south of SR 26, from 150’ south of Stable Drive to the Interstate
Bridge (a distance of 650’), and from 1675’ northeast of US 52 to 3255’ northeast of US 52 (a distance of
1580’). Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Supplement #1-South Street and Scott/Park Streets Pedestrian Crossing Improvements
Mrs. Leshney presented to the Board and recommended approval of Supplement #1 for the South Street
and Scott/Park Streets Pedestrian Crossing Improvements. Mrs. Leshney stated that the city has a Federal
Local Public Assistance project through INDOT and the sub-consultant for the environmental is with
Cardno JFNew. The city originally anticipated analyzing about 20 buildings for historic preservation but
INDOT escalated that scope to 150 buildings for analysis, which resulted in a $3,800.00 increase in the
scope of the project. The supplement is designed to cover the additional expenses. Mr. Childress moved
for approval. Mrs. Ross seconded. Passed.

Human Resources
Service Agreement with Henriott Group for Wellness Coaching
Kim Meyer, Human Resources Director, presented to the Board and recommended approval of a Service
Agreement with Henriott Group to retain a Wellness Coach. Mrs. Murray stated that Rosemary Benjamin
was the choice for the position and hopes to see a decrease in the city medical claims. Mrs. Murray stated
that Mrs. Benjamin has already been around to the different departments to meet the employees. Mr.
Shriner moved for approval. Mrs. Ross seconded. Passed.
Purchasing
Declaration of Surplus/Worthless Property-Fleet Maintenance
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Surplus/Worthless Property for Fleet Maintenance. Mr. Morrissey stated that the list is a continuation
of the clean-up in inventory previously addressed. Items that can be turned in for scrap as surplus property
will be taken to Oscar Winski for disposal. The remaining items will be deemed worthless property and
disregarded. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
Declaration of Worthless Property-Water Works
Mr. Morrissey presented to the Board and recommended approval of a Declaration of Worthless Property
for Water Works. The worthless items include a Toshiba 1370 #CWC835648 and a Sharp AR-
168D #55028012. Mr. Morrissey stated that the printers have exceeded their useful life, are no longer in
use and have no value. Once declared worthless property they will be taken to Winski eRecycling for
disposal. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Declaration of Surplus Property-Controller’s Office
Mr. Morrissey presented to the Board and recommended approval of a Declaration for Surplus for the
Controller’s Office. The surplus property includes the following:

Mr. Morrissey stated that the phones are from various departments and have been upgraded, out of service
and are no longer needed. Once declared as surplus they will be sold to an interested party. Mrs. Ross
moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,329,095.58. Mrs.
Murray asked if there were any further questions and there were none. Mr. Childress moved for approval.

MISCELLANEOUS
Taxi Cab Permits
Chief Flannelly presented to the Board and recommended approval of seven (7) Taxi Cab Permits for the
following individuals: Charles Jackson, David R. Gravitt Jr., Mark Hummel, Christopher Jeremy Cox,
Seyene Chanea Vargas, Jeremiah Stargell and Michael Riley. Mrs. Ross moved for approval. Mr. Shriner
seconded. Passed.
Announcement-Community Planning Meeting for Community Center at First Assembly of God Church
Mayor Roswarski announced a Community Planning Meeting for the Community Center at First
Assembly will be held on November 22, 2014 at 10:00am at First Assembly at 108 Beck Lane. First
Assembly has purchased the old Payless Plaza site on SR 231. The church would like to have community
outreach things with parts of the building while some of the current businesses stay. The church would
like the community’s input.
