BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 24, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 24, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Ron Shriner and Dawn Ross Edward Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the March 17, 2015 regular meeting. Mrs. Ross seconded. Passed. BID OPENING Exterior Wayfinding Signage: Fabrication and Installation Dennis Carson, Economic Development Director, recommended approval of a bid date delay from Tuesday, March 24, 2015 to Tuesday, April 7, 2015. Mr. Carson stated that with the new specifications that were put out, the bidders stated that they need more time. Mrs. Murray moved to approval. Mr. Shriner seconded. Passed. 2015 Curb, Sidewalk and Ramp Replacement Project This being the time set to open bids for the 2015 Curb, Sidewalk and Ramp Replacement Project, the following bids were received and opened: Dixon Construction Lafayette, Indiana Base Bid: $303,762.50 Alternate #1: $50,497.50 CC & T Construction Indianapolis, Indiana Base Bid: 257,793.50 Alternate #1: $42,135.50 Mr. Childress moved to take the bids under advisement for further review. Mrs. Ross seconded. Passed. Board of Public Works and Safety March 24, 2015 Page 2 US 52 CR 450E Intersection Improvements This being the time set to open bids for the US 52 CR 450E Intersection Improvements, the following bids were received and opened: Milestone Contractors Lafayette, Indiana Base Bid: $639,456.15 Rieth-Riley Construction Lafayette, Indiana Base Bid: $953,151.17 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT Old Romney Road Reconstruction Phase III President Henriott stated that this item will remain under advisement. Pedestrian Ramp Construction at Myers and Riehle Plaza Bridges President Henriott stated that this item will remain under advisement. NEW BUSINESS None CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $4,246,582.05. President Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Great Strides Walk President Henriott presented to the Board and recommended approval of a Special Event Request for the Great Strides Walk to be held on May 16, 2015 from 8:00am-1:00pm at Riehle Plaza. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety March 24, 2015 Page 3 Special Event Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Special Event Request for the ‘Round the Fountain Art Fair to be held on May 23, 2015 from 6:00am-6:00pm around the Tippecanoe County Courthouse. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Banner Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Banner Request for the ‘Round the Fountain Art Fair. The banner is scheduled to be hung on Main Street from May 5-May 26, 2015. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Banner Request-CASA for Children President Henriott presented to Board and recommended approval of a Banner request for the CASA for Children. The banner is schedule to be hung on Main Street from April 7-April 21, 2015. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Proclamation-Earth Hour The Mayor read the following proclamation: EARTH HOUR PROCLAMATION WHEREAS, Earth Hour, organized by the World Wildlife Fund, is a global initiative that encourages individuals, businesses and governments around the world to turn off all non-essential lights for one hour on Saturday, March 28, 2015 between 8:30 and 9:30pm; and WHEREAS, the goal of Earth Hour is to demonstrate that individual action on a mass scale can help positively impact our planet; and WHEREAS, climate change impacts in Indiana are expected to increase heavy rainfall and dangerous flooding, threatening homes, businesses and utilities and disrupting roadways. Heavy rains also contribute to accelerated topsoil erosion, which can hinder agricultural yields. Furthermore, more frequent severe precipitation and greater transpiration from crops have exacerbated the survival and spread of many unwanted pests and pathogens; and WHEREAS, led by the World Wildlife Fund, hundreds of millions of people in more than 7,000 towns and cities across 162 countries celebrated Earth Hour in 2014, with lights going out in some of the world’s most famous man-made marvels and natural wonders. China’s Forbidden City, Eiffel Tower, Great Pyramids of Egypt, Buckingham Palace, Brazil’s Christ the Redeemer statue, Niagara and Victoria Falls, Empire State Building, Sydney Opera house and many more global icons stood in darkness as a powerful symbol of landmark environmental action; and WHEREAS, City of Lafayette government will strive to turn off all non-essential lighting during Earth Hour; NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, do hereby proclaim the hour between 8:30 and 9:30 pm on the 28th day of March, 2015, to be Earth Hour. I encourage all City of Lafayette Board of Public Works and Safety March 24, 2015 Page 4 residents to make a global statement of concern about climate change and to demonstrate commitment to finding solutions by turning off all non-essential lights during this time period. Mayor Roswarski announced that the City is donating a pick-up truck to Habitat for Humanity. Tim Scott, Habitat for Humanity Board President, accepted the keys and title for the truck from Mayor Roswarski. Mr. Scott thanked the Mayor and is excited to start using the truck. Mayor Roswarski invited the Board and the audience outside to look at the truck.
