BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 19, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 19, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the May 12, 2015 regular meeting. Mrs. Ross seconded. Passed. BIDS UNDER ADVISEMENT Plaza and Interior Renovation for the Big Four Depot Mrs. Murray stated that this item will remain under advisement. QUOTE OPENING Rostone Circle Drainage Project This being the time set to open quotes for the Rostone Circle Drainage Project, the following quotes were received and opened: F & K Construction Flora, Indiana Base Bid: $124,705.00 Mr. Shriner moved to take the quotes under advisement for further review. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-Winterset Drive Reconstruction Project Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the Winterset Drive Reconstruction Project. This will be advertised on May 22 & 28, 2015 with a bid opening on June 9, 2015. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety May 19, 2015 Page 2 Water Pollution Control Contract with Wessler Engineering for the Market Square Stormwater Infiltration Project and North-End Combined Sewer Study Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of a Contract with Wessler Engineering for the Market Square Stormwater Infiltration Project and North- End Combined Sewer Study in the amount not to exceed $98,000.00. The Market Square portion is $52,000.00 and the North-End sewer study is $46,000.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Community Development Agreement between Lafayette Housing Consortium and Habitat for Humanity: 2014-2015 Project #5 Wabash Aimee Jacobsen, Community Development Director, presented to the Board and recommended approval for an Agreement between Lafayette Housing Consortium and Habitat for Humanity: 2014-2015 Project # 5 Wabash in the amount of $150,000.00 of HOME funds. This project will renovate a large, historically significant property in Wabash Neighborhood. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Historical Demolition Permit for1009 Ferry Street Daniel Walker, Community Development, presented to the Board and recommended approval of a Historical Demolition Permit for 1009 Ferry Street. The property owner has applied for a demolition permit to demolish a two-story, wood framed louse. The property is listed in the City of Lafayette Inventory of Historic Sites and Structures. Mr. Walker stated that Dann Kieser, Lafayette Historic Preservation Officier, reported that the structure is significant to the City’s historic fabric and recommended that the 60 day public notice period may not be waived. Crystal McFadden, current tenant, stated that she and other tenants have not yet been notified by their landlord about the demolition. Discussion Ensued. Mr. Shriner moved for approval to affirm the 60 waiting period. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $5,552,126.98. Mrs. Murray asked if there were any further questions and there were none. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Taste of Tippecanoe Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Taste of Tippecanoe to be held on June 20, 2015 from 4:00pm-12:00midnight located in downtown Lafayette. Mrs. Ross moved for approval. Mrs. Childress seconded. Passed. Board of Public Works and Safety May 19, 2015 Page 3 Special Event Request-South Oakland Neighborhood Picnic/Party Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the South Oakland Neighborhood Picnic/Party to be held on June 14, 2015 from 12:30pm-5:00pm on Butler Street from S. 23rd and S. 24th Streets. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Special Event Request-St. Boniface Eucharistic Procession Mrs. Murray presented to the Board and recommended approval of Special Event Request for the St. Boniface Eucharistic Procession to be held on June 7, 2015 from 7:30pm-8:00pm located on the streets surrounding St. Boniface. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Faith Community Development: Various Events Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Faith Community Development for Various Events for youth interaction to be held on May 30, 2015. Mr. Shriner moved for approval. Mrs. Ross seconded. Mrs. Murray recommended approval for another event for youth interaction to be held on June 11, 2015. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Mrs. Murray recommended approval for another event for youth interaction to be held on June 13, 2015. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Mrs. Murray recommended approval for another event for youth interaction to be held on June 20, 2015. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Mrs. Murray recommended approval for another event for youth interaction to be held on July 11, 2015. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. 2015 Byrne Local Law Enforcement Assistance Grant Captain Brad Bishop announced to the Board the Police Department received the 2015 Byrne Local Law Enforcement Assistance Grant in the amount of $37,700.00. The grant will be divided between the Tippecanoe County Sheriff’s Department for $7,540.00 and Lafayette Police Department for $30,160.00 of the total amount received. Captain Bishop stated that the Police Department must notify a local governing body for their intent to apply for these funds not fewer than 30 days prior to submitting the grant application. Captain Bishop stated that the grant money received will go towards programs such as the K-9 program, locking equipment boxes in patrol cars, firearms simulators, and body-worn camera systems. ANNOUNCEMENTS Mrs. Murray thanked everyone that participated in this year’s Clean Sweep. There was a record breaking participation with over 400 volunteers who came out to help. Mrs. Murray reminded all the Departments that the city will be holding 5K Walk from 3pm-6pm at the old Municipal Golf Course.
