BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 3, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 3, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the February 24, 2015 regular meeting. Mrs. Ross seconded. Passed. BIDS UNDER ADVISEMENT Non Walk-In Rescue Apparatus President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Permission to Advertise-US 52 & CR 450E Intersection Improvements Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the US 52 & CR 450E Intersection Improvements. This project is realigning the intersection to include a new right turn lane at US 52 onto CR 450E, and new left turn lane on US 52 onto CR 450E that includes full depth asphalt construction, shoulders, ditching, storm sewer installation and traffic signal. The bid opening is scheduled for March 24, 2015. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-Columbian Block Parking Garage Restoration Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise the Columbian Block Parking Garage Restoration. The request is for qualifications for design-build teams. This is the first step in moving forward with a design-build project. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Water Pollution Control Total Phosphorus Addendums for Permitted Industries (20) Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended twenty (20) Addendums for the industrial user discharge permits mandates by IDEM in the City’s latest NPDES Board of Public Works and Safety March 3, 2015 Page 2 Permit. . The changes to the Sewer Use Ordinance to substantiate the permit modification have been approved by the EPA and the Lafayette Common Council. Mr. Talley stated the industries are divided into two groups. Group 1 includes: SIU 02 Cargill, SIU 05 Industrial Plating, SIU 06 Caterpillar, SIU 07 Ice Cream, SIU 09 Rea Magnet Wire, SIU 11 Kelly Construction, SIU 15 Fairfield Manufacturing, GIU 05 Beutler Meats, GIU 07 Southwire (Coleman Cable) and GIU Lafayette Sani Wash. These industries are currently below the total phosphorous SUO limit of 7mg/L. There industries will be required per the addendum to monitor and report only for total phosphorus. Mr. Shiner moved for approval of Group 1. Mr. Childress seconded. Passed. Group 2 includes: SIU 01 Tate & Lyle South, SIU 03 Tate & Lyle North, SIU 04 TRW, SIU 08 Wabash National, SIU 12 SIA, SIU 13 Nanshan America, SIU 14 Lafayette Instrument, SIU 16 ALCOA, GIU 03 Transport Services and GIU 12 Carry Transit. These industries are above the total phosphorus SUO limit of 7 mg/L. The industries in this grouping will need to pretreat their industrial wastewater. This will require monitoring and submitting a schedule of compliance to the City to become compliant by March 1, 2016. Mrs. Murray moved for approval of Group 2. Mr. Childress seconded. Passed. Purchasing Declaration of Surplus Property-Information Technology Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for Information Technology. The surplus items include 56 monitors and 42 personal computers. Once declared as surplus, all items will be donated to a non-profit organization. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Declaration of Worthless Property-Water Pollution Control Mr. Morrissey presented to the Board and recommended approval of a Declaration of Worthless Property for Water Pollution Control. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Declaration of Worthless Property-Information Technology Mr. Morrissey presented to the Board and recommended approval of a Declaration of Worthless Property for Information Technology. The worthless items include 49 pieces of equipment ranging from cameras, computers, monitors and printers. Mr. Morrissey stated that the equipment has served its useful life and Board of Public Works and Safety March 3, 2015 Page 3 has no value. Once declared worthless, the items will be taken to Winski eRecycling for disposal. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,153,209.14. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Proclamation-Disability Awareness Month Mayor Roswarski read the following proclamation: Executive Order PROCLAMATION TO ALL TO WHOM THESE PRESENT MAY COME, GREETINGS: WHEREAS, the month of March, 2015, has been designated as “Disability Awareness Month” to celebrate and recognize people with disabilities by the Governor of the State of Indiana; and WHEREAS, disability is a natural part of the human experience and in no way diminishes the right of individuals with disabilities to live independently, enjoy self- determination, make choices, contribute to society and experience full in the economic, political, social, cultural and educational mainstream of American society; and WHEREAS, family members, friends and members of the community can play a central role in enhancing the lives of people with disabilities especially when the family and community are provided with necessary support services; and public and private employers are aware of the capabilities of people with disabilities to be engaged in competitive work in inclusive settings; and WHEREAS the goals of this city and state properly include providing individuals with disabilities the opportunities and support to make informed choices and decisions; live in homes and communities where such individuals can exercise their full rights and responsibilities as citizens; pursue meaningful and productive lives; contribute to their family, community, State and Nation; have interdependent friendships and relationships with others; and achieve full inclusion in society. NOW, THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, do hereby proclaim the month of March, 2015, as DISABILITY AWARENESS MONTH in the City of Lafayette, and call upon citizens of Lafayette to observe the month with appropriate programs and activities; furthermore, I encourage the citizens of Lafayette to seek counsel and input from any person or group with knowledge and expertise in matters concerning disabilities.
