BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 12, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 12, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the April 28, 2015 regular meeting. Mrs. Ross seconded. Passed. BID OPENING Plaza and Interior Renovation for the Big Four Depot This being the time set to open bids for the Plaza and Interior Renovation for the Big Four Depot, the following bids were received and opened: Mid-States General & Mechanical Lafayette, Indiana Base Bid: $912,000.00 Alternate #1: $17,900.00 Alternate #2: $36,000.00 Alternate #3: $19,000.00 Alternate #4: $72,000.00 Alternate #5: $13,500.00 Alternate #6: $10,000.00 (decrease) Wilhelm Construction Indianapolis, Indiana Base Bid: $1,140,000.00 Alternate #1: $18,000.00 Alternate #2: $26,000.00 Alternate #3: $38,000.00 Alternate #4: $101,000.00 Alternate #5: $9,000.00 Alternate #6: $28,500.00 (decrease) Mrs. Murray moved to take the bids under advisement for further review. Passed. Board of Public Works and Safety May 12, 2015 Page 2 NEW BUSINESS Engineering Utility Service Agreement for Subaru of Lafayette: 1600 South Creasy Lane Bob Foley, Engineering, presented to the Board and recommended approval of a Utility Service Agreement for Subaru of Lafayette at 1600 South Creasy Lane which is the Bob Rohrman Dealership. The fees associated with the agreement are in the amount of $23,726.00 and are for detention storage, Wilson Branch Reservoir and Creasy Lane water main. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Agreement with TBird Design for Professional Services for the Winterset Drive Reconstruction Project Jenny Leshney, Public Works Director, presented to the Board and recommended approval of an Agreement with TBird Design for Professional Services for the Winterset Drive Reconstruction Project. The Geotechnical portion of the contract is in the amount of $5,100.00 with the total amount of the contract $35,000.00. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Water Pollution Control Contract with Wastewater Solutions, Inc for 2015 Wastewater Training Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of a Contract with Wastewtaer Solutions Inc for 2015 Wastewater Training in the amount of $19,600.00. The training will be conducted June 1-4, 2015 and held at the Wastewater Treatment Plant. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Contract-Chemical Phosphorus Removal Project Mr. Talley presented to the Board and recommended approval of a Contract for the Chemical Phosphorus Removal Project with Bowen Engineering in the amount of $2,515,000.00. The project is comprised of the installation of piping and equipment for the treatment plant to meet phosphorus requirements as outlines in the City’s NPDES Permit. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Notice to Proceed-Chemical Phosphorus Removal Project Mr. Talley presented to the Board and recommended approval of a Notice to Proceed for the Chemical Phosphorus Removal Project. The notice to proceed begins May 12, 2015 with Substantial Completion by November 30, 2015 and Final Completion by December 30, 2015. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Water Works Contract with Wessler Engineering for On-Call Waterworks Engineering Services Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of a Contract with Wessler Engineering for On-Call Waterworks Engineering Services in the amount not to exceed $70,000.00. Mrs. Murray moved for approval. Mrs. Ross seconded. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request- Zoo Run Run President Henriott presented to the Board and recommended approval of a Special Event Request for the Zoo Run Run to be held on July 18, 2015 from 7:30am-9:30am at Columbian Park and surrounding neighborhood. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Bindery Alley Closure President Henriott presented to the Board and recommended approval of a Special Event Request for the Bindery Alley Closure to be held on May 15, 2015 from 6:00pm-9:00pm in the alley between 5th and 6th Street at Main/Ferry Streets. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Special Event Request-Memorial Day Parade Tim Hilton, Parade Representative, presented to the Board and recommended approval of a Special Event Request for the Memorial Day Parade to be held on May 25, 2015 from 12:00noon-1:00pm in downtown Lafayette. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Tecton Painting Façade President Henriott presented to the Board and recommended approval of a Special Event Request for Tecton Painting Façade to be held on May 12-June 1, 2015 from 7:00am-6:00pm. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. ANNOUNCEMENTS Recycling/Toter Announcement Mayor Roswarski introduced a ‘new’ recycling toter being deployed to 21,000 households throughout the summer. These new recycling toters are a wonderful solution to the increase of recycling in the community. The recycling toter will have advisements on the lid which will help offset the cost of the program. The City of Lafayette in turn will receive a fee back from the advertising and will offset 91% of the lease payments to deploy the new toters. National Cart Marketing will be facilitating the new lids/advertisement and refreshing them every 90 days. National Cart Marketing will also be heading out into the community looking for businesses and non for profits agencies that would like to participate in the advertising portion of the program. Dan Crowell, Street Commissioner, stated that your current large trash toter will become your new recycling bid with a new lid that has the advertising on it. The City of Lafayette will issue a new smaller trash toter for household trash. The current blue recycling bins will be picked back up by the city at that time. Mr. Crowell stated that some of the combo trucks are set up now to store more recycling than trash with a 60/40 split. This is a big step in the right direction to help reduce tipping fees for the city. The City of Lafayette currently recycles 200,000 tons of recyclables each year Board of Public Works and Safety May 12, 2015 Page 4 which the city is not charged for. Rick Stahmer, National Cart Marketing Representative, stated that the advertising is simple in that for advertisers it is about $.01 a day per lid and help revitalize the local businesses by giving them a leg up because the ad will be at every household. Mr. Stahmer showed the Board how the advertisements are put onto the lid. Mr. Crowell stated that the Mayor’s Youth Council will be putting together an instructional/training video of the new program.
