MINUTES
March 17, 2015
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, March 17, 2015 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress
and Dawn Ross Absent: Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the March 10, 2015 regular meeting. Mrs. Ross
seconded. Passed.
BID OPENING
Exterior Wayfinding Signage: Fabrication and Installation
Dennis Carson, Economic Development Director, recommended approval of a bid date delay from
Tuesday, March 17, 2015 to Tuesday, March 24, 2015. Mr. Carson stated that he has received feedback
from potential bidders regarding the vinyl that is specified in the bid specifications does not hold up well
in the field and suggested other products. The delay will give more time to research other materials. Mrs.
Murray moved to approval. Mrs. Ross seconded. Passed.
Pedestrian Ramp Construction at Myers and Riehle Plaza Bridges
This being the time set to open bids for the Pedestrian Ramp Construction at Myers and Riehle Plaza
Bridges, the following bids were received and opened:
Rieth-Riley Construction
Lafayette, Indiana
Base Bid: $1,078,731.75
Mr. Childress moved to take the bids under advisement for further review. Mrs. Murray seconded.
Passed.
BIDS UNDER ADVISEMENT
Old Romney Road Reconstruction Phase III
President Henriott stated that this item will remain under advisement.

NEW BUSINESS
Fire Department
Contract-Non Walk In Rescue
Fire Chief Richard Doyle presented to the Board and recommended approval of a Contract for the Non
Walk-In Rescue Apparatus with Marion Body Works/Hoosier Fire in the amount of $647,980.00. Mrs.
Ross moved for approval. Mr. Childress seconded. Passed.
Street Department
Amendment #1-Solid Waste Disposal Agreement
Dan Crowell, Street Commission, presented to the Board and recommended approval of Amendment #1
for the Solid Waste Disposal Agreement with Waste Management. Mr. Crowell stated the current contract
expires in June and Waste Management would like to extend the contract for three (3) more years with an
increase of 2.5% each year. The city will not pay any fee for recyclables delivered to the transfer station.
Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Community Development
Release of Mortgage-137 Tomahawk Lane, Battleground Indiana
Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval
of a Release of Mortgage for 137 Tomahawk Lane in Battleground Indiana for Troy and Debra Kelly.
Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
Release of Covenant for Deed Restrictions-137 Tomahawk Lane, Battleground Indiana
Mrs. Jacobsen presented to the Board and recommended approval of a Release of Covenant for Deed
Restrictions for 137 Tomahawk Lane in Battleground Indiana. Mrs. Murray moved for approval. Mrs.
Ross seconded. Passed.
Release of Mortgage-103 Tomahawk Lane, Battleground Indiana
Mrs. Jacobsen presented to the Board and recommended approval of a Release of Mortgage for 103
Tomahawk Lane in Battleground Indiana for Travis Abston. Mr. Childress moved for approval. Mrs.
Ross seconded. Passed.

Agreement between Lafayette Housing Consortium and Habitat for Humanity 2014-2015 Project #1-
Rogers
Mrs. Jacobsen presented to the Board and recommended approval of a agreement between the Lafayette
Housing Consortium and Habitat for Humanity 2014-2015 Project #1 Rogers. These are HOME funds
from Project 2014-2015 in the amount of $35,000.00. Mrs. Murray moved for approval. Mrs. Ross
seconded. Passed.
Agreement between Lafayette Housing Consortium and Habitat for Humanity 2014-2015 Project #2-
Howell
Mrs. Jacobsen presented to the Board and recommended approval of a agreement between the Lafayette
Housing Consortium and Habitat for Humanity 2014-2015 Project #2 Howell. These are HOME funds
from Project 2014-2015 in the amount of $30,000.00. Mrs. Murray moved for approval. Mr. Childress
seconded. Passed.

Redondo
Mrs. Jacobsen presented to the Board and recommended approval of a agreement between the Lafayette
Housing Consortium and Habitat for Humanity 2014-2015 Project #3 Redondo. These are HOME funds
from Project 2014-2015 in the amount of $35,000.00. Mrs. Ross moved for approval. Mrs. Childress
seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $634,133.42. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mrs. Ross seconded. Passed.
MISCELLANEOUS
Special Event Request-Citizens Band Schedule
President Henriott presented to the Board and recommended approval of a Special Event Request for the
2015 Citizens Band Schedule. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
Taxi Cab Permits
Deputy Police Chief Dave Payne presented to the Board and recommended approval of two permits for
Joshua Lee Shrout and Kevin Dean Linback. Mrs. Murray moved for approval. Mrs. Ross seconded.
Passed.
